~i~ESOLUTION OF THE BOARD OF COUNTY COMMIS-
MO~~b~ERS' . OF MONROE COUNTY, FLORIDA, REQUESTING
THE STATE LEGISLATURE TO FUND AN INDEPENDENT
STUDY TO DETERMINE THE CRITICAL ISSUES
CONCERNING THE SCHOOL FUNDING FORMULA.
WHEREAS, the school funding formula for counties must be
evaluated for the entire state; and
WHEREAS, Florida counties are facing issues of crisis
proportion related to the value and use of land and corresponding
implications for citizens, business interests, local government
costs and revenues, and State government education and growth
management objectives; and
WHEREAS, the goals of growth management related laws and
regulations are having an impact on Florida's counties and cities
as well as individual citizen and business interest.
Monroe
County is experiencing some of the effects sooner than many other
counties; and
WHEREAS, every level of government should be thoughtfully
analyzing the trends and conditions inside their respective
jurisdictions as well as be concerned about the overall situation
in Florida; and
WHEREAS, there are already critical issues in Monroe County
related to educational funding, property assessment requirements,
revenues available for meeting concurrency requirements and
housing affordability especially for long time citizens and
incoming labor supply that require immediate attention; and
WHEREAS, the best way to make an evaluation of these issues
relating to the school funding formula is for the state
legislature to fund an independent statewide study; now,
therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, that:
1. The County requests the State Legislature to fund an
independent study to study the critical issues concerning the
school funding formula.
Such a report could include the
following issues:
A. What is happening with the balance of funding for
schools that require local and state funding?
B. What are the impacts of rapid land escalations on
individual citizens, businesses and governmental units?
C. What are the trends related to property ownership and
ability to pay taxes?
D. What are residential versus commercial effects of
escalating land values and local tax structure responsiveness?
E. What is happening related to the elimination of land and
facilities on property tax rolls, based on public sector
ownership?
F. What are the trends in public service demands that are
affected by growth and local government revenue situations?
G. What are the basic pros and cons associated with the
application of growth management laws and regulations to the
delivery of public services and funding revenues to fund the
services?
2. The Clerk of the Board is hereby directed to send a copy
of this Resolution to the Governor, the Speaker of the House of
Representatives, the President of the Senate and the Monroe
County Legislative Delegation.
PASSED AND ADOPTED by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting of said Board held
on the ~ day of 4. A.D. 1990.
