07/20/2006 Special MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2006/169 Special Meeting Board of County Commissioners Thursday, July 20, 2006 Key West, Florida A Special Meeting convened at 9:00 A.M. on the above date at the Harvey Government Center. Present and answering to roll call were Commissioner George R. Neugent, Commissioner Glenn Patton, Commissioner Dixie M. Spehar and Mayor Charles "Sonny" McCoy. Absent was Commissioner David P. Rice. Also present were Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; Suzanne Hutton, County Attorney; Thomas Willi, County Administrator; County Staff, members of the press and radio; and the general public. ADDITIONS, CORRECTIONS, DELETIONS Motion was made by Commissioner Spehar and seconded by Commissioner Patton granting approval oftoday's agenda. Motion carried unanimously, with Commissioner Rice absent. FISCAL YEAR 2007 BUDGET MEETING Overview & Discussion of Major Issues County Administrator, Tom Willi, addressed the Board and discussed Compensation Issues, Future Infrastructure Related Borrowing, and Hurricane Issues. Mr. Willi and Sal Zappulla, Budget & Finance Division Director, were present throughout the meeting for each budget presentation. LAND AUTHORITY Mark Rosch, Executive Director and Kim Nystrom, Office Manager presented the Land Authority's proposed budget request for Fiscal Year 2006-2007. CLERK OF COURTS Danny L. Kolhage, Clerk of Courts, and Marva Green, Director of Special Projects, presented the Clerk of Court's proposed budget request for Fiscal Year 2006-2007. TAX COLLECTOR Mr. Zappulla informed the Board that the Tax Collector would not be present because that budget is derived from the State. 07/20/2006 2006/170 PROPERTY APPRAISER Ervin Higgs, Monroe County Property Appraiser, presented the Property Appraiser's proposed budget request for Fiscal Year 2006-2007. STATE ATTORNEY Mark Kohl, State Attorney, presented the State Attorney's proposed budget request for Fiscal Year 2006-2007. PUBLIC DEFENDER Rosemary Enright, Public Defender, presented the Public Defender's proposed budget request for Fiscal Year 2006-2007. JUDICIAL Honorable Sandra Taylor, Circuit Court Judge, and Holly Elomina, Senior Deputy Court Administrator, presented the 16th Judicial Circuit's proposed budget request for Fiscal Year 2006-2007. SUPERVISOR OF ELECTIONS Harry L. Sawyer, Jr., Supervisor of Elections, presented the Supervisor of Elections' proposed budget request for Fiscal Year 2006-2007. HEALTH DEPARTMENT Dr. Susana May, Director ofthe Monroe County Health Department presented the Health Department's proposed budget request for Fiscal Year 2006-2007. PUBLIC WORKS DIVISION Dent Pierce, Public Works Director, and Beth Leto, Sr. Administrator, presented the Public Works' proposed budget request for Fiscal Year 2006-2007. ENGINEERING DIVISION - CAPITAL PLAN Dave Koppel, County Engineer presented Engineering's proposed budget request for Fiscal Year 2006-2007. COMMUNITY SERVICES DIVISION Deb Barsell, Project Coordinator & Acting Community Services Director, and Norma 07/20/2006 2006/171 Kula, Library Director, presented the Conununity Services' proposed budget request for Fiscal Year 2006-2007. VETERAN'S AFFAIRS Charles Ingraham, Veteran's Affairs Director, presented the Veteran's Affairs' proposed budget request for Fiscal Year 2006-2007. EMPLOYEE SERVICES DIVISION Teresa Aguiar, Employee Services Director, presented the Employee Services' proposed budget request for Fiscal Year 2006-2007. BUDGET & FINANCE DIVISION Sal Zappulla, Division Director, presented Budget & Finance's proposed budget request for Fiscal Year 2006-2007. AIRPORT SERVICES Mr. Willi and Mr. Zappulla presented the Airport Services' proposed budget request for Fiscal Year 2006-2007. COUNTY ADMINISTRATION PROGRAMS There was no additional information to present. There being no further business, the meeting of the Board of County Commissioners was adjourned. Danny L.
