ITEM BACKGROUND:
Summary of chanfles from existinfl Local Housinfl Assistance Plan:
1. Expansion of funding assistance for wastewater improvements to include hookup to centralized
sewage systems and expanding eligibility to moderate-income households.
2. Increased assistance amounts and purchase price limits for First Time Homebuyers in order to
continue to successfully implement the First Time Homebuyers strategy.
3. Expansion of Homeowners hip Deve!opment Strategy in order to accommodate
4. Addition of a strategy to provide SHIP Homebuyer assistance to qualified applicants participating in
other affordable housing assistance p~ograms, primarily local Mortgage Revenue Bond (MRB)

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA ADOPTING THE STATE HOUSING
INITIATIVES PARTNERSHIP (SHIP) LOCAL HOUSING ASSISTANCE PLAN
(LHAP) FOR STATE OF FLORIDA FISCAL YEARS 2001-2002, 2002-2003, 2003-
2004 AND OTHER REQUIRED APPROVALS.
WHEREAS, Monroe County has successfully participated in the State Housing Initiatives Partnership
(SHIP) since its creation in 1993, and
WHEREAS, Florida Statute 420.9075 and State Rule 91-37.005 require participating local governments
to submit to the Florida Housing Finance Corporation a Local Housing Assistance Plan (LHAP) at least
every three years, and
WHEREAS, The Special Programs Office, Monroe County Housing Authority, as Programs
Administrator of Monroe County's State Housing Initiatives Partnership (SHIP), has conducted three
public hearing throughout Monroe County to receive public comments on the design and
implementation ?f the Local Housing Assistance Plan, and
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Monroe County,
Florida, that the County hereby:

Adopts the Monroe County Local Housing Assistance Plan.
Adopts the maximum and average award schedule as listed in the Local Housing
Assistance Plan.
Approves the continued ten (10) percent allowance for administration.
Authorizes the Mayor/Chairman to execute on behalf of the County all documents and
certifications required for submission to the Florida Housing Finance Corporation.

Dear Mayor Neugent:
I urge you to endorse the Resolution for a Global Warming Response Plan, move it as a motion in your representative body, and return it to us with a
letter of support for protecting our citizens. The resolution recommends a series of related steps to deal with widely recognized risks because global
warming is the most persistent environmental threat of the century.
On behalf of the 30 member organizations ofthe Alliance for Florida's Future, I am writing for you to adopt this enclosed resolution to protect
Florida's beaches, aquifers, and economy. Each of these assets is extremely vulnerable to the coastal, climatic, and health problems associated with
global warming's anticipated effects. Our state's acute geological vulnerability to sea level rise and economic exposure to oil price shocks require
that we act now.
It is sensible for Florida's elected officials to draw state and national attention to the concerns that our citizens and elected officials have about global
warming. As a leader in our state, you have an opportunity to address the problems we face. Cities and counties, as the first to feel the costs of
climate change, should call on responsible authorities to develop and implement the means to comprehensively plan to deal reasonably and
cautiously with the undeniable effects of global warming. The urgency and ubiquity of this common problem exists because the sea level is rising,
and storms adversely affect the state's tourist sensitive economy.
From shore erosion to public health, education, and preparedness, we together have an opportunity to lead, but we need your support in overcoming
the complacency at the state and national levels. Over 25 other states are or have already taken reasonable steps to reduce their risks. It makes good
sense for Florida's business, non-profit, and civic communities to reduce carbon pollution.
By ignoring the consequences of global warming we act at our peril. The cost to those people least prepared among us to withstand the consequences
of bad land-use, as well as water quality and air pollution decisions, will only grow, unless you act. By passing the resolution you will send an
important message to other leaders to speak with one voice and pursue mutually constructive measures to protect the air, water, and land by reducing
greenhouse gas emissions now.
'1be reasons for actively responding to sea level change, wildlife losses, significant disruption in the timing and quality of water flow, and resource
damage are manifold. The necessity of a concerted effort on the part of all government levels to inventory, assess, reduce, monitor, and manage
greenhouse gas emissions must start now to limit the risk from a run-away cycle of heat generating more heat. Due to existing economic incentives
to use energy inefficiently, we must be planning ahead to respond to this threat if our industries are to remain competitive, if our employment is to
remain robust, and if our municipalities can reduce their costs of government.
Common sense solutions exist on all these important levels of state, national, and international activity. Locally, your passage ofthis resolution
means that all three necessary levels of negotiating for environmental protection and efficient electricity production must occur for an optimal, fair,
and lasting corrective. Endorse this resolution, pass it, and adopt related actions, in tandem, in order to effectively diminish wasted energy, cut
carbon pollution, and reduce the operational costs of government. Please let me know what I can do to help you adopt this resolution.

Resolution for a Global Warming Response Plan
Whereas, there is increasingly convincing scientific evidence that global warming is occurring
and is cau'sed by the burning of fossil fuels and deforestation;
Whereas, greenhouse gas concentrations in the atmosphere are at the highest level in 400,000
years, and the ten hottest years on record have occurred since 1980;
Whereas, 79 percent of Florida's rapidly increasing population live in coastal counties
extremely vulnerable to sea-level rise;
Whereas, sea-level rise is happening now and may double in speed as a result of global warming;
Whereas, Florida~s economy and quality of life are highly dependent on tourism, recreation,
and agriculture and, as a result, will be significantly affected by coral reef damage, drought
and wildfire, severe stonns, and other impacts of global warming; ,~~
Whereas, adopting common sense energy efficiency and renewable energy measures will
reduce greenhouse gas emissions, thereby benefiting communities by saving money, protecting
local environments, and creating jobs;
Whereas, further delay in taking action will expose Florida's citizens to unnecessary costs and
risks;
Whereas, twenty-five other states have or are developing global warming action plans to
protect their citizens and identify cost-effective options that reduce greenhouse gas pollution;
Be it resolved that:
Florida's Governor and Cabinet should instruct the relevant agencies to develop a Florida
Global Warming Action Plan that (1) sets specific greenhouse gas emission reduction goals
and is an integral component of a comprehensive clean energy plan for Florida, and (2) identifies
strategies to minimize the risks posed by sea-level rise and other global warming effects.
The United States government should provide international leadership in negotiating
refinements to the Kyoto Protocol rules that ensure the treaty will be environmentally
effect1ve, fair, and enforceable by committing to substantial reductions in domestic greenhet.se
gas emiSSions.
Elected officials should endorse the Earth Day 2000 Clean Energy Agenda which calls for
clean air, clean power, clean cars, and clean investments through a nationwide transition to
energy efficiency and renewable energy.
