Section 1
Key West Summary of Work
The new McCoy Terminal Complex will serve as a threshold to welcome visitors to Key
West still exuding the old charm yet boasting the latest in modern convenience and will
deliver a more safe and efficient terminal for passengers, ensuring a pleasant traveling
experience.
Construction will occur over a twenty-four (24) month period with the following sequence
of events to be coordinated with the project schedule and phasing plan for the project.
1. Underground Utilities
2. Auger Cast Piles / Caps
3. New Terminal Structure / Finishes
4. Existing Site Parking relocated to beneath the new Terminal Building
5. Ramp Up to the new elevated Terminal Building serving departing passengers
6. Installation of Temporary Facilities in Existing Terminal
7. Turn over of new Terminal Building
8. Renovation of Existing Terminal
9. Removal of temporary facilities in Existing Terminal
10. Turn Over of Renovated Existing Terminal and Completion of the Project
The main floor of the new McCoy Terminal will be elevated, consisting of ticketing,
luggage and security areas for departing passengers, with a central area for
concessions, restrooms, restaurant and circulation. Arriving passengers will enter
through a ground level baggage claim where car rental companies, restrooms and a
customer service office will be located in the renovated existing terminal.
Passengers will move through the new terminal building to their flights from ticketing
through security then cross a separate skyway down to a holding area in the renovated
existing terminal. This area will seat 400 and contain restrooms, snack bar, patio seating
and other related service areas.
The GMP includes monies approved for Construction Authorization #1 and Construction
Authorization #2. Construction Authorization #1 was approved on August 4, 2006 and
Construction Authorization #2 was approved on August 4, 2006.
Construction Authorization #1 includes set up of the contractor's trailer compound, lay
down area, power and water to the trailer compound, installation of the security and
construction fence, rough layout of the project, relocation of the Republic Parking booth,
relocation of monuments, signage, equipment and vehicles from the construction area,
installation of walkways and pathways through the construction area to the existing
terminal building for passengers and employees. Construction Authorization #1 also
includes general conditions items to equip the owner offices with computers, DSL lines
and software, as well as other general conditions expenses as shown in Article 9 of the
contract agreement signed in October 2005. Construction Authorization #1 includes
costs incurred from April 2006.
Construction Authorization #2 includes continuation of the work outlined in Construction
Authorization #1 as well as start up activities for the underground site utility work. Also
included is the auger cast test pile program including costs for testing and monitoring
services and reports. Based upon the outcome of the test program Construction
Authorization #2 includes production auger cast piles for the Phase 1 and Phase 2
construction areas.
Marathon Summary of Work
The hurricane damage repair work at the Marathon Airport will provide renovated areas
in time for the start of expanded flight services. Completion of these repairs will deliver a
more safe and efficient terminal for passengers, ensuring a pleasant traveling
experience.
Construction will occur over a seven (7) month period with completion expected by
November 1, 2006.
The GMP includes monies approved for Construction Authorization #1 and Construction
Authorization #2. Construction Authorization #1 was approved on July 27, 2006 and
Construction Authorization #2 was approved on July 27, 2006.
Construction Authorization #1 includes water damage remediation work, removal of case
work, wall finishes and flooring. Also included is mold mitigation, grout cleaning, ceiling
cleaning and miscellaneous activities required to begin remodeling work for the lower
terminal arrival/departure area. Temporary storage of existing furniture and equipment
and general conditions costs were also included.
Construction Authorization #2 includes work to seal metal studs, walls and entrances to
a height of two (2) feet above finish floor as well as replacement of wall finishes and new
terrazzo flooring. Also included is electrical work required to raise outlets and conduits,
new ceramic tile for toilet rooms, new window sills, miscellaneous doors and hardware
and new ticket and rental car counters.

KEY WEST INTERNATIONAL AIRPORT
NEW TERMINAL BUILDING AND RENOVATION PROJECT
GUARANTEED MAXIMUM PRICE (GMP) CLARIFICATIONS AND
ASSUMPTIONS
1. The GMP does not include any work related to the Mario Sanchez Park or any
budget for Art in the Airport.
2. The GMP is based on certain modifications indicated as item 35 below that will
need to be incorporated into the drawings and specifications indicated in section 7
of this GMP Proposal.
Bulletin Number Two issued by URS Corporation and dated August 4, 2006 is
included in the GMP.
4. The GMP does not include any permit fees and/or deposits. It is our
understanding that any and all required permit fees will be waived.
The GMP does not include any costs associated with the services of a threshold
inspector. It is assumed that all costs for threshold inspections, if necessary, will
be provided by others.
6. It is assumed all costs associated with certified inspectors or inspections for
permits provided by SFWMD, DEP, NPDES and all other governing agencies
that may be applicable to this project will be waived or paid for by others.
7. The GMP does not include any utility fees including but not limited to tap fees,
impact fees, or utility services. The Owner shall pay for all permanent meters.
8. The GMP does not include any costs associated with natural gas/propane holding
tanks or the associated underground piping and regulators for gas service to the
meter. It is our understanding that this work, if necessary, will be covered by the
Owner and other parties under separate contract.
9. Cost of relocation or removal of any power poles, overhead utilities, and
underground utilities not indicated to be relocated on the construction documents
is not included.
10. The Owner shall perform any and all surveys, removal, and/or abatement services
of any environmentally hazardous material encountered or discovered during the
course of the work.
11. The GMP excludes any cost associated with the removal, either from its existing
location, or from the site of any unsuitable subsurface materials including but not
limited to deleterious materials, rock, hazardous waste, etc.
12. Firesafing and firestopping may be installed by multiple individual subcontractors
and not by a single subcontractor.
13. Builders risk insurance premiums and deductibles shall be paid for by the Owner
as indicated in Article 13.3.5 of the Agreement between County and Construction
Manager.
14. Specification section 09680 Carpet is included in the project specification manual
but no carpet is shown on the construction drawings. Therefore the GMP does
not include any cost associated with carpet.
15. A seating allowance of $225,000 has been included in the GMP.
16. An allowance of $150,000 is included in the GMP for interior signage, exterior
signage and monument signs, all of which have yet to be designed.
17. No window treatments are indicated on the construction drawings and the GMP
does not include any cost associated with window treatments.
18. The GMP includes landscaping.
19. The GMP does not include any irrigation systems for the landscaping.
20. Sprayed on fireproofing is not indicated in the construction documents.
Therefore, the GMP does not include any cost associated with fireproofing.
21. All granite has been deleted per item 35g. A 4" rubber base has been included at
locations where granite base is shown on the construction documents.
22. Brick type and color are not indicated in the construction documents, and a unit
price of $300.00 per thousand has been used to establish the GMP.
23. An allowance for concrete of $128 per cubic yard including sales tax is included
in the GMP.
24. The following clarifications pertain to door hardware.
a. All hardware will be provided as indicated in the finish hardware sets
listed in 08710, Door Hardware. Any violations of governing building
and fire codes or inconsistencies with other hardware are the responsibility
of others.
b. The warranties provided shall be limited, if necessary, to the maximum
standard duration available from each manufacturer.
25. All work related to modifications to the existing master antenna system and
satellite dish shall be by others. No cost associated with the master antenna
system or satellite dish is included in the GMP.
26. Locating and/or relocating the existing 6" C900 PVC or DR-18 as indicated on C-
111.4 is not included as the extent of this work is not clearly defined on the
construction drawings.
27. It is assumed the Owner will provide all necessary power for construction
activities for the entire duration of construction. No cost has been included in this
GMP to supply power.
28. A cost and/or resource loaded schedule is not required per contract and is not
included.
29. Since the elevation of groundwater will fluctuate due to tidal, seasonal and
rainfall variations, a well -point system, effluent disposal, and any additional
erosion and sediment control devices that may be required are not included in the
GMP as this can not be fully defined at this time. Any related issue that may arise
will be considered a concealed or unforeseen condition and the subcontractors
and/or the Construction Manager, as applicable, will be compensated accordingly.
30. Certain items in the project specification manual are not applicable for
construction within Monroe County, Florida, and the Construction Manager
reserves the right to review and amend these requirements as needed throughout
the construction phase.
31. The Substantial Completion date (7/18/08) is based on a construction duration of
24 months after receiving approval of Construction Authorization # 1 (August 4,
2006) and approval of this GMP on November 15, 2006.
32. Division 1, General Requirements, was not available when the Agreement
between the Owner and Construction Manager was established. Where Division
1 items conflict with the Agreement between the Owner and Construction
Manager, the Agreement terms will govern unless specifically indicated otherwise
and budgeted accordingly in this GMP Proposal.
33. A meeting was held on September 18, 2006 to discuss potential issues of phasing
and cost associated with Owner occupancy of the existing terminal building
during construction. An allowance of $50,000 has been included in the GMP for
temporary facilities that may be required.
34. Where allowances have been established for scope included in the GMP or where
agreed upon estimated amounts have been used for cost reduction items it is
agreed that should the allowance amounts be exceeded or should the estimated
savings for cost reduction items not be reached the GMP amount shall be adjusted
if necessary to account for these additional costs. The GMP shall only be
adjusted after all other cost saving alternatives, including further scope reductions,
have been exhausted.
35. The following cost reducing alternates have been implemented in the GMP in
order to meet the Owner's budget.
a. Delete elevator #4 at bag make-up area. (Cost reduction list item #15)
b. Delete elevator #1 at the passenger bridge. (Cost reduction list item 416)
c. Reduce the number of "G" type windows from three to two between all
pilasters. (Cost reduction list item #24)
d. Delete hurricane shutters and provide uninsulated impact glass. (Cost
reduction list item #26)
e. Delete linear metal ceilings at soffits and fascia and replace with stucco.
(Cost reduction list item #27)
