SCOPE OF SERVICES
NOISE CONTOUR UPDATE
Key West International Airport
NCP Implementation
Measure 5 of Key West International Airport's approved Noise Compatibility
Program states that in order to monitor compliance with the avigation easement
noise level limit in measures 3 and 4, the County of Monroe will update the Key
West International Airport noise contours annually for comparison with the Year
2003 Future Condition Noise Exposure Map, Without Program Implementation.
Measure 3 indicates that the County of Monroe will provide noise insulation in
exchange for avigation easements. Measure 4 indicates that the County of
Monroe will purchase homes, provide noise insulation, then resell the homes with
avigation easements. The Consultant will perform tasks necessary to update the
noise contours for the year 2001 and to document compliance with the terms of
the avigation easement.
Task 1
Collect Aircraft and Airport Operations Data
Data will be collected on existing aircraft operations for the 12-month period
January 1, 2001 through December 31, 2001, to update the Year 1998 Noise
Exposure Map contained in the NCP, Data will be obtained from "The Trip.com"
that identifies all 1FT Flight Plan arrivals into KWIA for the 12-month period
January 1, 2001 through December 31, 2001. Runway utilization and location of
flight tracks will be validated or updated through consultation with personnel at
the Key West Air Traffic Control Tower. The airport will provide copies of FAA Air
Traffic Records (FAA form 7230.1) for the 12-month period January 1, 2001
through December 31, 2001, available logs of nighttime aircraft activity, and
fueling logs from the FBO. Data to be collected and analyzed will include the
following:
. Fleet mix
· Number and type of operations
· Flight tracks and usage
. Day/night usage
· Current noise abatement procedures
· Ground run-up and maintenance activities
· Airspace and air traffic considerations and operational constraints
· Runway end utilization

Task 2
Generate 2001 Noise Contours
Task 2.1
Develop 2001 Noise Contours
Airport and aircraft operations data for 2001, prepared in Task 1, will be complied
and analyzed to determine the operational characteristics for the average annual
day. This information will be formatted for input into the FAA's Integrated Noise
Model (INM), Version 6.0c, INM standard database aircraft departure and
approach profiles will be used to model existing aircraft operations at Key West
International Airport, Noise contours will be generated at DNL 60,65,70, and 75
dB.
Task 2.2
Evaluate Noise Impacts of 2000 Noise Contours
The DNL 60, 65, 70, and 75 dB noise contours for each year, which were
developed in Task 2.1, will be superimposed over the GIS land use base map in
order to more accurately quantify noise exposure in terms of population,
households, and land use. Tables will be developed to describe the noise
exposure estimates for 2001, and compare them to the noise exposure estimates
for the Year 2003 Future Condition Noise Expose Map, Without Program
Implementation. Graphics will be provided to compare the 2000 noise contours
with the contours for the Year 2003 Future Condition Noise Exposure Map,
Without Program Implementation, superimposed over the base mapping and land
use.
Task 3
Document Preparation
The Noise Contour Update document will describe the existing aircraft operations
for the 12-month period January 1,2001 through December 31,2001. Graphics
will be provided to compare the 2001 noise contours with the contours for the
Year 2003 Future Condition Noise Exposure Map, Without Program
Implementation, superimposed over the base mapping and land use. Tables will
be prepared to describe the noise exposure estimates for 2001, and compare
them to the noise exposure estimates for the Year 2003 Future Condition Noise
Exposure Map, Without Program Implementation.
Task 3.1
Airport Review Document (Version 1)
Version 1 of the Noise Contour Update document will be prepared and submitted
to the airport staff for their review and comment. Five copies will be prepared (2
for the airport staff; 3 for the consultant). The 2001 Noise Contour Map will be
printed in color as a 24"x36" exhibit that will be included in a map pocket in the
document. Other exhibits within the document will be provided in color as
appropriate.
NOISE CONTOUR UPDATE
Task 3.2
Final Document (Version 2)
Version 2 of the Noise Contour Update document will incorporate the airport
staff's comments and will be the final document prepared and submitted to the
airport staff for their use and distribution to the Ad-Hoc Committee. Thirty copies
will be prepared (25 for the airport staff, SOCC and Ad-Hoc Committee; 5 for the
consultant). The 2001 Noise Contour Map will be printed in color as a 24"x36"
exhibit that will be included in a map pocket in the document. Other exhibits
within the document will be provided in color as appropriate.
Task 4
Project Management
The Project Manager will make one trip to Key West to present the final results of
Tasks 1 through 3 to the Ad-Hoc Committee on Noise. A 24"x36" color exhibit of
the 2001 Noise Contour Map will be mounted on foam core board for
presentation at the Ad-Hoc Committee meeting, and left with the airport staff for
their use.
This task also involves the coordination and management of the non-technical
aspects of the project.
