AGENDA ITEM WORDING: Approval to waive purchasing policies and procedures and issue a
purchase order to Sears Home Central — Third Generation Plumbing in the amount of $33,800.00 for an
engineered aerobic system at the County marina in Marathon, and approval of a resolution concerning the
receipt of unanticipated funds to cover the cost.
ITEM BACKGROUND: On January 12, 2001 the Department of Health issued a notice that the existing
septic system exceeded its capacity and would have to be upgraded. As a immediate response, the septic
tank was pumped out and water usage has been reduced. Proposals were sought from five companies to
bring the wastewater system up to current standards. Three companies responded as follows: Sears
$33,800, Wastewater Technologies $44,095, Evans Environmental $90,000. Money for this work will
come from the revenues generated by the Marina.

WHEREAS, it is necessary for the Board of County Commissioners of Monroe County, Florida, to
increase items to account for unanticipated funds in the Monroe County Budget for the Fiscal Year 2001,
now therefore,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY,
FLORIDA, that the following accounts of the Monroe County Budget for the Fiscal Year 2001 be and the

Re: Septic Tank Overflow
As we diseumd yesterday on the telephone, the septic tank at the marina began
overflowing on the mor*ing of Jaaaary 9, 2001- We felt that a toilet or shower had
possibly run oversight to cause the problem, so we monitored the problem closely. On the
10`s9 the flow was continuing and we notified you on this date that we bad a problem. Is
addition, we immediately called for the tank to be pumped out for inspection. On January
11, the tank was pumped out and we called a plumbing company to snake or clean out the
lateral drain Seal servicing the septic task Tke inspection disclosed that the tank was in
satisfactory condition and was not leaking or taking on outside water. The drainfield was
soaked approximately 40 feet without any apparent problems.
We will monitor the task carefully and if there is a alp that the system will overflow again,
we will take appropriate action. As we discussed, the City of Marathon code compliance
officer was out at approximately 2:00 pm on January 10, taking photos of the septic system.
We were unable to make contact with him to ask why be was on the premises.
We bad hoped to ask for funding via a TDC grant to establish it lift station for the marina
that would take the sewage to the new park package plant. However, Susanxe Hutton
advised that TDC f eding cannot be used for such activity. I am pursuing the possibility of
grant funding coming from the EPA under so emergency situation.
In the mean time, it is my opinion that the present septic system is not able to function with
the curtest aeage of the showers and toilets. We will begin cutting down on the useage of
the showers and monitor the level of the septic task.
As followup to your question on the number of times the septic tank has been pumped, we
have records that it was pumped three times since the Marathon Economic Development
Council took over the management of the marina. The last time it was pumped was in
April of 2000. It was pumped in April of 19" and again in January of 19".

Subject: Status of Quotes for Replacement of Septic

As we discussed last week, I am presently working to get you quotes on the replacement of the septic system
here at the marina. According to the Health Dept., the option to hook up to the package plant is out due to
peak capacity. I confirmed this with Glen Boe. In talking to the Health Dept., there are only two other options
available. Either an advanced waste water aerobic system with injection well, or a package plant with
injection well.
At the present time I have called for estimates on aerobic systems with 3000 gal. / day capacity, hook up the
washers, and a bore hole (Not enough real estate for a drain field). We can reduce the cost by around $4500.
to $5000. by doing the excavation and back fill for the system using County forces. if you want to do this we
need to tell them at this point so they can figure this in for estimates.

There is one contact that was made representing a portable package plant concept that uses an 8 X 25 ft.
footprint above ground and produces a re -use water output concept. This is an intriguing concept since he
claims the water can be recycled back into the washing machines, use for boat washdowns, and irrigation. It
also will also handle all pumpout sewage which the other system will not. This system is a lease unit and
rough estimates are $600. / month. There are one time costs involved and I should have the estimates in a
day or so.

I will need your decision on whether to ask for these, quotes with the County doing the digging as an option so
that we can consider this in the cost estimates as a possible savings.

Installation of one Engineer designed Onsite Sewage Disposal System that
meets the required standards as per Monroe county specifications. The Main
component will be a 3,000 gpd "FAST" Aerobic Treatment Unit combined
with appropriate nutrient reduction filter(s) Disposal of effluent will be by
Chlorination and injection well.
Price includes:
*All excavating and the cost of labor and material to complete
