DOT Project
Mr. Roberts,
The Department of Transportation will be implementing Intelligent Transportation Systems
(ITS) in the Upper Keys at the end of this year.
Enclosed is DOT's presentation relative to this project. The impact on vehicular traffic will be
minimal, as the work is planned for night hours, and would not require any road closures.
Sheriff Rick Roth and Reggie Paros are provided with the presentation copies as well.
Should you have any questions, please do not hesitate to contact me.

The Florida Keys have a
unique transportation system.

The Florida Department of
Transportation will deploy ITS
devices in the Florida Keys to
support the operations of US-I
(State Road 5).

This deployment will serve a variety of
needs, including:
. Emergency evacuation of the Keys
· Incident management along US 1 from
Florida City to Key West
· Seasonal peak period control of traffic
along US I
· Traffic control support for major
maintenance events that occur along US 1
in the Keys 't[fi
g)nGUIDJ
In case of emergency evacuation; such
as, a hurricane, the deployment of ITS
devices is beneficial:
. The conditions may be assessed through
use of CCTV and detector systems and the
findings communicated to those evacuating
through dynamic message signs (DMS)
· This infom1ation may include traffic
diversion, control of access in and out of the
peak generators, shelter locations, location
of bus pick ups, and whether to evacuate or
not -\-?-

In case of incidents, many of them
involving fatalities, ITS deployment
should accomplish the following
objectives:
· Allow for early identification of response
needs
· Allow for diversion of traffic around the
incident
· Allow for demand reduction during
incident period
· Inform motorists of conditions to reduce
frustration and anger -'f~

Holiday travel demand is very significant in
the Florida Keys. US I and bridges; such as,
the Jewfish Creek Draw Bridge, compete for
capacity of areas. Hence, ITS would be
beneficial in controlling and managing
demand for the Keys.
Some holiday events are:
· Memorial Day
· Fourth ofJuly
· Labor Day
· Halloween
· New Year's Eve and Day
· Lobster mini-season

Bridges require periodic maintenance.
ITS deployment may assist in the
control of traffic during these
, maintenance events.
To name afew bridge locations:
· Cl03 Lift Span Moveable Bridge
· Jewfish Creek Bascule Bridge
· Snake Creek Bascule Bridge
· Seven Mile Bridge
· Niles Channel Bridge
