AGENDA ITEM WORDING:
Approval to apply for a grant from the Florida Department of Health to assist the Rural Health
Network in providing a coordinated primary health care delivery system to low income children and
families.
ITEM BACKGROUND:
The Board of County Commissioners has supported the Rural Health Network in providing primary
care throughout the County. This grant, which is available only to counties, could be of great
assistance in helping the Rural Health Network reach its goals. The County has already granted
$150,000 for the next fiscal year, which could qualify as the match for this grant. The Rural Health
Network will work with the Monroe County Grants Acquisition Administrator to prepare and submit
the grant by October 1,2002.

PRIMARY CARE FOR CHILDREN AND FAMILIES CHALLENGE
GRANT PROGRAM FOR FISCAL YEAR 2002-03

· The Florida Legislature created the "Primary Care for Children and Families
Challenge Grant Act" in 1997 in s.154.503, Florida Statutes. The purpose
was to help foster local solutions to health care problems through local
solu~ions. It was believed ~hat J2.~~.!"gQ~~~t~ ~r~~~n~f,.-E?gyjp'p'~9.~.JJ
.identify the health care needs of the children ana families in their
communities, 2.) mobilize the community to donate time and services to help
their neighbors, and 3.) organize health care providers to provide health
, services to needy children and families.
· 'For state Fiscal Year 2002-03, the Legislature has appropriated to the Florida
Department of Health $309,000 from the Tobacco Settlement Trust Fund to
support the Primary Care for Children and Families Challenge Grant. The
Department of Health has divided this sum into three grants for $103,000 to
be awarded to the counties whose applications are approved by a review
committee of health care experts. Grants may be renewed for up to three
years, based on continued funding by the Legislature.
· Due to reduced state funding this fiscal year, preference will be given to
applicant counties that are designated to be rural under s.381.0406, Florida
Statutes (having a population density of less than 100 persons per square
mile, as reported in the 2000 Census).
· Under statutory'match guidelines for this grant, rural counties (having a
population of less than 50,000) may make an in-kind contribution for the 50%
rT)atch.Jeql,Jlr.t;Q. This in-kind contribution may consIst of: voh.inteer healt~
care (above the most recent Volunteer Health Care Provider Program
documented amount); documented free hospital services (not bad debt); and
staff, equipment and supplies for the health care service network. Mon~y and

.' Applications for this furidfi1gC'ycle must be received by October 1,2002. An
application and guideline for the program is attached. It is anticipated that the
three chosen grant recipients will be notified on October 21, 2002. For
