SCOPE OF SERVICES
ANALYSIS OF ALTERNATIVE
APPROACHES TO RUNWAY 9
Key West International Airport
The Consultant Team will perform tasks necessary to identify and analyze up to
four (4) alternative approaches to Runway 9 at the Key West International
Airport.
Data previously collected on existing aircraft operations for the 12-month period
January 1, 2001 through December 31, 2001, used for the "Contour Update
2001" will be utilized for this analysis. No supplemental data will be collected. No
radar data will be obtained.
Task 1
Noise Evaluation of Existing Approaches to Runway 9
The team will assess the noise impact resulting from existing aircraft approach
operations on Runway 09 at EYW using a systematic approach which relies on
standard data included within the Integrated Noise Model (INM). The Team will
conduct a noise sensitivity analysis using existing airport operations data in order
to identify the three (3) most significant aircraft noise contributors conducting
approaches to Runway 09 at EYW. The team will evaluate the existing noise
exposure based the Yearly Day-Night Average Sound Level (DNL), as well as
through the use of supplemental metrics (e.g., Time Above a Threshold, Number
of Events Above a Threshold) and grid analysis. The team will identify the noise
exposure resulting from the existing aircraft approach operations on Runway 09,
and advise on feasible parameters for alternative approach procedures.
Task 2
Noise Evaluation of Alternative Approaches
The team will evaluate the noise benefits of up to four (4) alternative approach
procedures for Runway 09 at Key West International using the Integrated Noise
Model (INM) augmented through the use of custom noise analysis software. The
team will evaluate the noise exposure of the alternative approach procedures
based the Yearly Day-Night Average Sound Level (DNL), as well as through the
use of supplemental metrics (e.g., Time Above a Threshold, Number of Events
Above a Threshold) and grid analysis. The noise levels associated with the top
three (3) aircraft noise contributors (identified in Task 1) will be calculated using
each of the alternative approach procedures. These noise levels will be
compared to the results of Task 1 and to each other to identify the quietest
alternative with the least noise exposure to noise-sensitive land uses. When the
major aircraft noise contributors are identified for existing conditions, the team
will provide technical comparisons and formulate recommendations on noise
exposure.

Task 3
Recommended Procedures
The alternatives will be analyzed based on an evaluation of the improvements in
noise exposure. One or more procedures may be recommended for
consideration as appropriate, particularly if the results of the analysis do not
show a clearly favored alternative, The client and stakeholders are most
appropriate to weigh the tradeoffs.
If appropriate, the recommended approach procedure(s) will be tested for a 30-
day period. The public will be informed of the test, and asked to submit
comments in writing or via the airport noise hotline.
Task 4
Document Preparation
A document will be prepared that describes the approach procedure(s). The
document will also describe the results of the noise evaluation for each
procedure, as well as the basis for the recommendations and conclusions.
Task 4.1
Airport Review Document (Version 1)
Version 1 of the document will be prepared and submitted to the airport staff for
their review and comment. Five copies will be prepared (2 for the airport staff; 3
for the consultant).
Task 4.2
Ad-Hoc Committee I FAA Review Document (Version 2)
Version 2 of the document will incorporate the airport staff's comments and will
be distributed to the Ad-Hoc Committee for review and comment. Version 2 will
also be distributed to the FAA for review and comment. Thirty copies will be
prepared (20 for the airport staff and Ad-Hoc Committee; 5 for FAA; 5 for the
consultant).
Task 5
Ad-Hoc Committee Meetings
The Project Manager will report the progress of the study at the regularly
scheduled Ad-Hoc Committee meetings. All public involvement opportunities will
be through regularly scheduled Ad-Hoc Committee meetings.
Task 6
Project Management
This task involves the coordination and management of the non-technical
aspects of the project.
