MINUTES OF THE JOINT
CITY/COUNTY COMMISSION
WORKSHOP MEETING
Special Meeting
Board of County Commissioners
and City of Key West
Wednesday, April 28, 1999

A Special Meeting of the Monroe County Board of County
Commissioners and the Key West City commission convened at 6:00
P.M., on the above date, at the Harvey Government Center at
Historic Truman. Present and answering to roll call for the
County were Commissioners Shirley Freeman, George Neugent, Mary
Kay Reich, Nora Williams and Mayor Wilhelmina Harvey. Present
and answering to roll call for the City were commissioners Harry
Bethel, Charles "Percy" Curry, Sally Lewis, Merili McCoy, Carmen
Turner, Jimmy Weekly and Mayor Sheila Mullins. Also present were
Danny L. Kolhage, County Clerk; Cheri Smith, City Clerk; James
Roberts, County Administrator; Robert Wolfe, Assistant County
Attorney; Julio Avael, City Manager; Robert Tischenkel, City
Attorney; County Staff, City Staff, members of the Press and
Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.
CITY ITEMS
Monroe County Public Safety Director, Reggie Paros and
Monroe County Emergency Management Director, Billy Wagner
discussed the County's role in hurricane evacuation and recovery.
The Boards discussed the County's allocation
methodology.
Assistant city Manager John Jones addressed both Boards
on Beach re-nourishment and Smathers Beach re-nourishment.
City commissioner Merilee McCoy and County Engineer
Dave Koppel discussed the kapok tree at Truman School.

The Boards discussed the gun law and the use of
City/County property on stock Island (Old Monroe County
Hospital).

The City added to their Agenda item No. 7 concerning
Occupational License Tax and a toll on u.s. Highway 1.
Mayor Mullins, Commissioner shirley Freeman and the
Boards discussed the possibility of combining City and County
occupational license processing.
The Boards discussed tolls on u.s. Highway 1.
COUNTY ITEMS
Mayor Harvey, Growth Management Director Tim McGarry,
Bill Harrison of the Local Redevelopment Authority and Roger
Braun with the Special Programs Office of the Key West and Monroe
County Housing Authority addressed the Boards concerning
Affordable Housing.
Commissioner Williams and the Boards discussed
Wastewater and Stormwater issues.

John Carter, Senior Director - Office of Management &
Budget; County Administrator James Roberts; commissioner Williams
and the Boards discussed Cost allocation.
Mayor Harvey discussed Land Use plans.
Both Boards discussed Navy land allocations.
Both Boards discussed incorporation of City and county.
Director of Finance and Administration for the City of Key West,
Roger Wittenberg addressed the Boards.
commissioner Freeman and County Engineer Dave Koppel
addressed the Boards concerning bike path completion and
status of road exchange between the City of Key West and Monroe
County.
County Engineer Dave Koppel addressed the Boards on a
truck ordinance (weight).
Commissioner Freeman discussed with the Boards signage
on u.s. Highway No. 1 within city of Key West.
City Planner Ty Symroski addressed the Boards
concerning parking at the Jackson Square Project.

Commissioner Freeman gave an update on the Board of
County Commissioner's direction to the Tourist Development
Council.

Mayor Mullin's discussed the need for a future joint
City of Key West/Monroe County Board of County Commissioner's
meeting and her intention to an agenda item on that meeting
concerning the possible abolition of the three (3) day lobster
season.
Commissioner Turner returned to a brief discussion of
city item no. 1 concerning the County role in hurricane
evacuation & recovery.
There being no further business to come before the
Boards, the meeting was adjourned.
