A-'RESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, REAFFIRM-
ING THE BOARD I S OPPOSITION TO THE INCLUSION
OF ANY PORTION OF THE FLORIDA KEYS IN THE
COASTAL BARRIER RESOURCES SYSTEM.

the recommendation of the Secretary of the U. S.
Department of the Interior for inclusion of portions of the
Florida Keys in the Coastal Barrier Resources System has been
included in the language of H. R. 2840, the "Coastal Barrier
Improvement Act of 1989", sponsored by Rep. Gerry Studds, cur-
rently pending before the Marine and Fisheries Committee of the
U.S. House of Representatives, and
WHEREAS, the inclusion of portions of the Florida Keys in
the Coastal Barrier Resources System would forever and in perpe-
tuity preclude the issuance of federal flood insurance and
federal disaster recovery fund expenditures in those areas so
designated, and
WHEREAS, the areas contemplated for designation do not in
any way conform to the established and accepted definition of
barrier islands in the scientific community, and inclusion of the
Florida Keys would therefore be contrary to the intent and
purposes of the Coastal Barrier Resources Act of 1982, and
WHEREAS, the Florida Keys are not isolated and barren but in
fact contain a thriving community of approximately 70,000 citi-
zens, and
WHEREAS, residents of the Florida Keys provide significant
sources of revenue to the State of Florida and to the Federal
Government through private enterprise and commercial activities
that are thoroughly compatible with and protective of the natural
habitat, and
WHEREAS, over 92 percent of the land mass in Monroe County
is in some form of public ownership with a majority subject to
restrictions for the purpose of preservation, and
WHEREAS, Monroe County has enacted very stringent land
management regulations that impose strict requirements on use of
and activities upon that small portion of land remaining in
private ownership for the purpose of environmental protection and
preservation, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
1. That the Board of County Commissioners does hereby
reaffirm its total and absolute opposition to the inclusion of
any portion of the Florida Keys in the Coastal Barrier Resources
System.
2. That H. R. 2840 be amended as follows to delete all
reference to the Florida Keys:
In Section 2, Definition Amendments, delete subsection
(a), Undeveloped Coastal Barrier.
In Section 4, Coastal Barrier Resources System, subsec-
tion (a), Establishment, amend clause (2) to read:
"(2) MEOl through VI34, except for FL35 -
FL57 , dated December 1988."
3. That the Board of County Commissioners does hereby seek
and implore the Honorable Governor, State of Florida, its Legis-
lative Delegation, the Honorable Larry Plummer and the Honorable
Ron Saunders, and its Congressional Delegation, the Honorable
Robert Graham and the Honorable Connie Mack, United States
Senators, and the Honorable Dante Fascell, Member of Congress, to
actively work to assure the amendment of H.R. 2840 as described
herein, and to publicly oppose any proposal for inclusion of any
portion of the Florida Keys in the Coastal Barrier Resources
System.
4. That copies of this Resolution be given to the individu-
als indicated in Section 3, above, and to the Secretary, U. S.
Department of the Interior, and to the Chairman and Members of
the Marine and Fisheries Committee, U.S. House of
Representatives.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the 7th day of March, 1990.
