A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, REQUESTING MIAMI-DADE COUNTY TO JOIN MONROE
COUNTY IN OPPOSITION TO FDOT'S PROPOSED EXPANSION OF U.S.
HIGHWAY 1 B!TW!EN KEY LARGO AND MAINLAND 'LORmA
WHEREAS, this Board has repeatedly expressed its concern that the widening of US
Highway 1 between Key largo and Mainland Florida to four lanes would adversely impact the
fragile ecology of the Florida Keys, and would increase vehicular traffic into the Florida Keys,
thereby creating secondary impacts on the Keys environment and Quality of life, placing additional
demands on local law enforcement agencies, and accelerating residential development pressures
exceeding available allocations; and
WHEREAS, this Board, through its Resolutions 196-1995, 295-1995, 315-1995, and 01-
2001, urged the State of Florida DOT not to pursue the four-Ianing of US Highway 1 between Key
Largo and Mainland Florida, but to develop other alternatives; and
WHEREAS, this Board recently adopted Resolution No. 01-2001, expressing its opposition
to the proposed construction of a four-lane bridge over Jewfish Creek and to FOOT's proposed
expansion of US Highway 1 between Key Largo and Mainland Florida; and
WHEREAS, most of the "IS-Mile Stretch" between Key Largo and Mainland Florida is
located in Miami-Dade County, which shares Monroe County's concerns over environmental
preservation, highway safety and wise use of publiC funds; now, therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONRO!
COUNTY, FLORIDA that
The Board hereby requests Miami-Dade County to join Monroe County in
opposition to FDOT's proposed expansion of US Highway 1 between Key Largo and
Mainland Florida.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County, Florida,
at a special meeting of said Board held on the 23rd day of January, 2001.

Benefits of the Communications Facility
at Cudjoe Key Quarry
INEXPENSIVE, SECURE DISPATCH RADIO
Industrial Communications and Electronics (IC&E) currently holds eight FCC licenses for 80
channels of Specialized Mobile Radio (SMR) frequencies in Monroe County. IC&E has paid
the FCC millions of dollars for these frequencies, and is required by a provision the FCC
licenses to provide service throughout the South Florida area, including the Keys.
SMR' is an affordable, secure, dispatch radio system that is primarily used by service
industries such as delivery services, taxi companies, nurserymen, etc. SMR is also used by
governmental agencies like police, fire rescue, ambulance, etc. Our SMR services start at
around $18.00 per month for a simple walkie-talkie style radio with unlimited air-time.
TELEPHONE SERVICE UP TO 50-MILES OUT TO SEA
SMR also offers the benefit of telephone interconnection. The interconnect service provides
secure telephone service over our radio system. Because our facility is tall, and because
height provides a much larger coverage area, our telephone interconnection will afford our
customers telephone service outside of the normal cell phone radius in the Keys (approx. 5-
15 miles, maximum). Our propagation models show that our services will travel
approximately 50 miles out to sea, which covers from the Marquesas to Islamorada, Village
of Islands.
This means that a boater fishing in the Gulf Stream can call home and discuss what's for
dinner without taking up the UHF marine radio frequencies reserved for emergencies, or a
charter boat captain can receive a call fi'om the office and discuss confidential business.
Most importantly, it facilitates emergency communication by making it much easier to get
through. Anyone who has used marine radio can attest to how difficult it can be to get a
response to a hail, and how complicated it is to get a patch through to telephone service. This
single feature could save lives by providing quick, easy communications in the Lower Keys.
BUILT TO WITHSTAND A CATEGORY 5 HURRICANE
Monroe County's new tower ordinance requires that all new towers meet the ASCE 7-98
basic wind load of 150 mph at 33 feet. This provision requires the tower to be designed to
withstand 150 mph winds 24 hours a day for the life of the fully loaded tower. ASCE also
requires the fully loaded tower to withstand a peak wind load (gust) of a minimum of 180
mph. IC&E has exceeded the minimum wind loading requirements in two ways:
· The company used a higher standard than ASCE 7-98. The Cudjoe Key facility is
designed to the EIA/TIA 222-F standards, which are criteria that take into consideration
the unique properties of steel structures and how these structures react in wind. Although
these standards use the same basic wind loads at 33 feet, they increase the strength of the
tower progressively toward the top. In fact, the tower is substantially stronger at the top
than it is at the bottom.
· The tower loading specifications provided by IC&E to the tower engineers for design of
this facility consider substantially more attached antennas than will probably ever be
installed, as a conservative measure to assure the facility will never be overloaded by
future equipment. This added loading increases the sail area and the weight of the facility
considerably, thus also substantially increasing its strength above and beyond the criteria
required by the County.
EMERGENCY COMMUNICATIONS COUNTYWIDE
DURING AND AFTER A MAJOR STORM
At the request of Norm Leggett, Monroe County's emergency communications director,
IC&E has agreed to allow the County to install on this facility for emergency purposes three
800 Mhz radios, one UHF radio, and one VHF radio. Mr. Leggett's plan takes into
consideration his years of experience and the emergency needs of the County.
The Sheriff's Department is about to replace their radio system with a new digital 800 Mhz
system. The new system is designed to relay traffic from a single dispatch location in
Marathon over a network of towers. If any single tower fails the entire system will suffer.
Mr. Leggett's plan is to build a redundant backup system that would maintain
communications in a failure. Our Cudjoe facility is the most appropriate place for this
emergency backup system because it offers the highest point in the Keys, and therefore the
largest coverage area. This is the only tower in Monroe County designed to withstand wind
loading of 150 mph. A study, produced by Mr. Leggett and the Planning Department for the
Monroe County Commission in January 2000, states that 47 percent of Monroe County's
emergency service towers do not meet current building codes and need to be replaced.
Therefore, the County needs this redundant system to assure continued, safe
communications.
In addition, Billy Wagner, the County emergency management director, strongly supports the
need for this facility for the provision of emergency communications to Keys residents
during and after a major storm. We all know what a lifeline US I Radio was to people who
remained in the Lower Keys during Hurricane Georges. It was virtually a miracle that their
tower remained standing, and the attached letter from Bob Soos, General Manager of US 1,
documents how lucky we were that they remained on the air. He also describes why he
wants to relocate their broadcast equipment to this facility, which clearly explains why it
makes sense for the County to have emergency communications equipment on this facility,
as well.
PROVIDE PLATFORM FOR FREE TV
Currently, free television in the Florida Keys is limited to only the northernmost islands,
which can receive transmission from Dade County-based facilities. The current tower
infrastructure cannot support future broadcasters, let alone the new demands of digital
broadcast television. Because of our height, and because we have designed our facility for
broadcast TV, the Cudjoe facility will be an attractive location for broadcasters offering free
television, and we have received a letter of interest from Channel 6 which is included in our
minor conditional use application. The holders of licenses for broadcast television are
required by their licenses to provide free transmission in their service area~ however, with the

decommissioning and dismantling of the County's translator system, this is not presently
possible.
IC&E has been in discussion with broadcasters in Miami to translate their broadcasts on our
tower, and several additional broadcasters have been in contact with County staff in pursuit
of the translator frequencies that Monroe County is about to auction. The fact is, without our
facility, broadcasters will be discouraged from coming to the Keys, due to the lack of suitable
infrastructure, and the constraints contained in the tower ordinance that greatly inhibit
construction of adequate facilities.
PROVIDE A PLATFORM FOR NATIONAL PUBLIC RADIO
AND LOCAL BROADCASTERS
IC&E has been in contact with, and has commitments to relocate to our facility, several local
radio stations including US 1 Radio. We also have discussed with officials about locating
WLRN, National Public Radio, to our facility, This would greatly increase their signal
strength in the Lower Keys and Key West, where it is notoriously poor at present.
Our facility is desirable to broadcasters for several good reasons:
. Our equipment structure is designed like a bunker. Its walls will be a foot thick, and the
ground floor will be above flood plane.
· The facility will be equipped with a 350 KW diesel generator with two weeks of fuel.
· The tower will withstand major hurricane force winds.
· The location of the facility, and the resulting propagation area, offers signal coverage to
the major populations in the keys.
THIS FACILITY DOES NOT CREATE A PRECEDENT FOR FUTURE TOWERS
This is the only area in the Florida Keys that can accommodate a tower taller than 500 feet.
· The Visual Flight Rules (VFR) administered by the FAA, restricts the height of structures
within 2 miles of US 1 to 500 feet AGL.
. Monroe County restricts new towers to zoning districts that are in the most part within
the 2-mile VFR route.
· The Cudjoe location is exempt from the VFR 2-mile separation because of the 14,000-
foot Restricted Air Space around the <<Fat Albert" military blimp site.
· There is no other non-governmental parcel of land under the restricted airspace umbrella
that is large enough for a tower over 500 feet, that isn't prohibited, by either zoning, or
wetland impacts.
· Within that area, this is the only parcel of land that is scarified and therefore not
prohibited by environmental constraints that is also large enough to support a tall, guy
wired tower.
Therefore, this scarified, Industrial zoned, 62-acre parcel, is unique, and is the only location
capable of supporting a tall tower that exists in the Keys. This site is the last chance for free
countywide television and emergency communications, anywhere in Monroe County.

ELIMINATE FUTURE TOWERS
It is cost prohibitive for most broadcasters to construct towers. This facility will reduce the
need for nlture towers because it is designed to serve current and future needs of the
telecommunications industry, and because it is <<hardened" for major hurricane conditions. In
fact, we believe our facility will be very attractive to broadcasters to relocate, which could
eventually reduce the number of towers in the County.
ELIMINATE FUTURE ROCK MINING
The property on which the Cudjoe communications facility will be built is currently a fully
permitted functioning commercial rock mine. IC&E has committed to shutting down the
rock mine once the facility is built. This will eliminate any future blasting, distress to the
environment and wildlife, and the noise and disturbance of heavy equipment operations and
truck traffic on Blimp Road and US Highway 1.
CREATE HABITAT FOR BIRDS AND WILDLIFE
IC&E has worked closely with staff of the Florida Fish and Game Conservation Commission
and u.s. Fish and Wildlife Service to design a protected habitat that would shelter nesting
plovers and terns while enhancing the habitat of the endangered Silver Rice Rat.
INCREASE WATER FLOW THROUGHOUT THE PROPERTY
IC&E has already removed berms and fill areas, restoring to wetlands over five acres of land
previously permitted for mining. Culverts have been installed to increase water flow
throughout this property and with adjoining wetlands.
ELIMINATE EXOTIC VEGETATION ONSITE
IC&E has already removed all exotic plants on the property and has agreed to maintain the
parcel exotic free in perpetuity. This removes a significant seed source for invasive exotic
vegetation, which has the added benefit of reducing the spread of these plants on other
property nearby.
ALLOW SPACE FOR REGIONAL WASTEWATER TREATMENT PLANT
During a meeting with residents of Cudjoe Gardens, there was some discussion as to the need
for a regional wastewater treatment plant. IC&E has agreed in principle to set aside some
acreage on our parcel to allow the construction of a plant if it is needed and feasible.
DRAMATICALLY INCREASE AD VALOREM TAXES
If this site is anything like our current facilities, the ad valorem taxes will increase by
substantially from the existing tax amount. Presently, the ad valorem taxes for this property
are about $300, and this should increase to well over $100,000 as a result of this project. In
addition, our sales and services in the County will also create perpetual sales taxes and good-
paying, non-tourism-related jobs,

PLANT HUNDREDS OF INDIGENOUS TREES AS A VISUAL BUFFER
ON THE PROPERTY AND IN CUDJOE GARDENS
The current ordinance requires installation of a class C buffer around the property, and a
class D buffer around the development area, which we have designed and submitted in our
minor conditional use application. IC&E has gone a step further and agreed to plant trees on
the south side of US 1 in Cudjoe Gardens, to buffer both the view of the facility and the
sound of traffic on US 1.

Introduction:
Industrial Communications and Electronics Inc. (IC&E) has
partnered with US 1 Radio and the Monroe County Emergency
Services Department to develop an enhanced emergency
communications system that will survive a Category 5 hurricane
and supply real time emergency information throughout the
Keys before and during a storm and during disaster recovery.
After Hurricane George, the lack of quality communications was
evident, Every broadcaster in the Keys failed to service their
respective communities except US 1 Radio.
In 1998 Monroe County adopted its Comprehensive Emergency
Master Plan, which details the responsibilities of emergency
personnel and the resources available to those personnel
It states:
"The County's communications infra-
structure will be damaged and disaster
communication responses will be difficult to
coordinate due to a breakdown in public and
private systems. The requirement for
communications during the response phase
may exceed the capacity of existing
resources. "
The County's own towers and infrastructure are old and were not
designed to the wind loading standards required in the new
County wireless communications ordinance. IC&E's proposed
communications faCility on Cudjoe Key will meet those
standards. In fact on January 31, 2000 the Monroe County
Growth Management Director Timothy McGarry submitted a
report to the Board of County Commissioners Entitled Towers
Owned by Monroe County, In this comprehensive report Mr.
McGarry states:
"The condition of the towers owned by the
County is somewhat evenly distributed
between towers which are in good condition,
and those which must be replaced. Forty-
seven percent (470/0) of the towers owned
by the County do not meet current building
conditions and must be replaced. The
remaining fifty-three percent (530/0) are in
good condition, but the majority of these are
too short to be viable for collocation on"
Clearly the County needs an enhanced emergency broadcasting
system: IC&E and US 1 Radio can supply those enhancements
with little or no expense to the residents of Monroe County with
a single tower facility located at Cudjoe Key.
The Cudjoe facility will provide County-wide Emergency
Information before, during, and after a catastrophic
emergency.
The proposed tower at Cudjoe Key will be integrated into Monroe
County's Emergency Services Department in two separate and
distinct ways, Plan one will benefit the County every day by
supporting a backup system for the Sheriff's Department and
Plan two offers a redundant broadcast system for the EOC with
its partner, US 1 Radio. Plan two will effect the automatic
broadcast of emergency information throughout a catastrophic
event.
Plan One
Monroe County will install three 800 MHz radios to support the
Sheriff's Department in its deployment of the new digital system.
These radios will be used as a backup to the primary deployment
and will be switched on in the event of system failure. Failures
can occur under many situations, such as poor weather, power
outages, signal interference, etc, With these radios in place any
failure in the lower or middle Keys will be compensated for with
minimum coverage degradation. This system offers additional
benefits such as backup for dispatch services and Sheriff's
Department communications, for many miles out to sea.
The Monroe County Emergency Services Department will also
install both VHF and UHF radios to support communications to
the Marine Community and a secondary redundancy for
communications to Emergency Services personnel.
This plan will not only offer multiple levels of redundancy for
Emergency Services during, and after a Hurricane, but will also
offer the additional benefits of automatic or manual operation
during normal service outages.
Plan Two
During an emergency, Monroe County has developed a system
for communication through several existing local FM radio
stations. This emergency broadcast system relies on the
cooperating radio stations to continue broadcasting throughout
the emergency, In the event that these stations fail to
broadcast, any communications out of the Emergency Operations
Center CEOC) will not reach the citizens in critical need of that
information.
Industrial Communications and Electronics, together with US 1
Radio and the Monroe County Emergency Services Department,
have developed a plan that addresses the deficiencies of the
existing system.
US 1 Radio will place its broadcast equipment at the Cudjoe site
and will mount the antenna at or around the 650-foot position.
By increasing the height of their antenna, US 1 Radio will
increase their coverage area to accommodate listeners from Key
West to Key Largo. Included with the US 1 Radio transmitter
equipment will be a receiver and remote system controller
provided by and controlled by the Emergency Services
Department. This transmitter will continue to operate, even if
the US 1 studio goes off the air.
How it works
The EOC will broadcast, on its own frequency, to US 1 Radio. US
1 Radio will then rebroadcast this information over its system on
the Cudjoe tower. Redundancy is achieved with the delivery of
communications to the US 1 Radio studio from the EOC by both
broadcast and telephone. If the US 1 studio fails or is
abandoned, the remote controller at the Cudjoe facility can
switch the broadcast from the EOC directly to the US 1
transmitter, Additional redundancy is achieved by telephone
interconnect, and with the private SMR telephone interconnect
provided by IC&E.
This system can only function in a severe weather emergency if
the facilities are designed to exceed normal tolerances within the
constrai nts of that emergency. IC&E has done just that by
developing a tower that is designed to survive Category 5
hurricanes, Not only is the tower designed to survive, but every
antenna, connector, and attachment is installed to withstand
hurricane-force winds. The ancillary support building is located
on a filled pad above the flood plain. This hardened building will
have 1-foot thick poured concrete walls, with reinforced steel
doors and no windows. The facility will be equipped with a 350
KW diesel generator and fuel to last for two weeks, There is
currently no facility in the Keys that is designed to these
specifications. In fact, there is no facility and no location other
than Cudjoe Key, that can provide a broadcaster with space at a
height that can cover all of the Keys, This system will be further
enhanced when the television broadcasters of Contact
Constellation (the recent winners of the County's TV
Broadcasters licenses) deploy their free broadcast system on the
Cudjoe tower.

Is there an
alternative?
Because there are no towers in the County designed to the new building
code (ASCE 7-95), and because most of the towers in the Keys are
either too short or in poor condition, the most efficient way to achieve
Countywide communications would be for the County to replace many
of its towers. In addition the sites would also need new, hardened
bunker-like ancillary buildings, and these buildings will be required to
be constructed above the flood plain. The County would also benefit
from generators and redundant communications.
The simple answer is the expense, It would cost at least $250,000-
$750,000 to replace a short tower and its ancillary equipment building
to meet the County's new building code. Although cost is a major
constraint to the construction of new towers, a larger hurdle by far is the
location of those towers. Many of the County towers are located in
zoning districts that are prohibited from tower replacement, and there
are other zoning districts that would allow the County to replace a
tower, provided it does not rent space on that tower to any co-locators;
present or future. Without rental revenue, the taxpayer will be required
to pay the bill for theses new towers.
The County already has a handshake arrangement with several radio
stations to broadcast emergency information over their private FM radio
stations. Unfortunately, during Hurricane George, that system fell apart.
All the broadcasters went off the air except US 1 Radio, which very
nearly went off the air due to flooding and wind damage.
This could be done if the County could broadcast from the top of a tall
tower that would cover all of the Keys. That tower would have to be
centrally located, designed to withstand a Category 5 hurricane, with a
bunker-like hardened building and generator that could run for weeks
after a storm.
Yes, Industrial Communications and Electronics has a proposal to
construct a tower facility at the quany on Cudjoe Key. This tower
facility is designed to withstand Category 5 hurricane-force winds. The
facility includes a hardened bunker-like equipment building with a 350
KW generator and two weeks supply of fuel. This entire facility will be
located on a fill pad above the 100-year flood plain, IC&E has already
committed in writing to place County emergency services equipment at
the facility. This equipment at this tower not only provides emergency
broadcasting before, during, and after a storm, but also will provide
backup Sheriff Department radios in the event a County-owned tower
fails.

RE: Proposed Cudjoe Tower
After Hurricane Georges, we did a thorough Inspection of our'transmitter site on
Ramrod Key, and our studio facility on Big Pine. Frankly, I was amazed we
stayed on the air. The roof of our transmiUer building had almost blown off, and
our microwave antenna,(whiCh receives the signal from the stUdio) had been
twisted away from the signal path.
Our studio location sustained damage to the roof. and we were operating in a
studio with about three inches of water on the floor. If Georges would have
increaSed in strength, there's no doubt we would have been forced off the
air.....leaving the keys without a source for Information.
We have since been searching for a way to strengthen our facilities, in the event
of a storm worse than Georges. Aftar reviewing the plans for the proposed
Cudjoe tower and support building, we feel it's the answer.
Should the tower be approved, we plan on relocating LJS1 to the new tower. Our
antenna will be higher than at our present site, allowing us to cover more of the
keys, We also plan to move our other station 98.7 CONCH-FM to the facility as
well. Since fhe support building will be far stronger than our Big Pine studios, we
will build a small emergency studio there, so we can broadcast directly from the
transmitler site, if necessary
You've already seelllelters of support for this tower (rom county officials such as
Billy Wagner and Rick Roth. The proposed location is the only place in the keys
this kind of tower can be built. II will have minimal impact on fha environment,
and will be far from any residential area. I hope you determine the tower's
feasibility based on facts, and not emotional rhetoric.

I am pleased to lake this opportunity to express my support for the construction of a
tower il\ Cudjoe Key by Industrial Conununications,
Last year, the Florida Keys Was hit hy Hurricane Georges, a category 2 hun-ieane. While
Hurricane Georges was only 8 minimal hunicane, the Keys sustained substantial damage
and communications were at a bare mininllun. The only source of couummications
and/or vital emergency information for the cilizens of Monroe County was a small radio
station in the Middle Keys who operated by generator power.
I have met wilh the Chief of the Key West Police Department and discussed with him the
importance of haying the lines of communications functioning both during and after a
hurricane. In order to meet this need, the County would ha"e to spend a large sum of
money to constmct a tower on which to place hardened antennas which would be able to
withstand strong hurricane force winds. However, by allowing Industrial
Communications to constmct the tower we will save the taxpayers of .Monroe County
thousands of dollars.
InduSlrial Communications has proposed to build one of the largest and strongest towers
in the Florida Keys. II will be buill in Cudjoe Key in close proximity to the blimp site
where it will cause 110 interference will) FAA regulations, Also, to assist the Monroe
Coullty Sheriffs Office and the County of Monroe, they have agreed to place their
antennas on this tower. With lhe antermas, the Sheriffs Office and County should be able
to broadcast countywide both during and after a hurricane.
I hope that you will take all of these factors into consideration regarding the constmclion
of the tower.

I know you are fully aware that communications during and after a major storm is of
tremendous importance here, in the Florida Keys.
t wish to recommend for your consideration the facility that Industrial Communications &
Electronics, Inc., plans to build on Cudjoe Key. It is designed to withstand sustained winds of
150 miles per hour, as provided in Monroe County's new wireless communications
ordinance, and the height of the facility will allow transmission of emergency communications
throughout the County. This private sector investment will provide a significant public benefit
for the residents and visitors of Monroe County.
As the Director for Monroe County Emergency Management, I feel that a radio tower of this
size and location would be a great benefit to the public. A commercial FM radio or lV station
would be able to transmit information to the people on a countywide basis. Monroe County
currently does not have any such facility that would have the ability to broadcast to the entire
county _
This was certainly observed during Hurricane Andrew, and our response to Hurricane
Georges and Tropical Storm Mitch in 1998. The lack of having "local" commercial radios and
1V coverage throughout the Keys by at least one station greatly hampers the dissemination
of vital protective action information and public information during our response and recovery.

Additionally, the above mention company has offered Monroe County and the Sheriff's Office
free antenna space at this new site, This may be very beneficial in the future of
communications matters for public safety.
We are very hopeful that the company will be able to construct this facility in time to be

This letter is a fonnal verification of our numerous discussions over the past year and a half.
Industrial Communications and Electronics, Inc. will provide space on our proposed
communications facility at Cudjoe Key for the emergency services equipment that is detailed
below .

. 1 each UHF radio,
. Feed line,
. Antennas, TBD.
It is our understanding that at this time only the UHF radio will be hot and the remaining
equipment will be switdted on only during testing, and when a failure occurs in any of the other
Monroe County Emergency Service Radio systems.
I personally believe that your plan is an excellent one. It offers Monroe County Emergency
Services several redundant back up systems, and should propagate your signal from Cudjoe Key
to Plantation Key.
By the way, IC&E has committed to maintaining a two-week supply of diesel fuel for our 350
KW generator. This added fuel should keep all the radios and broadcasters on the air during and
after any catastrophic storm, and of course we can ferry more fuel in by helicopter if its needed.

Because I am well aware that people opposing a project are much more inclined
to voice their opposition than are the project's supporters, I feel it is my duty to go
on record as favoring the construction of the communications tower on Cudjoe
Key. I believe being able to remain in contact with emergency personnel, other
residents of the Keys, and the "outside world" after a major storm far outweighs
objections based on its intrusiveness. I have not seen convincing data that the
tower would be harmful to the environment.
Following Hurricane Andrew, the Keys were completely cutoff from the rest of the
world for several days while the national media were broadcasting that the Keys
may have been totally wiped out. Remember the consternation and anxiety of
friends and family on the mainland when that happened? During and after
Hurricane Georges, many residents' only contact with the outside world,
including emergency personnel, was through U.S. 1 radio. Removing the threat
of a potentially disastrous breakdown in communication and emergency
response seems to me to be ample justification for building the tower.

I am sony I can't attend the meeting of January 23rd_ I would however like to take
this opportunity to express my feelings regarding the proposed communications
tower. I also feel that it is unfortunate tl1at so much misinfonnation has spread.
I see the community that is against the tower using several arguments, but it is
apparent to me that their only real objection is the visual impact; with the rest
being just so much lip service.
1 agree that anything that affects the esthetics is a negative impact. However, we
live in a society that must always balance what is desired with must happen to be
practical and assure safety. TIle current power crisis in California is an example.
Tile Public Utilities Commission (PUe) did everything in their power to prevent
the utilities from recovering their investments by including costs in their rate base.
The power generating people then simply stopped building power producing plants
and sold their generating capacity to others. Instead they changed their business to
that of distribution.
The tower may be esthetically displeasing to some, but the good that it will bring
far outweighs this. Safety in an emergency situation is not the same here in the
Keys as it is elsewhere on the mainland_
The offer to donate the property under the tower (the excess footprint) to be used
for a sanitary processing plant if and when that need arises should also be taken
into consideration. There is currently a problem looking fOf tlus space in the
Upper Keys.
Finally, if bird kills were really a problem, there would be a public outcry allover
the United States. Certainly this is not the only tall tower. Birds should only fly
VFR and then only after checking the applicable charts and NOT AMs.

Dear Sandra,
I am sony I can't attend the meeting of January 23td. I would however like to take
this opportunity to express my feelings regarding the proposed communications
tower. I also feel that it is unfortunate that so much misinfonnation has spread.
I see the community that is against the tower using several arguments, but it is
apparent to me that their only real objection is the visual impact; with the rest
being just so much lip service.
I agree that anything that affects the esthetics is a negative impact. However, we
live in a society that must always balance what is desired with must happen to be
practical and assure safety. The current power crisis in California is an example.
The Public Utilities Commission (PUe) did everything in their power to prevent
the utilities from recovering their investments by iucluding costs in their rate base.
TIle power generating people then simply stopped building power producing plants
and sold their generating capacity to others. Instead they changed their business to
that of distribution.
The tower may be esthetically displeasing to some, but the good that it will bring
far outweighs this. Safety in an emergency situation is not the same here in the
Keys as it is elsewhere on the mainland_
The offer to donate the property under the tower (the excess footprint) to be used
for a sanitary processing plant if and when that need arises should also be taken
into consideration. There is currently a problem looking for tins space in the
Upper Keys.
Finally, ifbird kills were really a problem, there would be a public outcry allover
the United States. Certainly this is not the only tall tower. Birds should only fly
VFR and then only after checking the applicable charts and NOT AMs.

Because I am well aware that people opposing a project are much more inclined
to voice their opposition than are the project's supporters, I feel it is my duty to go
on record as favoring the construction of the communications tower on Cudjoe
Key, I believe being able to remain in contact with emergency personnel, other
residents of the Keys, and the "outside world" after a major storm far outweighs
objections based on its intrusiveness. I have not seen convincing data that the
tower would be harmful to the environment.
Following Hurricane Andrew, the Keys were completely cutoff from the rest of the
world for several days while the national media were broadcasting that the Keys
may have been totally wiped out. Remember the consternation and anxiety of
friends and family on the mainland when that happened? During and after
Hurricane Georges, many residents' only contact with the outside world,
including emergency personnel, was through U.S. 1 radio. Removing the threat
of a potentially disastrous breakdown in communication and emergency
response seems to me to be ample justification for building the tower.
