C> ~ -0 ::0 ::r. /"11 1:'-;> ('") 0 C1.) :::0 0', 0 2-'2.0- 0'2- APProv~: Date: i~/~ I SCOPE OF SERVICES FOR ENVIRONMENTAL PERMITTING PROPOSED T-HANGERS REPLACEMENT PROJECT AT KEY WEST INTERNATIONAL AIRPORT Key West, Florida INTRODUCTION and BASIS FOR THIS SCOPE OF SERVICES Monroe County (Owner/Applicant) is proposing to replace the existing T-hangers and their associated infrastructure (project) located west of the terminal complex at Key West International Airport (KWIA). During the preliminary design and planning phase URS prepared concept sketches, met and discussed the Project with the Airport Manager, obtained input from other entities involved with this Project, and prepared a set of Preliminary Plans (dated August 3, 2001). This estimate is based on the Preliminary Plans. In addition, URS obtained on-site environmental reviews by the South Florida Water Management District (SFWMD) and the U.S. Army Corps of Engineers (ACOE) to determ~ne the jurisdictional limits of wetlands subject to the regulation of each of the agencies. Two distinct and separate lines were established, one for the SFWMD and another for the ACOE. Based on these field reviews and previous correspondence, URS anticipates that only these agencies will have wetlands permitting jurisdiction over the Project. Based on the Preliminary Plans and the previously established wetland jurisdictional lines, impacts to Waters of the United States and Waters of the State are expected to occur. Permitting agencies expected to be involved in the permitting process are the ACOE for federal jurisdiction and the SFWMD for State jurisdiction. In addition, reviewing and commenting agencies are expected to include the U.S. Fish and Wildlife Service (FWS), the Florida Fish and Wildlife Conservation Commission (FFWCC) and the Florida Department of Community Affairs (DCA). URS estimates the anticipated wetland impacts to be approximately 0.75 acres under the ACOE jurisdiction and approximately 0.50 acres under the SFWMD jurisdiction. Mitigation requirements have not been determined to date. Based on previous experience with wetland environmental permits at KWIA, URS anticipates that a moderate permitting effort will be required to prepare and submit the permit application. The preparation of an Environmental Assessment is not anticipated and is not included as part of this proposal. C:\WINDOWS\TEMP\T-Hanger Scope. doc In the event that mitigation for wetland impacts cannot be compensated for on airport property at KWIA the completion of the permitting process may become more involved, requiring additional man-hours and costs to obtain a permittable Project. URS shall consider such efforts as Additional Services subject to additional compensation. SERVICES TO BE PROVIDED Data collection URS will initiate the permitting phase of this Project and review existing files for applicability of previously completed work. If required, URS will make an on- site inspection to verify existing conditions with respect to previously completed work. Contact with permitting agency personnel will be initiated and a pre- application meeting requested. Determine Mitigation Required URS will review unavoidable wetland impacts proposed by this Project and evaluate candidate mitigation scenarios. URS will develop and coordinate mitigation scenarios with the Airport Manager and applicable permitting agencies. For the ACOE permitting process: This estimate is based on previous experience whereby monetary compensation to the Florida Keys Environmental Restoration Trust Fund was acceptable to the ACOE as mitigation for small-scale impacts. Physical mitigation in the form of wetland creation, restoration or enhancement is not anticipated to be required by the ACOE. URS will coordinate with the ACOE to determine the amount of monetary compensation required should the ACOE accept such a mitigation scenario. In the event the ACOE will not accept monetary compensation, URS will develop other mitigation scenarios as Additional Services subject to additional compensation. The scope and fee proposal shall be developed as needed at a later date. For the SFWMD permitting process: Based on previous experience, the SFWMD accepts only wetland creation, restoration or enhancement for wetland impacts. URS assumes that adequate wetland mitigation opportunities exist on the airport property to compensate for the approximately 0.50 acres of wetland impacts expected. URS will identify such sites and present them to the SFWMD as a preliminary proposal. Services not included. Since final wetland impacts have not been identified for this Project, nor have the permitting agencies identified mitigation requirements, the development of formal Mitigation Plans and associated contract documents cannot be estimated at this time. Said work shall be considered as Additional Services subject to additional compensation. The scope and fee proposal shall be developed as needed at a later date. Additional Services shall also include the C:\WINDOWS\TEMP\T-Hanger Scope.doc identification, selection and development of any mitigation site located off-site from the Airport Property. Permitting URS will request continuance of the previously established jurisdictional wetland lines from the ACOE and SFWMD. URS will attend a maximum of two (2) on- site field reviews if required. The resurvey, or new surveys of wetland lines is not anticipated and is not part of this proposal and shall be considered as Additional Services. URS will prepare one (1) Environmental Resource Permit Application (ERP) for wetland impacts associated with the proposed Project. URS will submit the ERP to the ACOE and SFWMD and assist the Owner/Applicant in obtaining agency approvals. URS assumes that the Owner / Applicant will authorize URS to act as the Agent for the Applicant. URS will respond to agency questions as part of the permitting process and update the ERP application as required. URS does not guarantee that permits will be issued by the Permitting Agencies. This estimate, including the preparation of permit drawings and applications, is based on the Plans dated August 3, 2001. Revisions to the permit application caused by changes requested by the Owner / Applicant, following submittal to the permitting agencies, shall be considered as Additional Services. SERVICES EXLUDED Only the Services included in the above Scope of Services for Environmental Permitting shall be provided as part of this proposal. All other services, whether specifically mentioned or not, shall be considered as Additional Services subject to negotiations for additional compensation. COMPENSATION Compensation shall be on a Lump Sum basis as shown on Attachment "A".
