A RESOLUTION APPROVING AN INCREASE IN MONROE COUNTY'S STATE HOUSING
INITIATIVES PARTNERSHIP (SHIP) PROGRAMS MAXIMUM SALES PRICE LIMITS.
ITEM BACKGROUND:
The Monroe County SHIP Program provides housing assistance to very-low, low-, and moderate-
income renters and homeowners through a variety of assistance programs, The Monroe County/SHIP
First-time Homebuyers Program has successfully assisted 159 families in purchasing homes. The
maximum purchase price of eligible properties is currently $180,000. To successfully implement this
program, an increase in the maximum sales price is necessary. Based on the results of an independent
sales price study, the Florida Housing Finance Corporation's SHIP Review Committee has indicated it
would approve Monroe County's request for an increase. We propose to increase the SHIP program
maximum sales price to $190,000.
PREVIOUS RELEVANT BOCC ACTION:
2000 Approval of Resolution 256-2000 providing for an increase in SHIP sales price limit to $155,000
for FY01,
2001 Approval of Resolution 348-2001 providing for an increase in SHIP sales price limit to $180,000
for FY 02.

A RESOLUTION APPROVING AN INCREASE IN MONROE
COUNTY'S STATE HOUSING INITIATIVES PARTNERSHIP
(SHIP) PROGRAMS MAXIMUM SALES PRICE LIMITS.
WHEREAS, it is the desire of Monroe County to continue to successfully implement the Monroe
County/SHIP First Time Homebuyers Program assisting low and moderate-income first time
homebuyers in pursuing homeownership opportunities, and;
WHEREAS, the average sales price of existing single family homes far exceeds the current SHIP
maximum sales price limits, and;
WHEREAS, without an increase in the maximum sales price limit Monroe County could not
successfully implement the Monroe County/SHIP First Time Homebuyers Program
WHEREAS, the Florida Legislature has adopted changes to Florida Statutes Chapter 420.9075 (4)(c)
providing a mechanism for local governments to seek an increase in the SHIP Programs maximum sales
price limits, and;
WHEREAS, The Special Programs Office, Monroe County Housing Authority has completed a Local
Government Independent Study required under Florida Statute 420.9075 (4)(c), and;
WHEREAS, The Florida Housing Finance Corporation's SHIP Review Committee has endorsed the
methodology under which the proposed increase in SHIP maximum sales price was established.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of Monroe County,
Florida, that the County hereby:
Approves and adopts an increase in Monroe County's State Housing Initiatives Partnership (SHIP)
Programs to $190:000. Said Resolution is incorporated into the State Housing Initiatives Partnership
Program's Local Housing Assistance Plan for Fiscal Years 2001-2002,2002-2003,2003_2004.
PASSED AND ADOPTED, by the Board of County Commissioners of Monroe County, Florida at a
regular meeting on said Board on the day of , A.D., 2002.
