Army Corps of Engineers Various other sub-agencies are monitoring this project as to how it is done, procedures, and after monitoring as to effectiveness of artificial reefs. The State of Florida wants to deploy more reefs in the future and VANDENBERG is the pilot project. Projections are that for every $1.00 invested in artificial reefs the return is $1.57. This figure comes from artificial reefs already in place. Monroe County's reneging on its pledge would set off an unattractive chain-reaction. The inter local agreements between MARAD, Monroe County and the State of Florida were pledged to the lending institutions. MARAD has already released a portion of its $1.3mm commitment based on the full faith and credits of all of the entities. This is not a fly by night operation. Some pretty heavy hitters are involved through the completion. Included with this narrative are: an updated schedule reflecting all changes and completion of activities related to this project and a copy of the agenda for the monthly conference call. Financial documentation related to reimbursement for the portions of this project partially funded by MARAD will be provided under separate cover to the appropriate parties. A conference call between the stakeholders took place on Tuesday, May 1st, 2007 at 1:00 PM EDST. Preparations in response to the dry docking requirements were begun as soon as the Vandenberg was docked at MHI. Temporary lighting was installed on the upper deck, second deck, and engine room to facilitate other work. Removal/abatement of HAZMATS, which included remediation of friable asbestos and air quality monitoring, in the engine room and AMR to prepare for workers in those areas. Paint chip sweeping and removal progressed throughout the ship to limit tracking from one area to another as workers travel throughout the ship. The AMR was tested by the marine chemist, Rick Wellons, and determined to be fuel free. Upon completion of these activities in the Engine Room and the AMR, equipment was identified for removal and the order of removal established for the most efficient use of manpower and dry-dock time. 1274 N. Church Street, ~1oorestown, New Jersey 08057 (609) 352-5389 Pumping of all tanks and voids continued. All tanks were pumped down, except the number seven tanks. The center line voids were pumped. The number three tanks were pumped into the fore peak in order to lift the stern for docking. 624,000 gallons of pumpage were removed from the vessel, barged and sent to C&M for recycling. Docking plans were procured from Norfolk Shipyard (presently BAE Systems). The blocks were set in accordance with the docking plans. Dry docking was originally scheduled for April 11th. Docking was postponed until April 18'h due to issues with the McFarland, in the dock at the time. Further postponement ensued due to wind and weather conditions. The tow from MHI to the dry dock at Colonna Shipyard, Inc. began at 0930; the Vandenberg was in the dry-dock by 1030 and high and dry by 1715. Towing was completed by Moran of Virginia. Hull cleaning by means of power-washing was begun and is 90% complete. All refuse from the hull cleaning was collected and land-filled. Timing of the cleaning and reentry of the Vandenberg to the Elizabeth River for an extended period prior to the tow to Key West was addressed to the USCG. In accordance with Lt. Clark, USCG, as long as full disclosure concerning the length of time between hull cleaning and ship movement is provided to the applicable Florida State Government agencies, the CG will be satisfied (assuming the State of Florida is satisfied) with the cleaning. Verification of the adequacy of cleaning is to be provided by a competent person in accordance with 33CFR subchapter D. Bill Horn of the FWC requested photo documentation of the hull pre and post cleaning, specifications of the cleaning process, and a schedule of the time to be spent in Virginia waters prior to the tow to Florida for evaluation of adequacy of hull cleaning. Access cuts were made into the AMR and the crew began breaking free the nuts and bolts on equipment in preparation for removal from both the engine room and the AMR. Lube oil was removed from the AMR and containerized for recycling. Mattresses and other combustibles were removed from their compartments in preparation of removal from the ship. Preliminary evaluation of hull integrity was made including identification of port 7 tank issues. Holes were measured and evaluated. Notification of emergency removal from dry-dock due to emergency status of the McFarland was received. Preparations to prepare the Vandenberg for exit from the dry-dock were completed. The access hole was welded shut and the identified holes in the hull were covered with '%" doublers. Costs associated with the emergency removal of the Vandenberg from the dry-dock and re-entry to the dry dock at a further date will not be the responsibility of this project. The tow to HMI was completed on 4/27 and the Vandenberg was secured at the dock. 40,000 Ibs of weights were added to the ship to adjust list due to change in ballasting due to dry dock. Filling of the cylindrical tanks in the 6 hold was begun for ballasting. Zincs were hung from the side to inhibit the effects of electrolysis on the hull. Removal of topside equipment was begun. Tank inspection protocols have been received by Lt. Zohorsky of the USCG. The Florida Fish and Wildlife Conservation Commission is deferring to the USCG, VA for tank inspections. All participants will be provided with a tank cleaning schedule to facilitate inspection planning for any parties wishing to inspect. A tank cleaning subcontractor will be selected by Wednesday, May 2, 2007. Cleaning schedule and procedures will be prepared and forwarded to all participants. A revised production schedule is under development. The new schedule will subdivide ship preparation into 10 zones based upon lines of egress and the proposed dry docking schedule. ~A~ The second dry docking is to take place in mid to late June. Other hull issues will be addressed during second dry dock A workplan for the removal of the antennas and knuckles is presently under development; they will be removed as soon as is practicable. The Scope for remediation of hull issues will be developed by REEFMAKERS ™ and Colonna Shipyard for implementation during the next dry-docking period. John Waite, the REEFMAKERSTM' insurance surveyor, will be contacted regarding the plans. Upon exit from the second dry-dock; an inclining experiment will be performed to establish ballasting requirements for trim and stability. Post second dry-docking, additional removal and cleaning work will be performed dockside. The monitoring plan drafts are under final review and the socio economic study will be implemented in Mayas directed by the FWC. Plan documents for the socio-economicplan are presently being finalized. Members of the REEFMAKERS ™ team convened in Key West, Florida April 15'h through April 17'h. They met with all stakeholders, local government officials, members of the Florida Keys National Marine Sanctuary, and the Key West U.S. Coast Guard representative. Plans for deployment were initiated at these meetings and the docking area was secured for the Vandenberg stay at Key West prior to deployment. The next monthly conference call is scheduled for Tuesday, June 5'h, 2007 at 1 :00 pm. Conference call information will be provided prior to the time scheduled.
