, A ~ESOLUTION OF THE BOARD OF COUNTY COMMIS-
SIONERS OF MONROE COUNTY, FLORIDA, EXPRESSING
THE CONCERN OF THE CITIZENS OF MONROE COUNTY,
FLORIDA, REGARDING THE INTERSTATE ALLOCATION
OF GRANT FUNDS RELATIVE TO THE PAYMENT OF
FLORIDA TAXES.
RESOLUTION NO. 267 -1990
WHEREAS, according to the Washington-based Tax Foundation,
Florida is ranked highest in terms of tax burden per Federal
grant dollar received; and
WHEREAS, according to the Tax Foundation, every dollar in
Federal Grant aid costs Florida taxpayers $1.64, which is $.04
more than the cost in fiscal year 1987, and $.06 more than the
tax costs for fiscal year 1986; and
WHEREAS, over one-third of the taxes paid in fiscal year
1988 to the federal government by Florida taxpayers went to grant
program in other states; and
WHEREAS, as a result of the significant, rapid historic
growth rate of Florida, the State's need for additional revenues
has increased, creating a high demand for grant funds; and
WHEREAS, an equitable distribution of tax dollars would
indicate that a higher proportion of a state's federal tax dollar
should be returned to the payer state, where there are
identifiable needs for such revenue, now, therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, as follows:
Section 1.
The Board hereby expresses its concern that
there is an inequitable distribution of grant funds relative to
the amount of Federal tax dollars paid by Florida taxpayers to
the Federal government, and the Board urges the Congress and the
President to express to the various Federal agencies administer-
ing the multitude of grant programs the need to redefine the
criteria governing the allocation of grants in such a way that
there is a higher positive correlation between the grant funds
returnable to the various states and Federal tax dollars paid by
the residents of such states.
Section 2.
That the Clerk of the Board is hereby
directed to provide a copy of this Resolution to the President of
the United States, the President of the United States Senate, the
Speaker of the United States House of Representatives, United
States Senator Bob Graham, United States Senator Connie Mack,
United States Congressman Dante Fascell and the Honorable Bob
Martinez, Governor of the State of Florida.
