The Permit Allocation System shall limit the number of permits issued for new residential development. THIS POLICY IS SUPERSEDED BY POLICY 101.2.13 FOR AN INTERIM PERIOD OF TIME. Policy 101.2.2 Applicants shall be required to ob1ain letters of coordination confinning the availability of po1able water and electricity, and applicable pennits from HRS prior to submitting a building pennit application for new residential development to the Monroe County Growth Management DMsion through the Pennit Allocation System. Applicants shall be required to ob1ain all other applicable agency pennits prior to the issuance of a County pennit. Policy 101.2.3 The Permit Allocation System for new residential (RaGa) development shall specify procedu res for: 1. annual adjustment of the number of pennits for new residential units to be issued during the next year based upon, but not limited to the following: a. expired allocations and building pennits in previous year; b. allocations available, but not allocated in previous year; c. number of allocations borrowed from future quarters; d. vested allocations; e. modifications required or provided by this plan or agreement pursuant to Chapter 380, Florida Statutes; and f. receipt or transfer of affordable housing allocations by intergovemmen1a1 agreement. 2. allocation of affordable and market rate housing units in accordance with Policy 101.2.4; and 3. timing of the accep1ance of applications, evaluation of applications, and issuance of pennits for new residential development during the calendar year. Policy 101.2A Monroe County shall allocate at least 20 percent of residential (non-transient) growth to affordable housing units as part of the Pennit Allocation System. Any portion of the 20 percent allocation not used for affordable housing shall be re1ained and be made available for affordable housing from RaGa year to RaGa year. Affordable housing eligible for this separate allocation shall meet the criteria specified in Policy 601.1.7, but shall not be subject to the competitive Residential Pennit Allocation and Point System in Policy 101.5.4. Very low density residential uses and low-intensity educational and research centers shall be allowed. All land in the mainland portion of Monroe County is hereby designated as Mainland Native. Policy 101.4.18 The principal purpose of the Historic overlay category is to identify existing and potential historic districts for designation, protection, and preservation (See Goal 104 and supporting objectives and policies). Session Law 2006-069, Section. 27 will potentially make up to $5,000,000 dollars available for innovative workforce housing public-private partnerships available to one or more projects in Monroe County should required comprehensive plan amendments, land acquisition and other measures be taken in time to quality for the program. The proposed Comprehensive Plan Amendment will provide for density bonuses and .5 ROGO allocations for affordable housing units between 400 - 750 square feet allowing density to be doubled for such small units. It unconscionable that the commission would even be considering an item of such great importance in such short notice. 2. This item is of great consequences it has long term lifetime ramifications that will change the character of the keys and jeopardize the lifestyle that we all enjoy. 3. Apparently we feel the need to do this now, before October when actually we have until January 5 to apply for the Workforce Housing Initiative Pilot Program. October is what appears to be a false deadline. 4. The citizens of Key West have spoken loud and clear. Defeated by 65% to 30% 5. A group of approximately 100 upper Keys citizen who were polled during the candidates forum at the Key Largo Civic Club unanimously voted against raising the height limit. 6. You now have a partially elected board with one member being an appointee yet you are considering adopting this resolution. It would be better to have a fully elected board to consider such a dynamic issue. 7. Being such a lifetime lasting community character changing issue, wouldn't it be better on this issue the people speak through a referendum. 8.
