I Commissioner George Neugent, Dist. 2 Commissioner Charles McCoy, Dist. 3 Commissioner Sylvia Murphy, Dist. 5 DATE: 5 June, 2007 TO: Andrew O. Trivette, Acting Director of Growth Management FROM: George Garrett, Director of Marine Resources SUBJECT: Employee Service Award - Month of March 2007 Richard Jones became a full time County employee in January 1997. Since his hire, he has always been a diligent, hard working individual with a sincere interest in public service. His job responsibilities entail installing and maintaining the County's extensive system of Aids to Navigation and regulatory markers and developing plans for mooring fields and boat ramp construction. In the past year Rich has taken on significant additional responsibility. First, he has been enrolled in the Certified Public Managers and is an active and interested participant. Rich graduated from the CPM program this month, June of2007. Second, with the approval of the Department, Rich is now a member of the state's Boating Advisory Council. This is a position appointed by the governor. The activities of this group affect boating policy throughout the state. Rich's efforts on the Council have assisted the County in standardizing boating regulatory signage for boaters in the Florida Keys. Through these efforts, local boaters and visitors to the Keys or any where in the state are assured of seeing simple, understandable, and consistent boater signage. The County through Rich has also been able to take an active position of whether non-motorized craft such as kayaks or canoes should be required to register as do larger motorized vessels. Further, the Council is now taking a serious look at the issues of better managing derelict and abandoned vessels. The number of such vessels is a large problem throughout the state; no worse anywhere than here in the Florida Keys. With the assistance of the Council we may again acquire funding from the legislature in removing derelict vessels and may be able to speed the process for removal. On an annual basis, the County removes over 100 vessels. After Hurricane Wilma, we removed nearly 600 vessels. Third, Rich is also active taking on the responsibilities of completing the County's Marina Siting Plan. This effort is inextricably linked with our efforts to preserve the County's working waterfronts. In both efforts, Rich brings Monroe County to the forefront of a statewide and even national effort to protect the continued existence of working waterfronts and to preserve full public access to the waters of the state. Rich will be bringing the Marina Siting Plan forward for Commission approval in the coming few months and revisions to the Land Development Regulations to protect working waterfronts starting in March. Because of Mr. Jones' enthusiasm and interest in the requirements of his job, Richard Jones has been honored with the Employee Service Award for the month of March. The entire Division, County staff, and the public celebrate Riches achievements. He has an extremely varied job with many responsibilities and shirks none of them. Mr. Jones is the type of employee who constantly seeks additional ways to improve his performance and the performance of his Department and Division. He is diligent and thorough in his work. In recent months Mr. Jones has been expected to grow as an employee and as a professional in his field and has exceeded our expectations. He consistently demonstrates his reliability and dedication. They assist children and adults who do not have insurance or people who meet the criteria with eye glasses. They take referrals from schools, community service organizations, and Marathon, Big Pine Key, and Key West Lion's Clubs. The Florida Keys Council for People with Disabilities wants to take this opportunity to let them know how much they are appreciated. They are an asset to the residents of Monroe County and are very deserving of this award.
