Resolution 261-1990 FILEn r.nf~ ~'['0npr .90 MAY -4 P5 :55 Commissioner Gene Lytton ~j),h' RESOLUTION NO. 261 -1990 [;L MONROl UN . , A RESOLUTION DECLARING THAT THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, RELUC- TANTLY CANNOT SUPPORT THE PROPOSED MARINE SANCTU- ARIES ACT UNLESS THE BOARD RECEIVES ASSURANCE THAT EXISTING MARITIME INDUSTRIES WILL NOT BE BANISHED OR DISPLACED FOR SUCH A PERIOD OF TIME AS TO RESULT IN THEIR ECONOMIC DESTRUCTION. WHEREAS, the Board of County Commissioners of Monroe County, Florida is the local governing body for much of the area of the Florida Keys which will be affected by the proposed Marine Sanctuary Act; WHEREAS, no group of five people is more aware of the fragile nature of the Keys' marine environment, and desirous of its protection, than the County Commissioners; but WHEREAS, the Board is also responsible for real people trying to earn enough to provide for their families in a world with few safety nets; now, therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA, Section 1. Although the Board of County Commissioners is desirous of supporting the proposed Marine Sanctuaries Act affecting the Florida Keys, the Board reluctantly declares that it cannot do so until the Board receives adequate assurances that: a) Any fisheries management plan required by the Act will not permanently banish existing maritime industries (commercial fishing, sports and recreational fishing, tropical fish harvesting, snorkeling, diving, dive boats, salvaging, aquaculture, and other related uses of the marine environment) for a length of time tantamount to the permanent destruction of those industries; and b) Any fisheries management plan required by the Act will not displace existing maritime industries. c) The preservation of any and all port facilities, areas and ancillary anchorages. d) Request that statute be called a "buffer zone act" and that the word "sanctuary" not be used. PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida, at a special meeting of said Board held on the 4th day of May, 1990.
