Ois!. 5 We strive to be caring, professional and fair To: From: Re: MPAC members Rich Jones Criteria in Consideration of Marine Facility Acquisitions At its November 8, 2006 meeting the Momoe County Marine and Port Advisory Committee discussed the need for marine facility preservation and the potential for facility acquisitions by the County. At the direction of the County Administrator and the Board, the Committee began developing criteria that may be used to help determine the current value and future potential of various marine facilities in regards to working waterfronts and public access, as well as the vulnerability of those facilities for redeveloping into non-water dependent uses. The Committee completed the list of criteria at its December 7, 2006 meeting. Since the December ih meeting staff has further refined the criteria and run a mock evaluation of several properties to flesh out any inconsistencies or other problems with the criteria structure. The criteria appear to be logically structured, however it is important that Committee members pay close attention when applying the criteria to make sure that your scoring is consistent with the objective of the category (and sub-category) statements. A higher score indicates intent or need to acquire a facility, while a low score indicates intent that the facility does not merit County acquisition. t-l.IO 1/11/07 Criteria FINAL DRAFT Sites considered for acquisition (or other modes of preservation) should typically fall into one of the following categories: Working Waterfronts Public Access Facilities Marine Service Facilities Commercial Fishing Facilities Boat Ramps Marinas Boat Yards Other Services Fish Houses Fishing Vessel Dockage The site should first be reviewed according to the following questions. These questions are entirely general and are not meant to be part of the scoring or prioritization of sites. Rather, the questions are meant to be used to help determine if a property use is worth preserving for the public good, and to remind the Committee that 'purchase of development rights' (or other similar mechanism) may be a viable alternative for preservation. I) Is the facility currently a valuable working waterfront? 2) If so, is the facility in jeopardy of redeveloping (partially or completely) to non-water dependent uses. If yes, continue to bullet items below 3) Could the conversion potentially be (partially or completely) deterred via the purchase of development rights (PDR)? If yes, proceed with PDR consideration. Directions for Use of Criteria If the site or sites is/are determined to be valuable and in jeopardy of being a loss to the public interest the following criteria should be used to more accurately gauge the value to the public, and the considered sites may be ranked accordingly. The criteria have been broken down into two sections: A- Need and Public Benefit, and B- Practicality and Feasibility. This helps to first focus on how the facility may benefit the public currently and into the future, and subsequently what issues would be faced if the property were acquired. The criteria are then organized into eleven categories (five categories in Section A and six categories in Section B). Each category has several sub-categories. The sub-categories provide greater detail in determining the value of a property at the category level. Each category is to be scored from 1-5. A low number indicates either problems with the property or other issues that result in the property being less desirable for acquisition or having lesser preservation concerns, or greater problems for County ownership and management. A higher number indicates a lack of problems, greater need for preservation, and potentially a greater potential public benefit. Please add your scores for each category, then add the two sub-totals for a final score. It may also be useful to provide a comment for each category (as shown in the provided example). Also, please provide your name. You may use the 'Additional Comments' section at the end to elaborate on your scoring and decision making. Score 3) Redevelopment potential: Sco re a) Is the site already under consideration for redevelopment? b) Are non-water dependent uses allowed by code? c) Is there significant potential for conversion to a non-water dependent use? 4) Public use potential: Score a) Will the current uses provide significant public benefit? b) Is there additional public use potential? 5) Community character: Score a) Are there 'community character' elements at the site? b) Could additional 'community character' elements be developed? c) Is there any historic component at the site? d) Could any historic or educational elements be developed?
