ITEM BACKGROUND:
The purpose of the SCSEP is to foster and promote useful part-time work-experience opportunities in
community service activities for persons with low incomes who are 55 years of age or older, who have
poor employment prospects and who have the greatest economic need. The loss of this program would
be devastating to the participants of the program, as well as, to the non-profit organizations,
governmental agencies, senior centers and nutrition sites though out Monroe County.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS CERTIFYING
THAT THE MONROE COUNTY SENIOR COMMUNITY SERVICE EMPLOYMENT
PROGRAM HAS SUCCESSFULLY OPERATED IN MONROE COUNTY SINCE 1978,
AND IS CURRENTLY IN JEOPARDY.
WHEREAS, it is necessary and in the public interest that the Monroe County
Senior Community Service Employment Program (SCSEP) continue operation, providing
uninterrupted services to the citizens of Monroe County; and
WHEREAS, the loss of this program would be devastating to the participants of
the program as well as the non-profit organizations, governmental agencies, senior centers
and nutrition sites throughout Monroe County; and
WHEREAS, thirty percent of the Monroe County population are persons aged 55
and older; and
WHEREAS, the Monroe County Senior Community Service Employment Program

offers on the job training for seniors aged 55 and older who live on a limited income and
reside in Monroe County; and
WHEREAS the Monroe County SCSEP program offers qualified participants the
opportunity to learn new skills, obtain self-worth and socialization with the community
while earning extra income; which subsidizes their income for housing, medical needs and
necessary everyday independent living expenses; and
WHEREAS, Federal Rules and Regulations allow the State of Florida Department of
Elder Affairs to administer 22'Yo of the moneys awarded to operate Title V programs; and
WHEREAS, the State of Florida has historically allowed the national sponsors to
administer all Title V programs; and
WHEREAS, the Monroe County Senior Community Service Employment Program has
a great working relationship with the National Council on the Aging, Inc., has a current
contract for 36 participant slots and has always met the goals set by the national sponsor;
and
WHEREAS, the Participants of Monroe County enrolled in the SCSEP program have
been featured on the cover of the nationally circulated magazine "Perspective on Aging"
published by the NCOA and recognized nationally as "Outstanding Enrollee of the Year";
and
WHEREAS, the State of Florida Department of Elder Affairs is taking actions
which may result in the loss of 10 participant slots in Monroe County; and
WHEREAS, the National Council on the Aging, Inc. has expressed that it would not
be cost effective to run the Monroe County SCSEP program if the State of Florida
deletes 10 of the county's slots; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA:
Section 1. Opposes the loss of 10 of the county's slots to the State of Florida
for the program year 2001 through 2002.
Section 2. Opposes the loss of the 36 slots to the National Council on the Aging,
Inc.
Section 3. Requests an orderly transition occur between the State of Florida,
the National Sponsor's and the local projects for program year 2001 through 2002.
Section 41. Encourage the Secretary of the Department of Elder Affairs to
initiate the transition for program year 2002 through 2003.

The Senior Community Service Employment Program (SCSEP) has been operated in
Monroe County since 1978. The purpose of the program is to assist Monroe County
citizens, aged 55 years and older and who are living on a limited income, in obtaining
meaningful on the job training while subsidizing their income. The ultimate goal of
this program is to build up their skills and confidence so the participants can obtain
a job outside of the SCSEP program. This program has successfully achieved those
goals over the past 23 years.
The request for proposals from Secretary, Gema Hernandez Department of Elder
Affairs letter was first received in late December. Upon receiving the
correspondence I notified our sponsor The National Council on the Aging, Inc. In
the attached letter dated January 25, 2001, Mr. Don Davis, Vice President,
Workforce Development stated that if the state acquired their portion of the
slots, NCOA would not fund the remaining slots in Monroe County. I sent the
attached correspondence to Ms. Hernandez expressing my concerns that the
citizens of Monroe County and the agencies receiving services from this program
may be in jeopardy of loosing this program.

In response to the letter received by you from Ms. Gema Hernandez, I am aware
that federal law requires that 22'Yo of these moneys be given to the states. I am
not opposed to the distribution of these moneys, just the manner in which the
request for proposals was handled. Our program year-ends on June 30, 2001 there
are to many issues that need to be ironed out in such a short time frame. I believe
that it would be in the best interest of the state if Ms. Hernandez began the
process now for program year beginning July 1, 2002 to insure an orderly
transition.
I recently attended a conference in Washington, DC and arranged for an informal
meeting with Mr. Don Davis, Vice President, Workforce Development, NCaA. Mr.
Davis expressed his concern with the issues facing the counties in the state of
Florida. The National Council on the Aging, Inc. and the other national sponsors
have made several attempts to meet with Ms. Hernandez to discuss an equitable
resolution to this issue. The national sponsors understand that there were no
responses to Ms. Hernandez's RFPs and feel that she is attempting to find
providers to take over the "state" slots with little or no response other than the
eight nationahsponsors currently holding their share of the state slots. Mr. Davis
is concerned that the program year is nearing an end and no final decision has been
made.
Attached for your review is a "State of Florida Slot Analysis" outlining the
distribution of the 3,545 slots available under Title V of the Older Americans Act.
Of the 3,545 slots the state is entitled to 22'Yo totaling 723. The remaining 78'Yo
are divvied up among the eight national sponsors represented in the State of
Florida. The National Council on the Aging, Inc. sponsors programs in four counties
with in the state of Florida, Broward County, Dade County, Monroe County and
West Palm Beach County with a total of 100 "state" slots. NCaA is at risk of
loosing these 100 slots and have already discussed redistribution of the remaining
24 slots in Monroe County to other counties.
My recommendation is to submit the Board approved Resolution to the Governor,
our Congressmen, US Senators, State Senators and the State Representative.
Please advise as to your thoughts in this matter.

The purpose of this letter is to provide infonnation about the Senior Communll)' .3Cl" lce
Employment Program (SCSEP). We are also interested in Monroe County serving as an
administrator of Wis program, under contract with the Department of Elder Affairs. The - _
Department is cUifently seeking providers for SCSEP services in selected areas of the state for
program year 200 I, effective July I, 2001. We are contacting you concerning this maner,
because Monroe County is located within these selected areas. Monroe County has ten
authorized SCSEP positions under the auspices of the Department of Elder Affairs.
The SCSEP is funded by Title V of the Older Americans Act (OAA) of 1965, Public Law 89-73,
and Amendment of 2000. The purpose of the SCSEP is to foster and promote useful part-time
work-experience opportunities in community service activities for persons with low incomes
who are 55 years of age or older, who have poor employment prospects, and have the greatest
economic need. Through these community service and related activities, the SCSEP enhances
the skills and abilities of enrollees, increases their employability, develops appropriate job
opportunities, and places them in unsubsidized employment after the completion of conununity-
service work ex.perience.
As authorized by the Governor, the Department of Elder Affairs is the recipient agency of the
state unit on aging (SUA) share of Florida's annual Title V allotment through its grantor agency,
the U.S. Department of Labor's Employment and Training Administration.
Federal regulations governing SeSE? require that Florida's allotted program positions be
equitably distributed among the state's 67 counties, based on the incidence of low-income elders
age 55 and older residing in those counties. Presently, eight SeSEP national-sponsor
organizations administer all 3,547 positions in the 67 counties. However, effective July 1,2001,
the six. nationlil sponsors who curr~ntly administer the Department's share of positions and

funding will be returning them to the Department. The Department as the SUA has 723 positions
located in all 67 counties. In most if not all cases, these positions will be filled with incumbents
on that date. Therefore, the Department wants to ensure that the ten SUA incumbents in Monroe
County positions continue to receive services without interruption in program year 2001.
The U.S. Department of Labor determines Florida's Title V allotment and the number of SCSE?
positions on an annual basis. It is anticipated that the unit cost per position served by
subgrantees will be $6,950 with a 10.5 percent administration cap, a 75 percent minimum for
enrollee wages and fringe benefits in work experience, and a 10 percent cash or in-kind match
requirement,
Should your organization have interest in being a SCSEP subgrantee, the following is
hypothetical information with regard to positions and funding:

Dear Mr. La Torre:
Thank you for your fax transmission of January 31 expressing concern on losing your Title V
positions. The Department's plan is to enhance the existing operation of the Title V program and
not to eliminate o'b\?urtail positions and sites that are in critical need of Title V support. Please be
assured that the Department has no desire to disrupt existing SCSEP services to low-income
Monroe County elders, or to SCSEP enrollees currently filling state-share positions elsewhere in
the state.
Given the above, I encourage you to submit a proposal for the ten state-share positions in Monroe
County, if the National Council on Aging is not planning to do so. Depending on the outcome of
the bid process, one option might be for the County of Monroe to operate a SCSEP project with
ten state-share positions and additional national-sponsor share positions, if the National Council
on Aging would be'amenable to such an option.
In terms of the current equitable distribution formula, a federal requirement of this program,
Monroe County is allocated 19 total positions, state-share and national-sponsor share, based on
its population of low-income elders. Therefore, Monroe County currently has 15 more positions
than its equitable share. However, only vacant positions may be moved out of Monroe County,
so as not to adversely affect current program. enrollees. If the National Council on Aging does
reduce the position surplus by moving vacant positions, it may still be possible for the County of
Monroe to operate a viable SCSEP project with state positions and remaining national-sponsor
positions.
If there are no bids for the ten Monroe County state-share positions, the Department would then
look at other options, as permitted by state procurement law, to ensure uninterrupted services to
current incumbents of those positions.

Dear Dr. Hernandez,
I am very co~c!~rned about the recent Request For Proposals reallocating funding
adl'!'inistered through the National Sponsors to the State of Florida. In the
attached letter from the National Council on the Aging, Inc. Mr. Donald Davis
speaks of doing away with funding allocated to the Senior Community Service
Employment Program (SCSEP) in Monroe County as it would not be cost effective to
fund 24 slots. I request that you consider the option of holding Monroe County
harmless from any reduction in enrollment slots. I understand that you have made
exceptions to various minority groups excluding them from the Request For
Proposal process and/or loosing any slots. I ask that you include Monroe County in
this same group of organizations. Monroe County prides itself with the status
generated by being looked upon as one of the best-run programs in the state of
Florida for the past 23 years. The older Americans of Monroe County will be the
ones to suffer.
This program over the years has given the income strapped older Americans of
Monroe County a glimmer of hope; a sense of being wanted; a sense of being
trainable and a sense of being employed. Most of the SCSEP Participants on the
program live alone and have very little to occupy their minds, the idea of being
needed Monday through Friday for four (4) hours a day gives them a reason to get
up in the morning.

The community service portion of SCSEP is a way that the participants can give
back to the citizens of Monroe County. As you are aware the work/training sites
of the SCSEP program are governmental and non-profit organizations. Just as an
example of the types of programs that give the older Americans of Monroe County
the opportunity to r,eceive training and serve their community is the Senior Centers
of Monroe County, Nutrition Programs, In-Home Services, Help Line-telephone
reassurance, Aids Help and many, many more. These agencies, in some cases, would
not be able to function on daily basis without the assistance from Monroe County
SCSEP.
It is my understanding only a small portion of the moneys received to the
Department of Elder Affairs can be used for administrative costs. I am concerned
that it will be difficult for you to monitor and administer this program state wide
with limited staff and funds. Especially since I understand that the state is facing
a serious budget problem and the Governor is requesting cuts in personnel and
operating cosfs, in all state agencies.
Please advise me of your decision on this matter.

This is in reference to the recent announcement from the Florida Department of Elder
Affairs confirming the States intent to revise the manner by which it administers the
State's fundecf-S~nior Community Service Employment Program (SCSEP) job slots
throughout Florida.
In early December 2000, the Department of Elder Affairs released a Request For
Proposal (RFP) notifying all interested parties that the State would no longer continue
to administer its SCSEP State Funded slots through the existing national SCSEP
sponsoring organizations. Under the RFP guidelines, the State Funded SCSEP positions
are broken out according to the various counties areas of Florida. Through this
configuration, Monroe County, Florida would continue to have 10 State funded SCSEP
job positions. However, the RFP does not provide any assurances that NCOA would
continue to receive these 10 State funded job positions. IfNCOA does not receive
monies from the State to continue operating the 10 slots in Monroe County, we will not
be able to continue allocating 24 national slots in Monroe County.
In fact, the Equitable Distribution plan would prevent NCOA from continuing to operate
these slots in Monroe County. Under the Equitable Distribution plan Monroe County,
Florida would suffer a loss of both funds and services due to your area having a smaller
population of older, low income residents than in other counties in Florida. Accordingly,
it is in the best interest of the residents of Monroe County to maintain the current
administered structure for operation of the SCSEP slots in the State of Florida.

As you know, NCOA has withstood pressure from the State and others over the years to
decrease Monroe County's SCSEP job slot allocation. We think it is only appropriate to
hold Monroe County harmless from any reduction in job slots due to design of Equitable
Distribution plans.
