We are one oCthe few, If not the only county . in the State of Florida, without a rural health . clinic (federally designated) and/or a . co1lfRfll1lif:Y health center network. · Until August 1999 there were no primary . . care senices available for the uninsured, . outside of Key West. . . . Statute (381.0406) to address gaps in . health care in their respective areas. : ./In Monroe County, a disparity with . regard to access to health care exists . between those able to afford healthcare · and low income households. Monroe County Government, the Monroe . County Health Department, Florida Keys AIlEC . and the U.S. Department orlRJD . . Since that time the partnership has expanded to . include Catholic: Charities or Greater Miami and . the Health Resources and Servk:es . Administration (U.S. Department orHHS) . . Local support has also been received from . numerous civic and charitable organizations, as . well as Individuals in this county. . . Rural Health Network of Monroe : Connty, FL, Inc. · ./Methodology: : RHNMC has successfully used a medicaUy . equipped mobile van to facilitate healthcare . access throughout Monroe County, at five . sites. We anticipate the start up of a second . mobile van within the nen sixty days. · For almost one year we have been your · guests at the Ruth Ivins Center for Public · Health, providing primary care each . . Wednesday to the Middle Keys Conununity. 1 : Rural Health Network of Monroe : County, FL, Inc. e/ Since August 1999, RHNMC . . . · . Has seen over 5,000 unduplkated clients fur · primary care; · . Has experienced over 8,000 clinic visits, · . And provided over 11,000 clinical services. . .' Most grants from the Federal government are . one- time awards; . . State IIIndlng for health is highly competitive and . dlmcult to obtain; . . Foundation awards also tend to be one time . allocations. . . . . . RHNMC has been successful in obtaining . contributions from local charitable · organizations and individuals. . . . RHNMC has instituted a client co-pay for . its healthcare services. (No client is denied . services due to an inability to pay; . Grant applications now require evidence of local coalitions and "networks" that must share allocations among themselves, as well as Match, where Match was not a requirement. . The State of Florida is proposing to reduce its allocations to healthcare BY ANOTHER lO%. .
