On behalf of The City of Key West and Artificial Reefs of the Keys, REEF"AKERSTM respectfully
submits the first monthly progress report for the Vandenberg Artificial Reef Project. Included with
this narrative are: an updated schedule reflecting all changes and completion of activities related
to this project, an earned value chart reflecting the weighted average, percent complete, and
change in percent complete for the portions of this project for which MARAD is providing partial
funding; a copy of the agenda for the monthly conference call and a summary of the conference
call between the stakeholders of this project which is the basis of the narrative summary of this
project.
A conference call between the stakeholders took place on Tuesday, February 28th, 2007 at 1:00
PM EDST. Parties to the conference call were:

Project status was discussed as follows in this narrative.
The Vandenberg Project has experienced an initial delay due to a postponement of the expected
date of signature of the Memorandum of Agreement between The City of Key West and the State
of Florida. This delay was a result of a change in council members and city attorney for The City
of Key West since the inception of the project. The new city representatives needed to be fully
apprised of all obligations for the project, in accordance with their elected responsibilities. This
document was signed and executed on Friday, February 23, 2007. Due to this delay, the project
has been on stand-by and removal of the Vandenberg form JRRF has also been delayed. All
contracting parties should be in order by the end of this week to begin work for preparation for the
initial tow.
A pre-tow inspection of the Vandenberg was performed by W. R. Tye & Associates, Inc. on
August 23, 2006. The initial report is in hand. A re-inspection will be completed by W. R. Tye &
Associates, Inc. Coordination with John Waite (insurance marine surveyor) will be implemented.
Tow preparation in accordance with the marine surveyor requirements and the USCG towing
requirements will commence during the week of March 5th, 2007. Colonna's Shipyard personnel
are scheduled to perform this work. As discussed, the Vandenberg has received dispensation in
regard to hull cleaning for the first leg of the tow since she will not be leaving the port of Hampton
Roads. Bill Horn of the FWC is addressing approval requirements of the Virginia DEQ for Hull
cleaning to be performed while the Vandenberg is at Colonna's shipyard.
The insurance marine surveyor, John Waite, is scheduled to arrive on March 12th, 2007. The tow
requirements for compliance with the insurance contract will be implemented upon completion of
Mr. Waite's inspection. It is anticipated that the survey by W. R. Tye and Associates, Inc. will
have addressed most of the towing requirements and alterations will have been completed.
Upon completion of the surveys, a meeting with the Fleet Superintendent to discuss remediation
as a result of the inspection and expected date for removal from the fleet will take place. This
meeting will take place during the week of March 5th, 2007.
It is expected that all repairs and approvals will be complete for the break-out and tow to
Colonna's Shipyard, Inc. such that the tow will commence on Wednesday, March 14th. It is
anticipated that upon arrival at Colonna's, tasks will be executed and completed in accordance
with the schedule as submitted.
As per the Certificate of Transfer referenced above, arrangements have been made with Moran
Environmental Recovery, an emergency oil spill response team, who will be available in case of
such an emergency. The initial tow is to be completed by Moran Towing of Virginia. This
combination will provide synergy for the tow from JFFR to Colonna's.
In summary, over the next four weeks the Vandenberg will be inspected by W. R. Tye and
Associates, Marine Surveyor and John Waite, insurance marine surveyor, to determine the
preparation requirements for removal from JRRF. Colonna's Shipyard, Inc. personnel will perform
the work at JRRF to prepare the Vandenberg for tow from JRRF to Colonna's Shipyard, Inc. in
accordance with all marine surveyor and USCG requirements. A meeting will take place between
members of the REEFMAKERS team and the Fleet Superintendent to discuss the actions and
plans resulting from the inspections. The liquid loading plan and the Trip in Tow Survey will be
submitted to the Fleet Superintendent and MARAD. The Vandenberg will be re-inspected to
assure all modifications have been made in accordance with the required documentation.
Moran Towing of Virginia shall prepare the ship for tow; provide harbor clearance, ocean
engineering and point-to-point towing services to ensure safe tow of the ship, using commercial
towing standards, from Maritime Administration (MARAD) National Defense Reserve Fleet in Fort
Eustis, Virginia (James River Reserve Fleet) to Colonna Shipyard, Inc.'s facility, Norfolk, Virginia
where the vessel preparation work will be performed. Emergency response and accompaniment
to the tow will be provided by Moran Environmental Recovery. All required reports will be
submitted to the USCG for approvals prior to tow. A situation report for the tow identifying the
date, report time, location of the tow, current and weather forecast will be submitted for the day of
the tow to the USCG.

The Vandenberg will be towed from JRRF to Colonna's Shipyard, Inc., Norfolk, Virginia. Upon
completion of the tow, she will be secured at Colonna's, bilge alarms will be installed in ship main
machinery spaces. The control board will be installed at the gangway with visual and audio
signals. Roving security will monitor ship spaces for flooding, fire, safety conditions and vessel
mooring lines.
Temporary lighting will be installed onboard the ship. A detailed shipcheck to identify and mark
the exact cuts to the deck, bulkhead and hull, and to identify and mark exact equipment to be
removed from the ship will be made. Data gathered during the shipcheck will be utilized to
prepare the PCB and HAZMAT work plan.
Environmental screens will be installed in locations where the work process may generate slag or
contaminants with potential to enter water. Additional overboard deck drains will be filted with
filter bags to collect loose debris during heavy rain or wash down operations. A floating oil and
debris boom will be placed around the vessel to protect against any potential spills.
Dockside and on board ship spaces will be designated as our staging and primary fore and aft
ship workspaces. Large dumpsters will be staged as temporary holding containers for
HAZWASTE and regular solid wastes.

The insurance Marine Surveyor, John Waite and representatives from REEFMAHERSTM, Chris
Adryan, Wes Roots, and Joe Weatherby were on site at James River Reserve Fleet beginning
March 19th, 2007 to perform an initial shipcheck and procure necessary documentation for the
tow to Colonna's Shipyard, Inc. Jeff Dey of REEFMAHERS™ arrived in Virginia on March2st for
attendance at the project meeting held at Colonna's shipyard in preparation for the tow. In
attendance at this meeting were the following project personnel:

Coordination of alII efforts in support of the tow were formalized at that meeting. Modifications of
the berthing site were addressed, review of QA procedures, view of tug equipment and
environmental remediation resources were also evaluated during this trip. In addition, tow
meetings with martin Walker, the REEF"AHERS™ team and the insurance Marine Surveyor
were completed during the week in support of the tow to Colonna's. All towing requirements were
approved by L1. Clark and the USCG.
The tow was rescheduled for March 30'h as necessitated by tugboat availability.
On March 29'h thEl bilges were pumped down by JRRF and a generator with 30 hours of fuel was
placed on board in support of any dewatering emergency needs that may have occurred during
the tow. Mooring lines, oil boom and brow were on station at MHI.
The lines were attached to the Vandenberg at 8:45 am EDST for the tow. Two tugs were provided
by Moran towing, 1@ 4,200hp and 1@ 3,000 an additional tug @ 3,000 hp was provided by
McAllister Towing. The trip was accompanied by Moran Environmental Recovery. The tow
proceeded as planned along the James and Elizabeth Rivers weather was clear, dry with a light
breeze. The Vandenberg was docked at MHI, next to Colonna's Shipyard, Inc at 4:00 pm EDST.

Upon Arrival at MHI, the Vandenberg was secured; a tank barge was made available for engine
room discharge and pumping of tanks. A floating oil and debris boom was placed around the
vessel to protect against any potential spills. Pumping was initiated. 2P, 2C, 8S, Port F/O settling,
and 6P are pumped down. Additional tanks in progress.
Temporary lighting was installed.
The Colonna's ,environmental compliance director, safety supervisor and AB contractor
conducted a shipcheck. Upon completion, the asbestos contractor began abatement processes.
An asbestos subcontractor completed asbestos abatement in the AMR and work was begun on
all friable asbestos in the engine room.
Loose paint chip removal has been initiated in order to limit the spread of chips throughout the
ship during work.
A shipcheck will be completed to assess HAZMAT and Non HAZMAT items. Data gathered
during the shipcheck will be utilized to prepare the PCB and HAZMAT work plan. A contractor for
HAZMAT disposal will be identified and coordinated by Frank Wheatley of Colonna's Shipyard,
Inc.
Dry-dock has been scheduled to commence April 10th or 11th A dry-dock production schedule is
being prepared on a zone by zone production basis in order to maximize the efficacy of the dry-
dock. Items to be addressed are hull cleaning, removal of the radar knuckles and replacement of
the antennas, removal of equipment in and cleaning of the engine room and all lower level
compartments, tank cleaning, and repair to the hull for seaworthiness.
Dewatering, de-fueling, gas freeing, certification and inspection of tanks is to be completed while
in dry-dock so that tanks can be filled, pressed and sealed to provide stability when the ship is re-
floated.
Meetings have been scheduled for REEFMAHERS™ team members for April 16th and 17'h in Key
West, Florida. These meetings have been established as the initial meetings in support of the
time the Vandenberg will be in port in Key West to complete final preparations for deployment to
the sea floor. Interface with the Florida Keys National Marine Sanctuary, the Sheriffs Department
and the department of the Navy in relation to materials needed for reefing will take place.
Preliminary planning has begun for a public meeting at the Ferry Terminal. This public meeting
may take place during this visit or on the next visit by team members to Key West.
As discussed, the Vandenberg has received dispensation in regard to hull cleaning for the first leg
of the tow since she will not be leaving the port of Hampton Roads. Cleaning is to be completed
while in dry-dock. Lt. Bill Clark of USCG has been apprised of this plan. All marine growth will be
removed from the site and land-filled in accordance with Virginia DEQ requirements.
In summary, the Vandenberg was towed from JRRF to the MHI facility next to Colonna's on the
Elizabeth River. While berthed at that site, all tanks except the feedwater tank (where it is
expected the leak is located) will be pumped dry. Asbestos abatement will be completed and
removal of all loose paint chips will be completed to provide a safe working environment.
Temporary light and ventilation will be installed. The ship will be dry-docked on April 10th or 11th.
Dry-dock will last for approximately three to four weeks. During that time the hull will be cleaned,
leaks will be repaired, superstructure alterations will be completed and any removal alteration
necessary in the lower ship compartments will be completed including cleaning of tanks.
