AGENDA ITEM WORDING: A Resolution of the Board of Governors of Fire and Ambulance

ITEM BACKGROUND: Each year begillliing in 1998, Ordinances have been adopted awarding this
benefit. This year when preparing the Ordinance, the County Attorney's office advised that it would be
a better practice to put before the Board in the form of a Resolution. Funds have been allocated to be
used to pay the lump sum awards from Fire & Rescue District 1 Budget, 141-11500-530340.
PREVIOUS RELEVANT BOARD ACTION: On October 19, 2005 the Board ofeounty
Commissioners of Monroe County, Florida adopted Ordinance No. 027-2005 authorizing a lump sum
years of service award to certain eligible volunteer firefighters whom each have provided at least ten
(10) years of fire, rescue and emergency medical services to the residents and visitors ofMomoe
County and whom each have reached the age of sixty.
CONTRACT/AGREEMENT CHANGES: N/A
STAFF RECOMMENDATIONS: Funds have been allocated to be used to pay the lump sum awards
from Fire & Rescue District I Budget, 141-11500-530340. Staff recommends approval of this
Resolution.

ITEM BACKGROUND: In the months preceding the creation of the Length of Service Awards Plan
(LOSAP), adopted via Ordinance 026-1999, which would provide benefits to eligible volunteer
firefighters and emergency medical services volunteers, it was realized that some volunteer members
would reach 10 years of volunteer service by the time they reached the age of 60, prior to LOSAP
existing long enough for them to be eligible for benefit under that plan.
On December 9, 1998, Emergency Ordinance 041-1998 was adopted by the Board of Governors of the
Lower and Middle Keys Fire and Ambulance District of Monroe County Florida authorizing a lump
sum years of service award to these certain eligible volunteer firefighters whom each have provided at
least ten (10) years of fire, rescue and emergency medical services to the residents and visitors of
Monroe County and whom each have reached the age of sixty.
Each year thereafter, like Ordinances were adopted continuing this benefit. This year when preparing
the Ordinance, the County Attorney's office advised that it would be a better practice to put before the
Board in the fOlm of a Resolution. Funds have been allocated to be used to pay the lump sum awards
from Fire & Rescue District 1 Budget, 141-11500-530340.

A RESOLUTION OF THE BOARD OF GOVERNORS OF FIRE
AND AMBULANCE DISTRICT 1 OF MONROE COUNTY
FLORIDA AUTHORIZING A LUMP SUM YEARS OF
SERVICE AWARD TO CERTAIN ELIGIBLE VOLUNTEER
FIREFIGHTERS WHOM EACH HAVE PROVIDED AT
LEAST TEN (10) YEARS OF FIRE, RESCUE AND
EMERGENCY MEDICAL SERVICES TO THE RESIDENTS
AND VISITORS OF MONROE COUNTY AND WHOM EACH
HAVE REACHED THE AGE OF SIXTY.
WHEREAS, On June 9, 1999, the Board of County Commissioners of Monroe County, Florida
adopted Ordinance No. 026-1999, providing for the creation of a Length of Service Awards Plan
(LOSAP), providing benefits to eligible volunteer firefighters and emergency medical services volunteers.
WHEREAS, In the months preceding the creation of LOSAP, during it's development, it was
realized that some volunteer members would reach 10 years of volunteer service by the time they reached
the age of 60, prior to LOSAP existing long enough for them to be eligible for benefit under that plan; and
WHEREAS, On December 9, 1998, Emergency Ordinance 041-1998 was adopted by the Board
of Governors authorizing a lump sum years of service award to these certain eligible volunteer firefighters whom
each have provided at least ten (10) years of fire, rescue and emergency medical services to the residents and
visitors of Monroe County and whom each have reached the age of sixty; providing for severability; providing for
the repeal of all ordinances inconsistent herewith; providing for incorporation into the Monroe County code of
ordinance; and providing an effective date; and
WHEREAS, Each year thereafter, like Ordinances were adopted continuing this benefit; and
WHEREAS, This year when preparing the Ordinance, the County Attorney's office advised that it would
be a better practice to put before the Board in the form of a Resolution; and
WHEREAS, The funds allocated to be used to pay the lump sum awards shall be paid from Fire &
Rescue District 1 Budget, 141-11500-530340; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF GOVERNORS OF FIRE AND
AMBULANCE DISTRICT 1 OF MONROE COUNTY, FLORIDA:
A Lump Sum Years of Service Award for calendar year 2006 will be payable to the following listed volunteer
firefighters whom each have provided at least ten (10) years of fire, rescue and emergency medical services to the
residents and visitors of Monroe County, Florida and whom each have reached the age of sixty (60), in the amounts
specified;
