RESOLUTION 142 -2002
A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA
AUTHORIZING THE ASSIGNMENT OF ROGO AFFORDABLE
HOUSING ALLOCATIONS TO TWO PROJECTS IN KEY LARGO
SPONSORED BY HABITAT FOR HUMANITY OF THE UPPER
KEYS
WHEREAS, Habitat for Humanity of the Upper Keys has submitted building
permit applications #02-3-2740 and #02-3-2751 for single family residences on Lots 5
and 6, Block 1, Winston Park Subdivision, Key Largo; and,
WHEREAS, the Monroe County Comprehensive Plan Land Authority has
purchased both subject lots and conveyed them to Habitat for Humanity of the Upper
Keys, with affordable housing deed restrictions; and,
WHEREAS, the building permit applications were not approved in time to met
the Year 10, Fourth Quarter deadline of July 12, 2002, for entry into the residential
permit allocation system, known as "ROGO"; and,
WHEREAS, these applications will not be eligible to receive ROGO allocation
awards until after October 12,2002, which is the end of the next ROGO Quarter; and,
WHEREAS, the affordable housing shortage in the Florida Keys is well
documented and has been identified by the Board of County Commissioners as a high
priority public issue; and,
WHEREAS, further delays in the construction of needed affordable housing
only further exacerbate this shortage and increase the costs of affordable housing; and,
WHEREAS, the Growth Management Division has identified that two ROGO
affordable housing allocations are available from the pool of 201 affordable ROGO
allocations granted to the County under a Florida Statutes Chapter 380 Agreement
between the County and Department of Community Affairs (DCA) dated December 27,
1999; NOW THEREFORE,
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, that as authorized under the Florida Statutes Chapter 380
agreement between the County and DCA dated December 27, 1999, a ROGO affordable
housing allocation is assigned to each of the following:
o Permit Application #02-3-2740 [Block 1, Lot6, Winston Park Subdivision,
RE:00545410.000000]; and,

o Permit Application #02-3-2751 [Block 1, Lot 5, Winston Park
Subdivision, RE: 00545400.000000].
PASSED AND ADOPTED by the Board of County Commissioners of Monroe
County, Florida, at a regular meeting of said Board held on 21 st day of August, 2002.
