RESOLUTION #315 - 1980
WHEREAS, the BOARD OF COUNTY COMMISSIONERS of MONROE COUNTY,
FLORIDA, has received an application from Simon Lipsky to:
Modify existing Marina to accommodate a larger number of boats
and improve circulation throughout the existing two boat basins. To
accomplish this, the applicant proposes to dredge approximately 2123
cubic yards below kffrd from a shallow area just outside of existing
basin, and remove approximately 610 cubic yards above MHW to enlarge
this basin and improve flushing.
To protect the shoreline and northwest boat basin, applicant proposes
to us boulder riprap around part of the preimeter and across waterward
edges. To accommodate boats in the enlarged existing northwest basin,
concrete docks/seawalls and concrete finger piers are proposed. In-
terior corners of basin will be curved to aid circulation.
Applicant further proposes to connect the two existion basins by a
concrete box culvert measuring 80'x1l'x-6.0' Iff W. This is believed
to be beneficial the flushing and circulation of both basins, but
particularly to the basin facing northwest.
Spoil from the dredging is to be placed on adjacent existion upland as
part of a fill pad for a proposed building (not part of this application).
To protect an existing access channel beyond eastern edge of property,
applicant wishes to construct an intermittent boulder riprap break-
water in 100' segments separated by 10' open areas for a distance of
375'.
As part of existing dock and seawall along north face of southeast
boat basin has deteriorated, applicant wishes to repair and replace
this 65' x 10' section. The existing wooden docks in northwest basin
are also to be replaced at the time the proposed docking is installed.
At the request of Monroe County, the applicant has agreed to install
a culvert in the breakwater at the northwest corner of proposed basin
to further enhance circulation.
This commercial marina has been in existing for many years, but re-
mained idle until last year when Bird Marina South took over. The open,
water just to the east is often used by sailboats to "overnight",
or pass a few days, as it is deep and semi -sheltered from winds except
from NNW.
The property immediately adjacent on the west is in private ownership
and has a large (100' x 75' - 8 +) enclosed boat basin.
Approximately 300' further west another large (400' x 100') private boat
basin exists.
1700' to the northeast, a large campground has been in existence for
many years. This campground has a marina with an access channel
and circulation canal.
The existing northwest basin, due in part to depths in excess of -9',
was grey with suspended materials and had a large amount of floating
organics at the time of first investigation. Enteromor ha s
Ulva sp. and brown algae were growing near edge o T basin. Me manager
commented that it is sometimes difficult to keep his baits alive,
using this water. A few Ulva sp. and Enteramorpha sp. plants were
only vegetation observed.
Yet, the water in the easternmost basin, over 18' deep, was clear
and had over 100 snappers (1 lb. to 3 lbs. est.) and one 20 lb.
grouper present. Parrotfishes, tropicals and barracuda were also
present, even though the manager commented that the bottom of this

deeper basin had a two foot layer of -soft, silty material (personal
communication). The difference in width of openings and natural
circulations between the two basin may, in part, account for the
visual difference in water clarity.
The submerged edge of the access channel (-8+), beyond eastern
property line, over which applicant wishes to construct intermittent
boulder breakwater is patchly vegetated with sparse Halimeda sp.
Penicillus sp. and brown algae. The bottom here is shell hash,
Halimeda, fragments and small coral stones. Glass minnows and
accompanying barracuda were present in the area during investigation.
Depth ranges from -0.5' to 2.0'.
The area of dock to be repaired on.north margin of eastern basin will
require no.major work as the seawall is still supportive. No
vegetation is growing upland here.
The bottom in the proposed dredging and breakwater area of northwest
basin is firm; small to medium stones, -shell hash and Halimeda
fragments with sparse covering of brown algae, Halimeda sp. and seven
Pterogorgia sp. plants on the western side of north access channel.
The eastern portion of the proposed north dredge area was a repository
for stones and old concrete. No vegetation was observed -in this area,
not even on the boulder riprap-which is .opposite of existing boulder
riprap along the north edge of the old _filled upland. Depths adjacent
to the riprap were -3' and the bottom was 30% vegetated with Halimeda sp.
while the riprap was substrate for a few patches of lush red a g— ae.
The net impact of this project.will be beneficial; in that the removal
of the solid breakwater across the existing northwest basin will .be
replaced with a .flow -through, culverted boulder riprap breakwater.
The installation of a wide box culvert between the two basin will
improve .flushing and remove a source of low D.O. water (existing
northwest basin). The removal of the old concrete will reduce the
amount of rusting -reinforcing rods.
The filling of the northwest basin to a level of -5' will aid flushing
and eliminate an existing bottom discontinuity which occassionally
creates a.high B.O.D.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA, as follows:
1. That the above Biological assessment has.been read into
the Record and duly considered pursuant to Florida Statute 253.124
by the Board of County Commissioner of Monroe County, Florida,
this 19th day of November, A.D. 1980.
2. That said application is hereby dispproved by said Board
as the subject property is not properly zoned for modification to
the existing marina.
Passed and adopted by the Board of County Commissioners of
Monroe County, Florida, ata regularly scheduled meeting held on
the 19th day of November, A.D. 1980.
