AGENDA ITEM WORDING: approval of a resolution directing staff to organize
efforts to seek out and apply for appropriate grants to offset the cost of County
projects and expenditures, and waiving the existing requirements that each grant
application must be individually approved by the Board prior to submission, and
again prior to an award being accepted when the award does not have a match
requirement. The existing process to accept grant funding where the grant award
does require a match win hereby remain unchanged.
1. ITEM BACKGROUND: With a heightened focus on seeking grant opportunities, it has
become a concern that the large number of grants we will be applying for will add significantly
to the BOCC agenda, as they must currently be individually approved prior to submitting
application as well as prior to grant awards being accepted. This adds to staff time to prepare
each agenda item, Board time to review them, and most significantly, the six-week delay
inherent in waiting for approval to be posted on the agenda and come before the Board for
review can prevent us from pursuing some grants due to deadlines and submission cycles. Tbe
added delay necessary for the Board to approve acceptance of grant awards when no matching
funds are required can add another six weeks to this timeline. In addition, our current process
does not encourage internal coordination across Divisions nor strategic pairing of projects with
grant opportunities, which could result in more successful applications and increased funding.

RESOLUTION NO. -2007
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY" FLORIDA" DIRECTING STAFF TO ORGANIZE
EFFORTS TO SEEK OUT AND APPLY FOR APPROPRIATE GRANTS
TO OFFSET COSTS; WAIVING THE EXISTING REQUIREMENTS
THAT EACH GRANT APPLICATION BE INDIVIDUALLY APPROVED
BY THE BOARD PRIOR TO SUBMISSION AND AGAIN PRIOR TO
ACCEPTANCE OF THE AWARD WHEN THE AWARD DOES NOT
REQUIRE A MATCH BY MONROE COUNTY; AND MAINTAINING
ALL EXISTING REQUIREMENTS FOR GRANT APPLICATIONS AND
ACCEPTANCE OF GRANT AWARDS THAT DO REQUIRE A MATCH
BY MONROE COUNTY.
WHEREAS, Monroe County has been impacted by recent legislature and the subsequent
need to significantly cut budgets; and
WHEREAS, it is our desire to continue to provide outstanding public service responsive
to the needs of our citizens, community, and environment despite the impact of these budget
cuts; and
WHEREAS, currently, the Board must approve all applications for grants prior to
submission, which can cause a delay of up to six weeks, at times delaying the grant application
until the next submission cycle, as well as adding unnecessarily to the Board agenda; and
WHEREAS, it is unnecessary to delay acceptance of grants awarded to the County that
do not require any matching funds, again adding unnecessarily to the Board agenda; and
WHEREAS, our heightened focus on pursuing a wider variety of grant opportunities
requires improved coordination between Divisions and wiU result in a significantly increased
number of grant applications; now, therefore,
BE IT RESOLVED THAT THE BOARD OF COUNTY COMMISSIONERS OF
MONROE COUNTY, FLORIDA, HEREBY:
1. Directs Division staff to coordinate grant opportunity research and application
submission with the Project Manager to the County Administrator.
2. Waives the requirement that grant applications be approved by the Board before
submission, and authorizes the County Administrator to manage grant application
submission approval and execution of related documents.
3. Authorizes the County Administrator to accept award of grants that have no match
criteria, and to execute related documents.
PASSED AND ADOPTED by the Board of County Commissioners of Monroe County,
Florida, at a meeting of said Board held on the 18th day of July, 2007.
