'- f'Y') I C- ...., ~ (" I t..: 8: C c:::: lJ...; ....J ~ Lt..., RESOLUTION NO. 221 -1990 A'gESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS LOFo:;'MONROE COUNTY, FLORIDA, AUTHORIZING THE DESIGNATION ~O~AN OFFICE OF SUBSTANCE ABUSE POLICY AND CONCERNING A~IONS TO BE TAKEN IN PREPARATION FOR SEEKING FEDERAL ANTI-DRUG ABUSE ACT FUNDS WHEREAS, The Board of County Commissioners recognizes there is a significant problem of drug abuse in the county, and WHEREAS, The Commission is aware of the availability of Federal Anti-Drug Abuse funds designated for Monroe County, and WHEREAS, The Commission desires to facilitate obtaining these funds and other grant funds related to the problem of substance abuse for the benefit of Monroe County citizens, now therefore, BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA agrees: 1. To be the coordinating unit of government for anti drug abuse grant funds which may be available to the county. 2. That the Mayor or proper county authorities is authorized to execute such documents as are required by the funding agency which make Monroe County eligible to apply for anti drug abuse grant funds. 3. To appoint a Substance Abuse Policy Advisory Board. 4. To designate an Office of Substance Abuse Policy for the purposes of: A. Providing administrative support to the Substance Abuse Policy Advisory Board. B. Preparing a grant application on behalf of at least 51% of the local units of government in the county. C. Administering funds received from the Bureau of Public Safety Management (BPSM), including receipt, review, processing, monitoring progress and financial report review, technical assistance, grant adjustment, accounting, auditing and fund disbursements. D. Coordinating the drug control activities of the county's criminal justice system, education system and drug treatment systems. E. Assist the Monroe County Substance Abuse Policy Board in providing progress reports and to prepare a countywide drug control strategy/plan. 5. To provide matching funds (25%, up to $4000) required to obtain federal Anti-Drug Abuse Act grant funds for Fiscal Year 1990 for the administrative support of the Office of Substance Abuse POlicy.
