If the District in its sole discretion later provides Wastewater Service to an Excluded Parcel, the then -current owner(s) shall be required to pay to the District all direct and indirect costs and expenses, including, but not limited to, an amount fairly representing the special benefit that the Tax Parcel will receive, as determined by the District.. Murphy, District 5 The Engineering Division — Wastewater Department has received 2006 Real Estate Reminders for those properties listed in Attachment 1. None of the properties proposed for exemption are currently improved, nor are they intended to be improved with facilities or structures that would require a wastewater treatment system. Most of the properties are designated Tier I and intended for conservation purposes. Aerial photographs or property appraiser maps are provided in Attachment 2 for the remaining five properties which are County Rights of Way, small triangular parcels not intended for development, and a hammock located in a residential community with too little surrounding natural area to be designated Tier I. Accordingly, we are requesting that the Key Largo Wastewater Treatment District remove these properties from the 2006 tax roll. In addition, the eleven parcels listed in Attachment 3 are also designated Tier 1. As such, they are considered critical to natural habitat preservation and are described by at least one of the following criteria: a. Natural areas including old growth as depicted on the 1985 Existing Condition Map and new growth of upland native vegetated areas identified by up-to-date aerials and site surveys, above four (4) acres in size area. b. Vacant lands, which can be restored to connect upland native habitat patches and reduce further fragmentation of upland native habitat. c. Lands required to provide an undeveloped buffer, up to five -hundred (500) feet in depth, if indicated as appropriate by special species studies, between natural areas and development to reduce secondary impacts. Canals or roadways, depending on width may form a boundary that removes the need for the buffer or reduces its depth. d. Lands designated for acquisition by public agencies for conservation and natural resource protection. Known locations of threatened and endangered species as defined in section 9.5-4, identified on the Threatened and Endangered Plant and Animal Maps or the Florida Keys Carrying Capacity Study maps, or identified in on -site surveys. f. Conservation, Native Area, Sparsely Settled, and Off -Shore Island Land Use districts. g. Areas with minimal existing development and infrastructure. It is unlikely that these parcels will be developed and it is also requested that these parcels be removed from the 2006 tax roll. An electronic list of Tier I properties owned privately and by Monroe County is available. Should the District elect to support Monroe County's efforts to acquire Tier 1 parcels for conservation, a copy can be provide to the District for use in the development of future assessment rolls.
