RESOLUTION AUTHORIZING THE CHAIRMAN OF THE
BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, TO EXECUTE AN AGREEMENT BY
AND BETWEEN THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY, FLORIDA AND EMERGENCY
MEDICAL SERVICES COORDINATING COUNCIL OF
SOUTH FLORIDA, INC.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA as follows:
That the Chairman of the Board of County Commissioners of
Monroe County, Florida, is hereby authorized to execute an Agree-
ment by and between the Board of County Commissioners of Monroe
County, Florida and Emergency Medical Services Coordinating
Council of South, Florida, Inc., a copy of same being attached
hereto.
Passed and adopted by the Board of County Commissioners of
Monroe County, Florida, at a regular meeting held on the 6th day
of November, 1980.

AGREEMENT
THIS AGREEMENT, made this 6th day of November
1980, by and between the BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, hereinafter referred to as "County", and the
EMERGENCY. MEDICAL SERVICES COORDINATING COUNCIL OF SOUTH, FLORIDA,
INC., hereinafter referred to as "EMS Council",
WITNESSETH:
WHEREAS, the County desires to enter into an agreement wherein
the County contracts for services from said EMS Council in support
of the development and implementation of the emergency medical
services system in Monroe County in conformance with the provisions
of Public Laws 93-164 and 94-573, and for the rendering of health
services to the citizens of Monroe County, Florida, and
WHEREAS, such services have been invaluable to the citizens
of Monroe County, Florida, an~
WHEREAS, the County appropriated funds in the amount of
$5,000.00 in the County Budget for Fiscal Year 1980-1981 to pur-
chase comprehensive planning and advisory services from the EMS
Council, and
WHEREAS, the EMS Council has applied for and received apprOXl-
mately $500,000.00 of Federal Public Health Service funds to
finance the development of a regional emergency medical services
system tnrough the provision of equipment training, education,
recruitment, data gathering and management information, and
WHEREAS, the County appropriated funds in the amount of
$5,000.00 in the County Budget for Fiscal Year 1980-1981 for the
purpose of providing matching monies for the aforesaid Public
Health Service grant, and
WHEREAS, it is proper and fitting to entet into an agreement
for services to be rendered in the forthcoming year, 1980-1981;
now, therefore,
IN CONSIDERATION of the mutual covenants and promises herein
contained, the parties hereto agree as follows:

1. The County agrees to pay to the EMS Council the sum of
$5,000.00 to be provided In twelve (12) equal monthly install-
ments as and for payment for services rendered as set forth herein.
The first of said monthly installments shall be due and payable
November 1, 1980 and the last of said monthly installments to be
due on September 30, 1981.
2. The EMS Council agrees to provide comprehensive planning
and advisory services with respect to the emergency medical
serVIces to include but not be limited to:
(a) Developing and implementing mutual incentive
programs that specifically address problems of retention and
training of volunteer EMT's and paramedics in Monroe County.
(b) Provide equipment and coordination for interfacing
Monroe eounty's and Dade County's real time systems for inter-
county patient transfers.
(c) Develop formaitransfer agreements between Monroe
County and Dade County emergency facilities.
(d) Establish ongoing training programs for emergency
personnel to insure conformance with state standards.
3. The EMS Council agrees to provide a clear financial
audit trail to allow for full accountability of funds received
from said Board.
4. The services to be provided herein shall be for the
Fiscal Year beginning October 1, 1980 and ending September 30,
1981.
5. Termination. Either party may terminate this agreement
at any time with or without cause by furnishing written notice to
the other with not less than sixty (60) days notice, in which
event, each party shall be released completely from any claims
that the other may have by virtue of this agreement.
IN WITNESS WHEREOF, the County has caused these presents to
be executed in its name by its Board of County Commissioners
acting through the Chairman, Board of County Commissioners, and
caused its official seal to be affixed, and attested by the Clerk
