RESOLUTION NO. 387- 2006
A RESOLUTION BY THE MONROE COUNTY BOARD OF
COUNTY COMMISSIONERS REQUESTING THE FLORIDA
DEPARTMENT OF TRANSPORTATION TO MAKE EVERY
EFFORT TO PRESERVE PUBLIC WATER ACCESS TO THE
WATERS ADJACENT TO THE 18 MILE STRETCH.
WHEREAS, the Board of County Commissioners makes the following
findings of fact:
1. The Florida Department of Transportation has found it necessary to close
two historically used boat ramps on the 18 Mile Stretch as part of the
U.S. 1 reconstruction project.
2. Monroe County recognizes the importance of providing public water
access to the ever increasing number of boaters in South Florida.
3. Monroe County has adopted the concept of 'No Net Loss' of marine
facilities and public water access.
4. The Monroe County Marine and Port Advisory Committee voted
unanimously to request that FDOT continue to provide and maintain boat
ramps within the DOT right-of-way.
5. The Florida Legislature created the 2005 Waterway and Waterfront
Improvement Act which encourages the preservation and improvement of
boat ramps.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF
COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA THAT:
Section 1. The Board of County Commissioners wishes to convey to the Florida
Department of Transportation (FDOT) by this Resolution the need to
preserve boating access along the 18 Mile Stretch of U.S. 1, and requests
FDOT to consider alternative solutions to the closing of two historically
used boat ramps.

Section 2. The Clerk of the Board is hereby directed to forward a copy of this
resolution to appropriate representatives of the Florida Department of
Transportation.

Monroe County, Florida at a regular meeting held on the 20th day of September,

Boat Ramps Removal on the 18 Mile Stretch
Dear Mr. Kolhage:
The Florida Department of Transportation (FOOT) is in receipt of Monroe County Resolution #387-2006 dated
September 20, 2006 requesting the FOOT to make every effort to preserve public access to the waters adjacent to
the 18 Mile Stretch.
Removal of the ramps at MM III and 112.5 is a condition of both the U.S. Army Corps of Engineers Section 404
Clean Water Act permit and South Florida Water Management District Environmental Resource Permit issued for
the U.S. 1 South Project. The existing boat ramps are unsafe due to proximity to the travel lanes and lack of
adequate boat ramp/parking facilities. Replacement with new ramps at these locations that meet safety and
Americans with Disabilities Act (ADA) standards, and accommodate vehicles trailering boats, would result in
impacts to seagrass beds within Everglades National Park (ENP) and conflict with wildlife fencing for endangered
species in this area. These closures are a result of coordination with Everglades National P~,k (ENP) officials due

ENP is presently evaluating alternative access to Northeastern Florida Bay as part of revisions to the Park's
General Management Plan (GMP). You may wish to contact Mr. Fred Herling, ENP Park Planner, at
305.242.7700 to provide your input in this process.
FOOT is also aware the County is considering purchase of the Latin American Cafe property near Jewfish Creek
as a potential boat ramp site. This property, in combination with FOOT's right-of-way adjacent to the new Jewfish
Creek Bridge, appears to have adequate room to accommodate vehicle parking and launching of motorized boats.
We understand County staff are evaluating this site, and have advised them that FOOT does not plan to surplus
this right-of-way through sale or lease, until completion of U.S. 1 construction in this area. This will provide the
County with maximum time to consider use of FOOT's right-of-way, in conjunction with the Latin American
property, for a motorized boat launching site. ....
