Resolution 634a-2006 RESOLUTION NO. 634a -2006 A RESOLUTION OF THE MONROE BOARD OF COUNTY COMMISSIONERS REGARDING COORDINATED COMMUNICATION OF BOCC POSITIONS AFFORDABLE HOUSING AND LAND USE ISSUES TO THE DEPARTMENT OF COMMUNITY AFFAIRS (the "Department") AND OTHER AGENCIES WHEREAS, the Board of County Commissioners previously designated a single commissioner to act as "liaison" for the Board for communicating and coordinating programs and planning with respect to Workforce and Affordable Housing in the Florida Keys; and WHEREAS, it is important that the BOCC's actual positions and actions be those that are authorized to be communicated to the Department; and WHEREAS, at this time the Board desires that the Mayor serve as the official point of contact for the Department with respect to housing issues; now therefore, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE COUNTY, FLORIDA that: Section 1: It is resolved that the Mayor shall serve as the Board representative authorized to represent and communicate the County's positions and requests regarding housing issues to all state and federal govemment bodies and agencies, as well as to local municipal governments, agencies and officers within Monroe County. Section 2: It is resolved that the Board encourages the Mayor to explore freel y potential options and strategies in his discussions with the Department and other parties, but the Board requests that the Mayor take care to ensure that positions and strategic:s actually adopted by the Board with respect to housing and land use issues, including matters relating to shall at all times be represented and communicated as the official positions and strategies of the County until and unless otherwise modified by the Board. Section 3: It is resolved that the Mayor shall update the County Administrator, the County Attorney and other relevant County staff regarding actual material developments or proposals emanating from state, federal or local municipalities relating to housing and land use issues, and that the County Administrator and/or County Attorney shall provide reports to the Board with respect to such matters at BOCC meetings. Section 4: It is resolved that the BOCC hereby requests that the Mayor at the soonest opportunity make arrangements, which may include, but which shall not be limited to, travel to Tallahassee, with staff or consultants whom the Mayor deems appropriate for these purposes, in order to confer with state officials with respect to future affordable/workforce housing allocations in the Keys and any other land use and planning matters that may be implicated by such matters. Section 5. It is resolved that the BOCC hereby recognizes the need for professional planning expertise in support of the Task Force's efforts to develop proposed uniform regional approaches and strategies for addressing Florida Keys affordable housing needs and, therefore, the BOCC requests that each municipality of the County, to the maximum extent possible, support and staff a joint planning staff working group (preferably with planning directors with legal support provided by Task Force counsel if desired) to help the Task Force coordinate development of regional approaches and strategies, to include but not be limited to providing relevant data and analysis, drafting of revisions and amendments to land development regulations and comprehensive plans, and drafting of proposed interlocal agreements designed to implement regional affordable housing strategies.
