Army Corps of Engineers Various other sub-agencies are monitoring this project as to how it is done, procedures, and after monitoring as to effectiveness of artificial reefs. The State of Florida wants to deploy more reefs in the future and VANDENBERG is the pilot project. Projections are that for every $1.00 invested in artificial reefs the return is $1.57. This figure comes from artificial reefs already in place. Monroe County's reneging on its pledge would set off an unattractive chain-reaction. The inter local agreements between MARAD, Monroe County and the State of Florida were pledged to the lending institutions. MARAD has already released a portion of its $1.3mm commitment based on the full faith and credits of all of the entities. This is not a fly by night operation. Some pretty heavy hitters are involved through the completion. Included with this narrative are an updated schedule reflecting all changes and completion of activities related to this project and a copy of the agenda for the monthly conference call. Financial documentation related to reimbursement for the portions of this project partially funded by MARAD will be provided under separate cover to the appropriate parties. A conference call between the stakeholders took place on Tuesday, June 5th, 200l at 1 :00 PM EDST. P. lohorsky (USCG) Project status was discussed as follows in this narrative. The tank cleaning contract was awarded to EMESI of Norfolk, VA. Inspection protocols for tanks as provided by USCG Lt. James on 04/27/07 provide for two pollution investigators and one marine inspector for the pollution survey. Chris Stevens of Colonna's Shipyard, Inc. has coordinated inspection efforts as tanks have been cleaned providing for two week prior notice to Lt. James. The spaces are certified gas-free by a certified marine chemist and maintained by a qualified competent person at Colonna's. Sample tank washing procedures will also be observed by Coast Guard personnel for evaluation purposes. The inspection procedure for all tanks will be as follows: As tanks are cleaned, Lt. James will be notified so that inspections can be scheduled. The initial inspection will be completed on a wash- down basis. When approved, the tanks will be closed and tops will be bolted to prohibit entry of foreign matter. After the second dry-dock, all tanks will be partially filled and re-inspected. When approved, tanks will be filled, pressed and sealed. The following agencies have been apprised of 1274 N. Church Street, Moorestown, New Jersey 08057 (609) 352-5389" this procedure: Florida DEP, Florida Fish and Wildlife Conservation Commission, Florida Keys National Marine Sanctuary and the City of Key West. The first group of tanks (Aft Peak Tank, 8 Port, 8 STBD, FOS Port, FOS STBD, 7 Port FWD, 7 STBD FWD, void space between 7 Port FWD and 7 STBD FWD) have been cleaned and were inspected and approved on May 24'h 2007. Materials continue to be removed from the Vandenberg in support of preparation as an artificial reef. Watery liquids from the tank cleaning have been pumped to a slops tank and removed to C&M for processing. Lube oil has been drained from equipment and lube oil tanks, containerized and will also be processed by C&M. Two dumpsters have been placed on board the Vandenberg and an additional two dumpsters have been placed dockside for general debris. Debris is to be removed by Waste Management Services and land filled. Metals will be recycled by SIMS. There are three bins on site for collection and separation of metals. The following equipment has been removed from the ship and remains alongside: The small radar dish with dome was removed in entirety 5/17 (Figure 1.). The two large dishes' were removed, one Wednesday 05/23 Figure 2.), the second on Thursday 05/24 (Figure 3.). Both of these dishes required use of two cranes and a hydraulic lift to facilitate removal. The stern antennas have been cut and removed. The antenna turning knuckles have been unbolted in preparation of removal the week of June 11th contingent upon crane availability. The PCB inventory is in progress for completion of the updated Materials of Environmental Concern Work Plan and PCB Sampling Plan. PCB removal is being completed by in house Colonna's personnel. All workers have been blood-tested for baseline data, clean room and dirty room have been set up and the area for PC removal is cordoned off. Access opening in the deck plates in Zone 9 have been made to facilitate removal. Work has begun in the superstructure of the bow and will proceed aft and downward. Electrical boxes and transformers have been disconnected in this area, also to facilitate removal. TW Services will be transporting PCB materials to their facility for processing. Two TW Services bins are on site. Permit numbers have been requested from all of the contractors removing materials from the site. Numbers have been received from TW Services (PCBs), C&M (pumpage/wastewater), AIM (Asbestos). Additional information has also been requested concerning processing and facilities. This information will become part of the Materials of Environmental Concern Work Plan In support of removal of materials from the site, PCB Waste generation number was requested on 05-22-07, a temporary EPA HAZMAT ID number is in process. The Norfolk Fire Department completed a site visit on 5/14 to familiarize themselves with the ship, layout and the fire suppression system. The Fire Captain and Lt. were both pleased with the fire suppression capabilities. Chris Stevens forwarded profile drawings to the firehouse as requested by the Captain. A gate was added one third up the gangway. The gate is locked during non working hours to inhibit access of non-project personnel. Keys are held by Chris Stevens, Wes Roots, Kevin Weatherby, and shipyard security. Permit numbers and facility and processing specifications have also been requested from SIMS (metals), EMESI (tank cleaning), and Waste Management Services (general waste). ~~ The next tank inspection has been scheduled for Thursday, June 7th The following tanks are presently scheduled: 7 Port Aft DB; 7 Stbd Aft DB; (2) UO Storage tanks in Eng. Rm; (2) UO settling tanks in Eng. Rm upper level; (2) Oily waste tanks in Eng. Rm lower level; 2 Stbd DB; 2 Centerline DB. Additional tanks may be added to this inspection if cleaning is completed. The Material of Environmental Concern Work Plan is in process and approximately 75% complete. Compartment by compartment inventory is underway in support of this plan and PCB/HAZMA T tracking. June schedulel includes general cleaning to encompass removal of debris and paint chips. The antenna knuckles and stack are to be removed. Tank cleaning and inspections will continue. The next monthly conference call is scheduled for Tuesday, July 10th, 2007 at 1 :00 pm. Please note that this is one week passed our regularly scheduled teleconference date due to the Independence Day holiday, midweek. P. lohorsky (USCG) Project status was discussed as follows in this narrative. The tank cleaning contract was awarded to EMESI of Norfolk, VA. Inspection protocols for tanks as provided by USCG Lt. James on 04/27/07 provide for two pollution investigators and one marine inspector for the pollution survey. Chris Stevens of Colonna's Shipyard, Inc. has coordinated inspection efforts as tanks have been cleaned providing for two week prior notice to Lt. James. The spaces are certified gas-free by a certified marine chemist and maintained by a qualified competent person at Colonna's. Sample tank washing procedures will also be observed by Coast Guard personnel for evaluation purposes. The inspection procedure for all tanks will be as follows: As tanks are cleaned, Lt. James will be notified so that inspections can be scheduled. The initial inspection will be completed on a wash- down basis. When approved, the tanks will be closed and tops will be bolted to prohibit entry of foreign matter. After the second dry-dock, all tanks will be partially filled and re-inspected. When approved, tanks will be filled, pressed and sealed. The following agencies have been apprised of 1274 N. Church Street, Moorestown, New Jersey 08057 (609) 352-5389 this procedure: Florida DEP, Florida Fish and Wildlife Conservation Commission, Florida Keys National Marine Sanctuary and the City of Key West. The first group of tanks (Aft Peak Tank, 8 Port, 8 STBD, FOS Port, FOS STBD, 7 Port FWD, 7 STBD FWD, void space between 7 Port FWD and 7 STBD FWD) have been cleaned and were inspected and approved on May 241h 2007. Materials continue to be removed from the Vandenberg in support of preparation as an artificial reef. Watery liquids from the tank cleaning have been pumped to a slops tank and removed to C&M for processing. Lube oil has been drained from equipment and lube oil tanks, containerized and will also be processed by C&M. Two dumpsters have been placed on board the Vandenberg and an additional two dumpsters have been placed dockside for general debris. Debris is to be removed by Waste Management Services and land filled. Metals will be recycled by SIMS. There are three bins on site for collection and separation of metals. The followin!J equipment has been removed from the ship and remains alongside: The small radar dish with dome was removed in entirety 5/17 (Figure 1.). The two large dishes' were removed, one Wednesday OS/23 Figure 2.}, the second on Thursday OS/24 (Figure 3.). Both of these dishes required use of two cranes and a hydraulic lift to facilitate removal. The stern antennas have been cut and removed. The antenna turning knuckles have been unbolted in preparation of removal the week of June 111h contingent upon crane availability. The PCB inventory is in progress for completion of the updated Materials of Environmental Concern Work Plan and PCB Sampling Plan. PCB removal is being completed by in house Colonna's personnel. All workers have been blood-tested for baseline data, clean room and dirty room have been set up and the area for PC removal is cordoned off. Access opening in the deck plates in Zone 9 have been made to facilitate removal. Work has begun in the superstructure of the bow and will proceed aft and downward. Electrical boxes and transformers have been disconnected in this area, also to facilitate removal. TW Services will be transporting PCB materials to their facility for processing. Two TW Services bins are on site. Permit numbers have been requested from all of the contractors removing materials from the site. Numbers halle been received from TW Services (PCBs), C&M (pumpage/wastewater), AIM (Asbestos). Additional information has also been requested concerning processing and facilities. This information will become part of the Materials of Environmental Concern Work Plan In support of removal of materials from the site, PCB Waste generation number was requested on 05-22-07, a t'emporary EPA HAZMAT 10 number is in process. The Norfolk Fire Department completed a site visit on 5/14 to familiarize themselves with the ship, layout and the fire suppression system. The Fire Captain and Lt. were both pleased with the fire suppression capabilities. Chris Stevens forwarded profile drawings to the firehouse as requested by the Captaiin. A gate was added one third up the gangway. The gate is locked during non working hours to inhibit access of non-project personnel. Keys are held by Chris Stevens, Wes Roots, Kevin Weatherby, and shipyard security. Permit numbers and facility and processing specifications have also been requested from SIMS (metals), EMESI (tank cleaning), and Waste Management Services (general waste). ~.~ The next tank inspection has been scheduled for Thursday, June 7th The following tanks are presently schl~duled: 7 Port Aft DB; 7 Stbd Aft DB; (2) LlO Storage tanks in Eng. Rm; (2) LlO settiin9 tanks in Eng. Rm upper level; (2) Oily waste tanks in Eng. Rm lower level; 2 Stbd DB; 2 Centerline DB. Additional tanks may be added to this inspection if cleaning is completed. The Material of Environmental Concern Work Plan is in process and approximately 75% complete. Compartment by compartment inventory is underway in support of this plan and PCB/HAZMAT tracking. June schedulEl includes general cleaning to encompass removal of debris and paint chips. The antenna ~;nuckles and stack are to be removed. Tank cleaning and inspections will continue. The next monthly conference call is scheduled for Tuesday, July 10th, 2007 at 1 :00 pm.
