06/09/2006 Special MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2006/119 Special Meeting Board of County Commissioners Friday, June 9, 2006 Key West, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at I :30 P.M., at the Harvey Government Center. Present and answering to roll call were Commissioner George R. Neugent, Commissioner Dixie M. Spehar and Mayor Charles "Sonny" McCoy. Absent was Commissioner David Rice. Also present was Isabel C. DeSantis, Deputy Clerk; Suzanne Hutton, County Attorney; Thomas Willi, County Administrator; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. COMMISSION ORGANIZATION County Judge Wayne Miller administered the Oath of Office to newly appointed Commissioner Glenn Patton. Motion was made by Commissioner Spehar and seconded by Commissioner Neugent granting approval of the Elected Official Bond for Commissioner Glenn Patton. Motion carried unanimously. ADDITIONS, CORRECTIONS, DELETIONS There were no Additions, Corrections, or Deletions made to the Agenda. COUNTY ATTORNEY County Attorney, Suzanne Hutton addressed the Board concerning approval to schedule and advertise an Attorney-Client Closed Session of the Board of County Commissioners in the matter of Galleon Bay vs. Monroe County v. State of Florida, CAK-02-595, Sixteenth Judicial Circuit, Monroe County, Florida Per F.S. 286.011(8), the subject of the meeting shall be confined to settlement negotiations or strategy sessions related to litigation expenditures. Present at the meeting will be the Commissioners, the County Administrator, the County Attorney, Assistant County Attorney Bob Shillinger, and Robert H. Freilich, Esq. and Derek V. Howard, Esq., the County's counsel in this litigation, and a certified court reporter. After discussion, motion was made by Commissioner Spehar and seconded by Commissioner Neugent granting approval of the request for June 21,2006 at 8:30 A.M. at the Marathon Government Center. Motion carried unanimously. 06/09/2006 2006/120 The Board discussed possible action by the Board of County Commissioners concerning windstorm insurance issues. Attorney Tim Volpe addressed the Board. After discussion, motion was made by Commissioner Neugent and seconded by Commissioner Spehar authorizing Mr. Volpe to act as Intervenor in the Citizens' and the Florida Peninsula Insurance rate filings and challenges as well as any Rule Hearings before the Florida Hurricane Loss Methodologies Committee. Motion carried unanimously. Motion was made by Commissioner Spehar and seconded by Commissioner Patton directing Staff to start investigating the capability of Monroe County being self-insured for Monroe County owned facilities and Monroe County residents. Roll call vote was unanimous. There being no further business, the meeting of the Board of County Commissioners was adjourned. Danny L.
