09/13/2006 Special/ Budget MINUTES OF THE MONROE COUNTY BOARD OF COUNTY COMMISSIONERS 2006/211 Special MeetinglBudget Hearing Board of County Commissioners Wednesday, September 13, 2006 Key Largo, Florida A Special Meeting of the Monroe County Board of County Commissioners convened at 5:05 P.M., at the Key Largo Library. Present and answering to roll call were Commissioner George R. Neugent, Commissioner Glenn Patton, Commissioner Dixie M. Spehar, Commissioner Mario DiGennaro and Mayor Charles "Sonny" McCoy. Also present were Danny L. Kolhage, Clerk; Suzanne Hutton, County Attorney; Thomas Willi, County Administrator; County Staff, members of the press and radio; and the general public. All stood for the Invocation and Pledge of Allegiance. ADDITIONS, CORRECTIONS, DELETIONS There were no Additions, Corrections, or Deletions made to the agenda. PUBLIC HEARING - BUDGET Tom Willi, County Administrator made a presentation concerning the proposed Fiscal Year 2006/2007 Monroe County budget. * * * * * * FIRE & AMBULANCE DISTRICT 1 BOARD OF GOVERNORS The Board of Governors for the Fire and Ambulance District I convened. Present and answering to roll call were Commissioner George Neugent, Commissioner Dixie Spehar, and Chairman Kevin M. Madok. Absent was Councilman John Cromartie. A Public Hearing was held concerning the proposed Fiscal Year 2006-2007 Budget for the Fire & Ambulance District 1 Board of Governors. There was no public input. Chairman Madok addressed the Board. No official action was taken. * * * * * * The Board of County Commissioners reconvened with all Commissioners present. 09113/2006 2006/212 PUBLIC HEARING Tentative Fiscal Year 2007 Budget and Teutative Millage Sal Zappulla, Director, Office of Management & Budget; Mr. Willi, and the Board discussed the proposed budget. The following public speakers addressed the Board: Sylvia Murphy, Ted Carter, Bruce B. Horn, representing the Florida Keys Wild Bird Centers, Jamie Pipher, representing the Guidance Clinic of the Middle Keys; Geri Smith, Cynthia Swol, Dr. Susan May, representing the Monroe County Health Department; Janet Doto, Chris Clark, representing the Florida Department ofHealthIMonroe County Health Department, Grace Johns, representing Artificial Reefs of the Keys; Joe Weatherby, representing the Vandenberg Project, Bob Smith, representing Florida Keys Community College; Monica Haskel, representing the Florida Keys Council of the Arts; Bob Holston, representing Keys Association of Dive Operators; Jim Boilini, representing Jacobs Aquatic Center; Debra Walker, representing the Monroe County School Board; Pam Martin, representing the AARP; Virginia Panico, representing the Key West Chamber of Commerce; Kay Thacker, Spencer Slate, representing Keys Association of Dive Operators; and Jerry Gads. COUNTY ATTORNEY The Board discussed an advertisement of a Notice of Intention to Adopt, and forward notification to DCA, of a Proposed Amendment to the 20 I 0 Comprehensive Plan, to provide additional density bonuses and. 5 ROGO allocations for affordable housing units between 400 - 750 square feet and relaxation of the 35 foot maximum height limitation under certain limited circumstances using the expedited adoption proceeding provided in the Community Workforce Housing Innovation Pilot Program ("CHIP"). Suzanne Hutton, County Attorney and Attorney Jerry Coleman, representing Monroe County for professional legal services rendered regarding Workforce Housing addressed the Board. The following public speakers addressed the Board: Puling Klein, representing the Island of Key Largo Federation of Homeowner's Association; Sylvia Murphy, Ron Miller, Kay Thacker, Charles Brooks, Kent Van Winkle, James Duquesnel, Sloan Muench, Jim Saunders, Michael Chenoweth, representing the Upper Keys Citizen's Association; Virginia Panico, representing the Key West Chamber of Commerce; Mary Lou Wilkinson, Jerry Wilkinson, John Murphy, representing the Big Pine Key Civic Association; Dennis Henize, representing Last Stand, Pam Martin, Barry Patterson, and Kathy Wheeler. After Board discussion, motion was made by Commissioner Neugent to deny the item. Motion died for lack of a second. Motion was then made by Commissioner Spehar and seconded by Commissioner DiGennaro to approve advertisement of the item, with additional public hearings being held.
