Army Corps of Engineers Various other sub-agencies are monitoring this project as to how it is done, procedures, and after monitoring as to effectiveness of artificial reefs. The State of Florida wants to deploy more reefs in the future and VANDENBERG is the pilot project. Projections are that for every $1.00 invested in artificial reefs the return is $1.57. This figure comes from artificial reefs already in place. Monroe County's reneging on its pledge would set off an unattractive chain-reaction. The inter local agreements between MARAD, Monroe County and the State of Florida were pledged to the lending institutions. MARAD has already released a portion of its $1.3mm commitment based on the full faith and credits of all of the entities. This is not a fly by night operation. Included with this narrative are: an updated schedule reflecting all changes and completion of activities related to this project and a copy of the agenda for the monthly conference call and a summary of the conference call between the stakeholders of this project which is the basis of the narrative summary of this project. Financial documentation related to reimbursement for the portions of this project partially funded by MARAD will be provided under separate cover. A conference call between the stakeholders took place on Tuesday, March 3"', 2007 at 1 :00 PM EDST. Dey, Wes Roots, Kevin Weatherby (REEF"AKERS™) Project status was discussed as follows in this narrative. The insurance Marine Surveyor, John Waite and representatives from REEF"AKERSTM, Chris Adryan, Wes Roots, and Joe Weatherby were on site at James River Reserve Fleet beginning March 19th, 2007 to perform an initial shipcheck and procure necessary documentation for the tow to Colonna's Shipyard, Inc. Jeff Dey of REEF"AKERS ™ arrived in Virginia on March2" for attendance at the project meeting held at Colonna's shipyard in preparation for the tow. In attendance at this meeting were the following project personnel: 1274 N. Alyn Fife Alyn Fife Todd Heare QIMER Coordination of all efforts in support of the tow were formalized at that meeting. Modifications of the berthing site were addressed, review of QA procedures, view of tug equipment and environmental remediation resources were also evaluated during this trip. In addition, tow meetings with martin Walker, the REEF"AKERSTM team and the insurance Marine Surveyor were completed during the week in support of the tow to Colonna's. All towing requirements were approved by Lt. Clark and the USCG. The tow was rescheduled for March 30th as necessitated by tugboat availability. On March 29'h the bilges were pumped down by JRRF and a generator with 30 hours of fuel was placed on board in support of any dewatering emergency needs that may have occurred during the tow. Mooring lines, oil boom and brow were on station at MHI. The lines were attached to the Vandenberg at 8:45 am EDST for the tow. Two tugs were provided by Moran towing, 1@ 4,200hp and 1@ 3,000 an additional tug @ 3,000 hp was provided by McAllister Towing. The trip was accompanied by Moran Environmental Recovery. The tow proceeded as planned along the James and Elizabeth Rivers weather was clear, dry with a light breeze. The Vandenberg was docked at MHI, next to Colonna's Shipyard, Inc at 4:00 pm EDST. .::.......~ Upon Arrival at MHI, the Vandenberg was secured; a tank barge was made available for engine room discharge and pumping of tanks. A floating oil and debris boom was placed around the vessel to protect against any potential spills. Pumping was initiated. 2P, 2C, 8S, Port F/O settling, and 6P are pumped down. Additional tanks in progress. Temporary lighting was installed. The Colonna's environmental compliance director, safety supervisor and AB contractor conducted a shipcheck. Upon completion, the asbestos contractor began abatement processes. An asbestos subcontractor completed asbestos abatement in the AMR and work was begun on all friable asbestos in the engine room. Loose paint chip removal has been initiated in order to limit the spread of chips throughout the ship during work. A shipcheck will be completed to assess HAZMAT and Non HAZMAT items. Data gathered during the shipcheck will be utilized to prepare the PCB and HAZMA T work plan. A contractor for HAZMAT disposal will be identified and coordinated by Frank Wheatley of Colonna's Shipyard, Inc. Dry-dock has been scheduled to commence April 10th or 11th A dry-dock production schedule is being prepared on a zone by zone production basis in order to maximize the efficacy of the dry- dock. Items to be addressed are hull cleaning, removal of the radar knuckles and replacement of the antennas, removal of equipment in and cleaning of the engine room and all lower level compartments, tank cleaning, and repair to the hull for seaworthiness. Dewatering, de-fueling, gas freeing, certification and inspection of tanks is to be completed while in dry-dock so that tanks can be filled, pressed and sealed to provide stability when the ship is re- floated. Meetings have been scheduled for REEF"AKERS ™ team members for April 16th and 17'h in Key West, Florida. These meetings have been established as the initial meetings in support of the time the Vandenberg will be in port in Key West to complete final preparations for deployment to the sea floor. Interface with the Florida Keys National Marine Sanctuary, the Sheriffs Department and the department of the Navy in relation to materials needed for reefing will take place. Preliminary planning has begun for a publiC meeting at the Ferry Terminal. This public meeting may take place during this visit or on the next visit by team members to Key West. As discussed, the Vandenberg has received dispensation in regard to hull cleaning for the first leg of the tow since she will not be leaving the port of Hampton Roads. Cleaning is to be completed while in dry-dock. Lt. Bill Clark of USCG has been apprised of this plan. All marine growth will be removed from the site and land-filled in accordance with Virginia DEQ requirements. In summary, the Vandenberg was towed from JRRF to the MHI facility next to Colonna's on the Elizabeth River. While berthed at that site, all tanks except the feedwater tank (where it is expected the leak is located) will be pumped dry. Asbestos abatement will be completed and removal of all loose paint chips will be completed to provide a safe working environment. Temporary light and ventilation will be installed. The ship will be dry-docked on April 1 oth or 11th. Dry-dock will last for approximately three to four weeks. During that time the hull will be cleaned, leaks will be repaired, superstructure alterations will be completed and any removal alteration necessary in the lower ship compartments will be completed including cleaning of tanks. ~.~ Dockside and on board ship spaces will be designated as our staging and primary fore and aft ship workspaces. Large dumpsters will be staged as temporary holding containers for HAZWASTE and regular solid wastes.
