06/24/2002 Special/Joint MeetingMINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2002/164 Special Joint Meeting Board of County Commissioners/ City of Key West Commissioners Monday, June 24, 2002 Key West, Florida A Special Joint Meeting of the Monroe County Board of County Commissioners and the City of Key West Commission convened at 6:00 P.M., on the above date at the Harvey Government Center at Historic Truman School. Present and answering to roll call for Monroe County were Commissioner Humberto 'Bert" Jimenez, Commissioner Murray Nelson, --- Commissioner George Neugent, Commissioner Dixie Spehar, and Mayor Charles "Sonny" McCoy. Present and answering to roll call for the City of Key West were Commissioner Jeremy Anthony, Commissioner Harry Bethel, Commissioner Merili McCoy, Commissioner Tom Oosterhoudt, Commissioner Ed Scales, Commissioner Carmen --Turner, and Mayor Jimmy Weekley. Also present were Danny L. Kolhage, Clerk; Vivian Perez, Deputy City Clerk; James Roberts, County Administrator; Julio Avael, City Manager; James Hendrick, County Attorney; Bob Tischenkel, City Attorney; County Staff, City Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS Motion was made by Commissioner Spehar and seconded by Commissioner Neugent granting approval of the Additions, Corrections, and Deletions to the Agenda. Motion carried unanimously. DIVISION OF PUBLIC WORKS County Administrator James Roberts addressed the Board. Motion was made by Commissioner Neugent and seconded by Commissioner Nelson granting approval of the following items: State of Florida Department of Transportation, Small County Outreach Program Agreement, Financial Project No.: 4108471, concerning the resurfacing of CR905 from SR 5/US 1 to Ocean Reef, as approved in the Year 2000 Small County Outreach Program. State of Florida Department of Transportation, Small Count Outreach Program Agreement, Financial Project No.: 4108481, concerning the resurfacing of CR 905 (A)/Card Sound Road from CR 905 to Monroe/Miami-Dade County Line, as approved in the Year 2000 Small County Outreach Program. 06/24/2002 2002/165 ` Motion carried unanimously. ISSUES LISTED BY BOTH MONROE COUNTY AND KEY WEST COMMISSIONERS The Boards discussed transfer of the following County Property to the City of Key West: County Roads, Higgs Beach, Palm Avenue, Government Road, Botanical Gardens/Stock Island Property/Stock Island Fire Station. City Engineer/Director of General Services, Roland Flowers and County Engineer Dave Koppel addressed the Boards. Sandy Higgs addressed the Boards concerning the property adjacent to the Botanical Gardens. Mr. Roberts addressed the Boards. Myra Hernandez, Manager of the Key West Department of Transportation addressed the Boards concerning bus service from Key Largo to Key West. Mr. Roberts addressed the Boards. ADDITIONAL ISSUES FROM COUNTY The Boards discussed Affordable Housing in the City of Key West and Monroe County. The Boards discussed the Airport Runway Extension and Salt Ponds. ADDITIONAL ISSUES FROM CITY The Boards discussed beautification of Route 1 median from Boca Chica to Key West and improvement of triangle at entrance to Key West. City Manager, Julio Avael addressed the Boards. The Boards discussed Ferry Service - Joint Participation via Miami - Marathon - Key West. The Boards discussed muffler inspection services in the Lower Keys. Mr. Avael, Sheriff Richard D. Roth and Chief of Police Gordon 'Buzz" Dillon addressed the Boards. The Boards discussed coordination of No Discharge Zone. Raymond Archer, Port Director; and David Fernandez, Utilities Director addressed the Boards. Both Boards discussed the homeless plight in Key West and Monroe County. John Jones, Assistant City Manager and Mr. Avael addressed the Boards. Sheriff Roth discussed Sheriff or Code assistance at Higgs Beach; and Sheriffs assistance for foot patrols on Duval Street during Spring Break. Danny L.
