A RESOLUTION CONFIRMING THE ADMINISTRATIVE
BOUNDARY INTERPRETATION OF THE PLANNING
DIRECTOR IN LAND USE DISTRICT MAP BOUNDARY
INTERPRETATION NUMBER 51, LARGO CITY SUB-
DIVISION, KEY LARGO
WHEREAS, the property described in the Planning Department
Report of January 11, 1989, Largo City Subdivision, was zoned
BU-2 and RU-1 under the zoning code in effect prior to September
15, 1986 and
WHEREAS, the current Land Use district boundaries were placed
in error with the adoption of the September 15, 1986, Land Develop-
ment Regulations, and therefore the subsequent maps were also in
error, as they did not follow the previous demarcated commercial
boundary;
NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA THAT:
The administrative decision of the Planning Director in Land
Use District M~ Boundary Interpretation Number 51 dated January
11 , 1990, which recommends approval is hereby acknowledged and
found to be in conformance with the standards set forth in Section
9.5-3(m), Monroe County Code, and therefore approved.
The Clerk of the Board is hereby directed to forward a certi-
fied copy of this resolution to the Florida Department of Communi-
ty Affairs.

Recommended Action:
The Planning Department is requesting a boundary determination for Largo
City Subdivision to correct an error made in the placement of district's
boundary lines at the time adoption of the current land use maps.
Relocate the Improved Subdivision (IS) boundary line at the South end of
the subdivision in order to include blocks 2,3,5,7 and 9, Lots 1-25,
1-18, 1-19, 1-7, 3, respectively, in the Improved Subdivision District.
Biologist does not agree with the recommendation to include Block 7 and
9.
Background:
Largo City Subdivision is a legally recorded plat in a Plat Book #4,
page 142 of Monroe County, dated November 3, 1950. It was zoned BU-2
and RU-1 under the previous code. Under the current Land Developments
Regulations is Zoned IS/SC/SR. The SR/IS boundary line was placed along
Esther Street with blocks 2,3,5,7 and 9, falling in the Suburban Residen-
tial designation.
The Environmental characteristics on the site shows, Tropical Hardwood
hammock low to moderate quality, of the high hammock type, several
threatened plant species. One animal specie of special concern. The
surrounding of the property is Tropical hardwood Hammock.
Based on the records and the information provided by the Florida Key
Aqueduct Authority, and Monroe County Public Works Department, the en-
tire subdivision conforms to the requirements for designation of Im-
proved subdivision, according to Section 9.5-213.
F~ndinq of Fact:
1. The subdivision was legally platted in November 3, 1950 as per copy
of the recorded plat (see attached).
2. The FKAA installed 2" water pipe-lines for the entire subdivision
before 1984.
3. Monroe County Public Works indicated that the roads were in exis-
tence prior to September 15, 1986, although asphalt pavements in
some of the streets were placed after that date.
4. All of the lots in question have sufficient uplands to accommodate
construction of dwelling units.
5. The request is consistent with Section 9.5-213 of the Land Develop-
ment Regulations.
6. The land use maps adopted in September 15, 1986 placed the IS bounda-
ry line along Esther Street in error.

I) INTRODUCTION
The Planning Department is requesting a boundary determination
for Largo City Subdivision to correct an error made in the place-

II) PROJECT DESCRIPTION.
Boundary determination to relocate district boundary lines.
III) STAFF REVIEW
Largo City Subdivision is a legally recorded plat in Plat Book
#4, page 142 of Monroe County, dated November 3, 1950. It was
zoned BU-3 and RU-l under the previous Code. Under the current
Land Development Regulations is Zoned IS/SC/SR. The SR-IS bounda-
