"Rick" Roth 5525 College Road Key West, FL 33040-4307 Dear Sheriff Roth, Children are facing a variety of issues at school today, which few are prepared for. They are experiencing violence, racial tension, social anxieties, and self- esteem difficulties. It is our duty as educators to equip them with the leadership skills necessary to face these obstacles. The Florida Sheriffs Youth Ranches, Inc. mission is to prevent juvenile delinquency and develop lawful, productive citizens through a broad range of family-centered services. This is accomplished through a school based program called Project Harmony. This program was initially set in motion in 1993 through a collaborative pilot, which partnered Volusia County Schools, Stetson University, Volusia County Police Athletic League and the Florida Sheriffs Youth Ranches, Inc. Since that initial pilot program, over 15,000 middle school students in various counties have gained skills in leadership, conflict resolution, diversity, and good communication. The past three years we have provided two weeks of Project Harmony to Horace OBryant Middle School students. This year the Florida Sheriffs Youth Ranches has funding for only one week of girls from the school. An additional week of funding is $7500, which would provide transportation to and from camp, as well as an entire week of Project Harmony for 40 boys from the middle school. We would like to request the Sheriff office to provide this funding for the students. I invite you to review the attached overview of Project Hannony. Please call (352) 447-2259 for more information or to schedule a consultation. Ranches, Inc. II PROJECT HARMONY Introduction to Project Harmony Welcome to Project Harmony! Project Harmony is an innovative program aimed at building and strengthening leadership qualities among middle school students. It is a collaboration of the Florida Sheriffs Youth Ranches, Inc. and various other agencies throughout the State of Florida. Our partners in this effort include Stetson University, county school systems, county Sheriffs offices, universities and other schools of higher education, police athletic leagues, county governments, and concemed citizens groups. Project Harmony is a one-week intensive leadership workshop, specifically designed to meet the challenges of middle school students. Project Harmony's main focus is to develop a higher understanding of cultural differences between individuals so that conflict can be resolved in a positive way. Project Harmony aims to expand and build upon the leadership potential within each of the participants. Project Harmony provides students with the skills necessary to become constructive members of their schools and communities by role modeling positive behavior and actively participating in community affairs. General Overview Project Harmony originated at Deland Middle School in Volusia County, Florida. The beginning of this program was in response to growing racial conflicts occurring on campus. Since its inception, Project Harmony has grown to serve over 2,000 middle school students per year at the two facilities currently operating this unique program. These are the Florida Sheriffs Youth Camp located in Barberville, Florida, and the Florida Sheriffs Caruth Camp located in Inglis, Florida. Both facilities can accommodate up to 40 participants each week. As a direct result of this growth, the collaborative partnerships continue to grow and serve more boys and girls each year. Project Harmony has also expanded to meet the growing needs of the participants. Violence prevention, conflict resolution, cultural awareness and tolerance, and sensitivity training remain key components of the program. Leadership training through low and high ropes elements, environmental education and recreational activities also playa major role in developing strong leaders. These various workshops are enhanced by traditional educational classes, which ensure the students maintain their academic class-work necessary for grade achievement. Additionally, all students participating receive a Project Harmony workbook designed to Page 1 of 3 assist each participant in their learning of the materials. This workbook is designed in the FCAT testing modalities to further enhance each participanfs academic success. Goals and Objectives Project Harmony focuses on three primary goals to help achieve unity and appreciate awareness and tolerance: 1. To provide the skills necessary to lead others by role modeling positive leadership skills. The message of Project Harmony is delivered through community service projects, group and individual discussions, peer mediation, teen court, and other activities that promote students dealing with students in problem related areas. 2. To create a higher level of understanding and acceptance of others. Achievement of this goal will be evident in schools and communities through a reduction of negative incidents. 3. To attain a higher level of self-esteem. Through self-confidence, trust, and teamwork, the positive interaction of culturally and socio- economically diverse groups will increase. This positive interaction result in reduced student referrals and improved student productivity. The objectives of Project Harmony include: 1. Bringing out full leadership potential while creating within each participant a higher level of self-esteem, self-confidence, and trust in others. 2. Providing students with the necessary skills to become positive leaders within their schools and communities. 3. Providing positive experiences, which include cultural awareness and tolerance, team building and challenge actives, conflict resolution programming, educational and recreational activities to enhance leadership skills. 4. Creating within the participants a desire to leam, understand, and accept others through a basis of factual information and not stereotype portrayals. By striving for these goals and objectives, we can bring about a consensus of harmony within our schools, communities, and most importantly within ourselves. Page 2of3 Recoe::nitions & Partners Since its inception, Project Harmony has received several state and national awards: The Commissioner of Education Business Recognition Award for Outstanding Support of Education (March 1996); and the 1996 Multicultural Diversity Award from the National Association of Counties, the National Association of Black County Officials, the National Association of Hispanic County Officials, and Women Officials in the National Association of Counties. Project Harmony also received the Eleanor P. Eells Award for Program Excellence from the American Camping Foundation. Project Harmony was also recognized as one of the promising practices for racial reconciliation by the President's Initiative on Race in January 1999. Project Harmony has been featured in various magazines, including Volusia Views, Stetson Alumni, Caring, The Sheriff's Star, and The Rancher. Project Harmony has received multiple positive news reports by local networks and newspapers throughout the state of Florida.
