On behalf of The City of Key West and Artificial Reefs of the Keys, REEFMAKERS ™
respectfully submits the August monthly progress report for the Vandenberg Artificial Reef
Project. Included with this narrative are an updated schedule, reflecting all changes and
completion of activities related to this project, and a copy of the agenda for the monthly
conference call. Financial documentation related to reimbursement for the portions of this
project partially funded by MARAD will be provided under separate cover to the appropriate
parties.
A conference call between the stakeholders took place on Tuesday, August 7th, 2007 at 1 :00
PM EDST. Parties to the conference call were:

Project status was discussed as follows in this narrative.
The Virginia DEQ has extended use of the provisionallD number for this project. A new
number will be required for the dry docking period due to the change of location.
Inspections were completed by Mr. Willie Barnes and Mr. Roger Taylor, representatives of
MARAD, on July 26'h for verification of project progress. The USCG completed a spot check
on July 27'h, 2007 of the tank cleaning contractor, EBANOVA; all was satisfactory. The
USCG also completed a tank inspection on July 25'h The following tanks were inspected and
determined satisfactory: 2 port db, 2 stbd inboard, 3 center db, 3 port db.

During this reporting period cleaning and preparation has been concentrated in four areas.
The first of these areas is tank cleaning. It is anticipated that all tanks, except the bilges
which will be cleaned post dry-dock, will be completed within the next two weeks. Twenty
three tanks are cleaned and ready for inspection. These are small tanks and will be
scheduled for inspection in coordination with inspection of larger tanks presently being
cleaned.
PCB removal continued throughout this reporting period. It is the intent to remove all
materials suspected of containing PCBs to limit the need for testing. The PCB inventory
survey process has resulted in determination that potentially PCB containing materials are
limited to cable, florescent ballasts, ventilation gaskets, bathroom caulking and transformer
fluids. Paint sampling will be required to determine PCB content. PCB removal has been
concentrated in cable removal, florescent ballast removal and removal of ventilation gaskets.
Three (3) containers of PCBs have been removed from the site by TW Services totaling
81,431 Ibs. Two additional bins are full and ready for removal. In support of PCB removal
efforts, asbestos removal/abatement has also been completed.
Initial marking and preparation for cuts was completed in support of preparation for
deployment in the 2 hold and 6 hold. Drawings have been marked up for other deployment
preparations. A detailed deployment plan document has been prepared and is presently
under review. This plan will be forwarded to the appropriate regulatory parties and the
insurance marine surveyor upon completion and will contain specifications concerning the
percentage of deployment specific work that can be completed in Norfolk, VA and the
percentage of deployment specific work that must be completed in Key West, FL.
Coordination with the National Marine Fisheries Services will be made through William Horn
of the Florida Fish and Wildlife Conservation Commission and will include aerial surveillance
for marine wildlife protection.
General cleaning, which includes removal of debris from storage areas, removal of cabinets,
berthing, any items that may become loose during the reefing process and items from living
areas continued throughout this reporting period. This general cleaning has resulted in
general waste/debris of 4.42 tons which have been removed by Waste Management
Services. Paint removal in preparation of hot work and paint sweeping continues; paint chips
have been containerized in preparation of removal.
A knuckle removal planning meeting took place at Colonna's Shipyard, Inc. on Monday, July
23"'. Present at the meeting were Chris Adryan, Roy Gabriel and Kevin Weatherby of
REEFMAKERS™ and Dion Esidero, Doug Scalf, Martha Scalf, and Chris Stevans of
Colonna's Shipyard, Inc. Ultrasonic Testing results were reviewed. It was determined from
the ultrasonic testing results that the pad eyes on the knuckles are adequate for knuckle
removal. Knuckles are scheduled for removal on August 2g'h.
Planning meetings between REEFMAKERS ™ personnel and Stevens Institute of
Technology took place on Wednesday, August 1,2007 to discuss specifics in regard to
stability analysis for the tow from Norfolk to Key West and the tow from Key West to the
deployment site. Additionally, specifics on the deployment model were also addressed.
Two safety incidents occurred in July. On July 25'h. at approximately 1430 there was a small
flash fire. Fire suppression was engaged; the fire was extinguished and smoke vented. There
were no injuries and no damage to the vessel. All parties responded in accordance with
speCified procedures. On July 27'h at 1330 an employee received a cut to the head from an

overhanging pipe which required 7 stitches. The employee returned to work the following
Monday. All parties responded appropriately to the emergency. Reports for both incidents
have been filed at REEFMAKERS™
There has been theft of small items from the vessel. This has been addressed with
Colonna's security personnel and the theft is being investigated.
During August the radar gear turning knuckles will be removed. PCB removal will continue
forward to aft and top down and will include vent ducting removal and cable removal.
Removal of salvage-abies will be completed from the top down forward to aft. Final cleaning
will take place on the Radar Deck, Navigation Bridge Deck and the Bridge Deck. Tank
cleaning and inspections will continue. It is anticipated that the tank cleaning and inspection
will be completed during this period. General cleaning and removal of all loose items will also
continue during this period.
Dry docking has been changed as per the request of Colonna's Shipyard, Inc. Specifics of
the dry docking date are not presently available.
Visit Vandenberg has been rescheduled for Monday October 8'h, 2007. Information regarding
planning will be forwarded separately for this event.
The next monthly conference call is scheduled for Tuesday, September 11th, 2007 at 1 :00
pm. Please note that this is one week passed the regularly scheduled date due to the Labor
Day Holiday. Conference call information will be provided prior to the time scheduled.
