entered into a Joint Participation Agreement; and
WHEREAS, the Agency desires to accomplish certain project items as outlined in the Attachment "A" appended

WHEREAS, the Department desires to participate in all eligible items for this project as outlined in Attachment

Airport Planning
Airport Planning Grants are to study options for airport development and operations. The Department
funds airport master plans, airport layout plans (ALP), noise and environmental studies, economical
impact, services development, and airport promotion. Examples of projects are:

- Environmental assessments (EA);
- Development of regional impact (DRI);
- Operations and emergency response plans;

Airport Improvement
These grants are to provide capital facilities and equipment for airports. Examples of projects are:
_ Air-side capital improvement projects (runways, taxiways, aprons, T-hangers, fuel farms, maintenance
hangers, lighting, control towers, instrument approach aids, automatic weather observation stations);
_ Land-side capital improvement projects (terminal buildings, parking lots and structures, road and other
access projects);
_ Presentation projects (overlays, crack sealing, marking, painting buildings, roofing buildings, and other
approved projects;
_ Safety equipment (including AARF fire fighting equipment and lighted Xs);
_ Safety projects (tree clearing, land contouring on overrun areas, and removing, lowering, moving, and
marking, lighting hazards);
_ Information technology equipment (used to inventory and plan airport facility needs);
- Drainage improvements.

Land Acquisition
This grant program protects Florida's citizens from airport noise and protects airport clear zones and
runway approach areas from encroachment. Administrative Costs, appraisals, legal fees, surveys, closing
costs and preliminary engineering fees are eligible costs. In the event the negotiation for a fair market
value is unsuccessful, the court will be petitioned for "an Order of Taking" under the eminent domain laws
of Florida. Examples of projects are:
-Land acquisition (for land in an approved master plan or ALP);
-Mitigation land (on or off airport);
-Aviation easements;
-Right of way;
-Approach clear zones.

Airport Economic Development
This grant program is to encourage airport revenue. Examples of projects are:
-Any airport improvement and land purchase that will enhance economic impact;
-Building for lease;
-Industrial park infrastructure and buildings;
-General aviation terminals that will be 100 percent leased out;
-Industrial park marketing programs.

Aviation Land Acquisition Loan Program
The Department provides interest free loans for 75 percent of the cost of airport land purchases for both
commercial service and general aviation airports.

A Regular Meeting of the Monroe County Board of County Commissioners
convened at 9:00 A.M., at the Key Largo Library. Present and answering to roll call were
Commissioner Murray E. Nelson, Commissioner George R. Neugent, Commissioner
David P. Rice, Commissioner Dixie M. Spehar and Mayor Charles "Sonny" McCoy.
Also present were Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; Robert
Shillinger, Assistant County Attorney; Thomas Willi, County Administrator; County
Staff, members of the press and radio; and the general public.
All stood for the Invocation and Pledg<: of Allegiance.
PRESENTATION
Mayor McCoy, on behalf of the Key West Chamber of Commerce, presented
Commissioner Nelson with a "Piece of the Rock" award.
Motion was made by Commissioner Nelson and seconded by Commissioner Rice
to add to today's agenda presentation ofa Mayor's Proclamation designating March 8,
2006 as Wilhelmina Harvey, the Ambassador of Love Day. Motion carried unanimously.

(ACLS) and Basic Life Support (RLS) for the period beginning March 1,2006 through
February 2S, 2007.
Board granted approval to waive purchasing policy requiring bid process and
issue a purchase order to Ten-S Fire Equipment, Inc., sole source provider ofMSA Self
Contained Breathing Apparatus (SCBA) products for Monroe County, in the amount of
$42,714.07 for the replacement often destroyed SCBA.
Approval to reject the sole response bid received on November 30, 2005 for the
Cost Recovery Service provider to recover partial expenses of working vehicle accidents,
hazardous material incidents and false alarm cells.
Board granted approval and authorized issuance of the Class A Emergency
Medical Services Certificate of Public Convenience and Necessity (COPCN) to the City
of Marathon - Fire Rescue for the operation of an ALS transport ambulance service for
