A RESOLUTION OF THE BOARD OF COUNTY COMMIS-
sIoNERs OF MONROE COUNTY, FLORIDA, OPPOSING
THE ECONOMIC THRESHOLD REQUIREMENTS IMPOSED

~EREA~ the Board of County Commissioners of Monroe County,
Florida, supports and encourages efforts to protect and preserve
reef fish within the State and Federal waters adjacent to Monroe
County; but
WHEREAS, both the State of Florida and the United States
Government have recently imposed regulations requiring commercial
fishermen to obtain special permits in order to catch and sell
various species of reef fish; and
WHEREAS, in order to obtain such permits, commercial fisher-
men must meet an economic threshold of income from fishing; and
WHEREAS, a majority of part-time commercial fishermen known
as "Bucket Fishermen" are unable to meet the economic threshold
and therefore cannot qualify for those permits; and
WHEREAS, Bucket Fishermen heavily rely upon income from the
sale of reef fish to supplement their income and without which
the quality of their lives is diminished; and
WHEREAS, the restrictions imposed have and will continue to
have a negative economic impact upon Monroe County not only from
the loss of income to the Bucket Fishermen, but also to fish
houses, bait and tackle stores, restaurants and related indus-
tries, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
1. The Board hereby opposes the economic threshold require-
ments imposed by State Law and Federal Regulation to qualify for
the selling of restricted species of reef fish as the same are
unfairly discriminatory and are not in the best interest of the
citizens of Monroe County, Florida.
2. The Clerk of the Board is hereby directed to forward a
certified copy of this Resolution to the Honorable Richard
Fowler, Chief Circuit Judge, the Honorable Lawrence Plummer,
Senator, and the Honorable Ron Saunders, House of Representa-
tives.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the
