Army Corps of Engineers Various other sub-agencies are monitoring this project as to how it is done, procedures, and after monitoring as to effectiveness of artificial reefs. The State of Florida wants to deploy more reefs in the future and VANDENBERG is the pilot project. Projections are that for every $1.00 invested in artificial reefs the return is $1.57. This figure comes from artificial reefs already in place. Monroe County's reneging on its pledge would set off an unattractive chain-reaction. The inter local agreements between MARAD, Monroe County and the State of Florida were pledged to the lending institutions. MARAD has already released a portion of its $1.3mm commitment based on the full faith and credits of all of the entities. This is not a fly by night operation. W23-498/212 Washington, DC 20590-00001 Dear Mr. Horn: On behalf of The City of Key West and Artificial Reefs of the Keys, REEFMAKERS™ respectfully submits the July monthly progress report for the Vandenberg Artificial Reef Project. Included with this narrative are an updated schedule, reflecting all changes and completion of activities related to this project, and a copy of the agenda for the monthly conference call. Financial documentation related to reimbursement for the portions of this project partially funded by MARAD will be provided under separate cover to the appropriate parties. A conference call between the stakeholders took place on Tuesday, July 10th, 2007 at 1 :00 PM EDST. Parties to the conference call were: Joe Davis (BB& T) Chris Stevens (Colonna's Shipyard, Inc.) Craig Brown, Laura Johnson (EPA) William Horn (Florida Fish and Wildlife Conservation Commission) Kent Edwards, John Halas (FKNMS) Chris Adryan, Kevin Weatherby (REEFMAKERS™) Project status was discussed as follows in this narrative. HAZMAT IDs were received from the appropriate parties: Virginia DEQ VAP00016414 EPA VAW000000727 Documentation of appropriate waste transport permits and associated documents were received from all waste removal agencies. Copies are maintained at REEFMAKERS™ in Moorestown, NJ and with Kevin Weatherby, REEFMAKERS™ shipyard representative, in Norfolk, VA. 1274 N. Church Street, Moorestown, New Jersey 08057 (609) 352-5389 Inspections were completed by Mr. Willie Barnes, a representative of MARAD, and Ms. JoEllen Sullenger, a representative of Artificial Reefs of the Keys (ARK). Both of these inspections took place on June 26th, 2007 (see photo, below). It is anticipated that Mr. Barnes will be returning for another inspection in August when the Vandenberg is in dry-docked. The USCG completed an unannounced spot check on June 27th, 2007 of the tank cleaning contractor, EBANOVA; all was satisfactory. The USCG inspection report is enclosed. During this reporting period cleaning and preparation has been concentrated in three areas. The first of these areas is tank cleaning. Twenty seven (27) tanks were cleaned during this period _ twenty three (23) of which (settling port, settling starboard, void, 7 port aft, 7 starboard aft, gravity starboard, gravity port, settling (2 tanks), emergency fp sump, emergency fp sr, 2 starboard db, 2 center db, 1 starboard inboard, 1 port inboard, 1 starboard outboard, 1 port outboard, 2 port inboard, 2 port outboard, 2 starboard outboard, 3 starboard, storage, and settling) were inspected and determined to be satisfactory by the US Coast Guard. In support of tank cleaning cuts were made in the transfer manifold in the engine room, flanged, and the lines fully flushed. The second primary area has been PCB removal. The PCB 'inventory is complete. It is the intent to remove any materials suspect of containing PCBs thereby reducing the scope of sampling and testing. The process for PCB removal is as follows. A team removes any deck plating/bulkheads necessary for access. A team from AIM precedes the PCB cable removal crew for asbestos abatemenVremoval, the cable crew follows removing any cable, and a cleanup crew removes any additional suspected PCB containing materials within that compartment. The upper deck and all passageways have been completed. Three (3) containers of PCBs have been removed from the site by TW Services. Two additional bins are full and ready for removal. The third primary area has been general cleaning which includes removal of debris from storage areas, removal of cabinets, berthing, any items that may become loose during the reefing process and items from living areas. This general cleaning has resulted in general waste/debris of 5 bins which have been removed by Waste Management Services. Paint removal in preparation of hot work and paint sweeping continues; paint chips have been containerized for removal. All paint tested to date has tested PCB free. It is anticipated that the ship will need to be swept again prior to the tow to Key West. In addition to the cleaning processes described above, preparation for removal and removal of equipment has also progressed. Radar gear in the bridge and the gyroscope have been removed. On the lower levels cuts in the AMR starboard side into the vertical truck opening have been made to allow easier access for removal of larger heavier items. A lathe and two drill presses have been removed from the #fJ hold as well as 6 electric motors. Removal of wood paneling and refrigeration tubing has begun in the cold stores. The turning knuckle removal has been postponed due to concerns about the adequacy of the padeyes. New padeyes have been fabricated and the anticipated date for removal is the week of July 16th In response to safety and security concerns a camera has been installed at the site to reduce the likelihood of intruders when no one is working on board. During July the radar gear turning knuckles will be removed. PCB removal will continue forward to aft and top down. Equipment removal from production zone 5 will continue through the access cuts made this past month. Tank cleaning and inspections will continue. It is planned that all tanks will be cleaned and inspected prior to dry docking. General cleaning and removal of all loose items will also continue during this period. Preparations for dry docking and for the cutting in association with deployment frames will also begin during this period. ~.~ An inspection of the Vandenberg by Craig Brown and Laura Johnson of the Environmental Protection Agency is scheduled for August g'h. Dry docking is scheduled for August 20'h through September 4'h. The plan for the evolution of removals during this period is being prepared. Completion of the remaining 10% of hull cleaning will also take place at this time. Plans are being made for "Visit Vandenberg" scheduled for September 17'h, 2007. Additional information will follow in August. Attached is the REEFMAKERS™ Visitor's Safety Guidelines of the Site Safety Plan. The full plan is available for review upon request. Also attached are suggested accommodations. Other arrangements will be made for Visit Vandenberg and will be forwarded with the information for that event. It is our intent that your visit be informative and enjoyable. To that end there are certain safety precautions that must be followed to protect you from inherent shipyard/construction risk. These guidelines do not absolve you of responsibility for your actions during your visit on site. As with any construction site, you must be aware of your surroundings and be diligent in providing for your own safekeeping. After reading the following material, please sign and date in the space provided. It is necessary that you are dressed as specified below and that you follow the restrictions cited below to protect your own safety. Attire: Hard Hat Hard hats are required to be worn at all times while on board the ships, in the shipyard, on the roadways and in all production areas. They are not required in offices or in enclosed vehicles. At a minimum, hard hats must comply with ANSI Standards Z89.1 & Z89.2. Industrial Safety Glasses with Side Shields Safety Glasses are required to be worn at all times on board the ships, in the shipyard, on the roadways and in all production areas. They are not required in office spaces or enclosed vehicles. Industrial safety glasses with side shields must conform to ANSIZ87.1standards. Glasses must be labeled ANSI Z87.1, otherwise they are not authorized for wear. Those individuals who require prescription glasses must obtain industrial prescription safety glasses with side shields, or wear mono-goggles or other approved cover glasses over their street glasses. Shaded lenses may not be worn below decks or inside of any vessel. Clothing Shirts must have at least a 1/4 sleeve, trousers must be full length. No abbreviated clothing is permitted. Loose clothing that does not fit properly and presents a hazard while on board or in an industrial area is not permitted. Protective Footwear 1274 N. Church Street, Moorestown, New Jersey 08057 (609) 352-5389 Protective Footwear (steel-toed) is required to be worn at all times on board the ship, in the shipyard, on the roadways, and in all production areas. They are not required in office spaces or in enclosed vehicles. Safety footwear must meet the requirements of ANSI-Z41-1991 American National Standard for Personal Protection - Protective Footwear. Gloves It is recommended that gloves be worn while on board the ships for hand protection and to assist in navigating the interior of the ship. Hearing Protection Generally, hearing protection is required on board vessels and when working around an operating crane or machinery. Additional protection, such as earmuffs, may be required when earplugs do not provide adequate protection. Other areas may be posted as requiring hearing protection. Access: It is imperative that you remain with a REEFMAKERS™ project team member during your visit. The ship you are about to board is an active construction site with all of the inherent risks of such a site. Limitations Visits must not impede the production work being accomplished. To that end, some areas may not be accessible due to the work in progress and the safety requirements for personnel in those areas. Taped off areas are not accessible for visitors. These are areas where HAZMAT abatement is in progress. Significant training, blood testing and specialized apparel are necessary prior to entry into these work areas which is not within the scope of most visits. Watch where you walk. Head clearance heights are low in some areas and even with hard hats may pose a risk to your safety. There are also hoses, and equipment in use on the decks. Be careful not to trip. The ladders and stairways must also be accessed with care.
