Riverview Consultants, Inc. (RCI) proposes to provide Disadvantaged Business
Enterprise (DBE) Program supportive services for Key West International and Florida
Keys Marathon Airports in accordance with the Airports' FAA approved Disadvantaged
Business Enterprise (DBE) Program guidelines; under the general direction of URS
Corporation and each Airport Director in accordance with 49 CFR, Part 26 guidelines.
We propose to work with URS Corporation and the Airports' designated staffs, to
implement DBE Programs and provide assistance to Airport officials in order to comply
with the Airports' DBE Programs in accordance with 49CFR, Part 26; and to assure
DBE Participation in the Airports' existing Airport Improvement Project (AlP) and
concessionaire processes.
I. OBJECTIVES
The major purposes of this assignment are to:
(1) Assist the Airports' staffs with the development of a strong Disadvantaged
Business vendor base with the specific task of identifying a sufficient number
of "ready, willing and able" DBEs who can perform successfully on the
Airports' engineering & professional service (E&PS) and construction
contracts per 49 CFR, Part 26 guidelines.
(2) Assist with the certification of DBE Concessionaires at the Airports.
(3) Prepare annual updates of the Airports' DBE Concessions Plans.
(4) Establish and update DBE Directories for engineering & professional services
(5) Establish and update DBE Directories for concessions.
(6) Prepare a DBE Policy & Procedures Manual, including DOT compliance
checkpoints, for engineering & professional services AlPs.
(7) Collect and review the appropriate DBE program information which can
facilitate decision-making and overall AlP project management in accordance
with applicable federal, state, and local DBE Program regulations;
(8) Promote the Airports' DBE Programs to prime and subcontractors, and to the
entire local DBE community via mail, newspapers, Internet and other
promotional vehicles at no additional cost beyond the enclosed fee schedule.

II. SCOPE OF SERVICES
We propose to perform these DBE Program Consultant services via a Pilot
Program beginning December 1, 2002 and ending September 30, 2004... the
date through which the current DBE Legislation has been approved. We realize
that these dates may be changed per the Airports' needs.
The specific tasks for the successful implementation of these portions of the
Airports' Disadvantaged Business Enterprise Program are:
Ad ministrative/Liaison:
- Acting as Liaison between Contractors and Subcontractors; and between DBE
Program Participants and the Airports' Officials.
Identifying AlP Contracting Opportunities, for DBEs, at the Airports.
Developing a methodology for the Airports to disseminate information on
available AlP opportunities to the local DBE community via MWBE organizations
and minority-focus publications.
Sending monthly Reports to each Airport Director.
Attending quarterly meetings with the Airports' staffs.
Assisting the Airports in establishing overall annual DBE goals.
Preparing annual updates of the Airports' DBE and Concession Plans
Outreach/Certification:
Identifying local trade associations and technical assistance agencies, etc.
Developing a Monroe County Airport Directory of Certified DBEs.
Developing a DBE certification eligibility checklist that will be used in-house to
oversee the DBE Program Consultant's on-site visits, write-up and certification
recommendations per 49CFR, Part 26.83.
- Compiling a mailing list of DBEs for prospective contractors to use as a DBE
subcontractor guide.
Establishing an information center designed to increase the awareness of DBEs
toward potential contracts and contract procedures via PCs, websites and other
Organizations' bulletin boards
DBE Proaram Monitorina:
Conducting "Good Faith Effort" Audits per 49 CFR, Part 26.53 and Appendix "A"
Conducting DBE Contract Compliance Monitoring to assure DBE participation
per 49 CFR, Part 26.37 and 26.55
Developing the program and analysis procedure to comply with the Methodology
for determining, meeting and counting overall annual DBE goals.
Establishing a bidders' list for each Airport per 49 CFR, Part 26.11
Developing a program to conduct reviews of AlP contractors' agreements to
ensure compliance with the Plan per 49 CFR, Part 26.

status...i.e., future, in process activities, finished, etc.
ADDeals:
- Assisting the County, as needed, with the Airports' certification/ re-certification
process in accordance with 49 CFR, Parts 26.89 and 26.91
III. Manaaement / Consultant Interface
The consultant's level of effort for this task shall reflect a one hundred percent
(100%) supportive services effort to URS Corporation's agreement with the Airports.
The consultant shall work with/for URS to provide a tumkey DBE Program
Implementation service for the Airports. A monthly schedule of the consultant's DBE
Programs' proposed activities shall be approved by URS. All consultant reports,
documents, etc. shall be forwarded to URS, which shall, in turn, report to the Airports.
