TURE NOT TO ADOPT HOUSE BILL 2981.

WHEREAS, HB 2981 amending S 409.267, FS has been sUbmitted to~

the Florida Legislature for consideration during the 1~90 Re<€,lar~

Session, and
WHEREAS, HB 2981 will require that each County make full
payment of the amount on each Medicaid Billing to Department of
Health & Rehabilitative Services WITHOUT COUNTY VERIFICATION OF
ACCURACY OF BILLINGS, and
WHEREAS, HB 2981, authorizes the Department of Health & Reha-
bilitative Services to assess counties' interest at a rate of one
(1) percent per month on balances more than thirty days overdue,
and
WHEREAS, HB 2981 states said counties will no longer have the
responsibility to verify residency, or make adjustments to the
monthly Medicaid Billing, due to errors by the Department of
Health & Rehabilitative Services, and
WHEREAS, HB 2981 orders counties to pay the Department of
Health and Rehabilitative Services in full for all monthly Medi-
caid Billings, and authorizes the Department to make final deci-
sions pertaining to any errors on billings or verification of
residency status, and
WHEREAS, the present Florida Statute now states the Depart-
ment of Health & Rehabilitative Services is responsible for cer-
tificates for medicaid and sending monthly bills, and the coun-
ties are responsible for verification of residency and payment of
the county's share of billings within thirty days, this provides
for a good check and balance system, and
WHEREAS, the Board of County Commissioners of Monroe County,
Florida, feels that it is not in the best interest of the taxpay-
ers of the County that this Bill be passed, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, that the Board hereby opposes the passage of HB
2981, relating to Medicaid Billings.
BE IT FURTHER RESOLVED that the Clerk of the Board is hereby
directed to forward a certified copy of this Resolution to the
Monroe County Legislative Delegation.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of the Board held on
the
