Gerry Studds, cur- rently pending before the Marine and Fisheries Committee of the U.S. House of Representatives, and WHEREAS, the inclusion of portions of the Florida Keys in the Coastal Barrier Resources System would forever and in perpe- tuity preclude the issuance of federal flood insurance and federal disaster recovery fund expenditures in those areas so designated, and WHEREAS, the areas contemplated for designation do not in any way conform to the established and accepted definition of barrier islands in the scientific community, and inclusion of the Florida Keys would therefore be contrary to the intent and purposes of the Coastal Barrier Resources Act of 1982, and WHEREAS, the Florida Keys are not isolated and barren but in fact contain a thriving community of approximately 70,000 citi- zens, and WHEREAS, residents of the Florida Keys provide significant sources of revenue to the State of Florida and to the Federal Government through private enterprise and commercial activities that are thoroughly compatible with and protective of the natural habitat, and WHEREAS, over 92 percent of the land mass in Monroe County is in some form of public ownership with a majority subject to restrictions for the purpose of preservation, and WHEREAS, Monroe County has enacted very stringent land management regulations that impose strict requirements on use of and activities upon that small portion of land remaining in private ownership for the purpose of environmental protection and preservation, now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, as follows: 1.
