04/18/2002 RegularMINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS Regular Meeting Board of County Commissioners Thursday, April 18, 2002 Key West, Florida 2002/106 A Regular Meeting of the Monroe County Board of County Commissioners convened at 9:00 A.M., on the above date at the Harvey Government Center. Present and answering to roll call were Commissioner Murray Nelson, Commissioner George Neugent, Commissioner Dixie Spehar, and Mayor Charles "Sonny" McCoy. Commissioner Nora Williams was not present. Also present were Isabel C. DeSantis, Deputy Clerk; James Roberts, County Administrator; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. Gwen Hawtoff, representing the Florida Keys Society for the Prevention of Cruelty to Animals, Inc. (FKSPCA) addressed the Board concerning Agenda Item C.25 from the previous days meeting (04-17-02). Ms. Hawtoff discussed three (3) proposals. The Board took no official action. ADDITIONS, CORRECTIONS, DELETIONS Motion was made by Commissioner Spehar and seconded by Commissioner Neugent granting approval of the Agenda. Motion carried unanimously. AIRPORTS Peter J. Horton, Key West International Airport Manager discussed with the Board runway issues at the airport. Mr. Horton then introduced Howard Klein of URS Corporation who made a presentation to the Board. The following individuals addressed the Board: Stephen Turco, representing Aircraft Owners & Pilots Association; Peter K.Ilchuk, representing the Lodging Association; Brian Carman, representing the Key West Inn Keepers Association; Virginia A. Panico, representing the Key West Chamber of Commerce; Tina Henize, Joan Borel, Elliot Baron, Caroline Cash, representing Guardians of the Salt Ponds; George Halloran, representing Last Stand; and Matt Babich. After discussion, motion was made by Commissioner Neugent and seconded by Commissioner Nelson to move forward with an Environmental Impact Statement (EIS) procedure. Roll call vote was unanimous. There being no further business to come before the Board, the meeting adjourned. Danny L.
