August 15, 2007 Meeting Minutes
The Governing Board of the Monroe County Comprehensive Plan Land Authority held a regular
meeting on Wednesday, August 15, 2007 at the Key Largo Library located at 101485 Overseas
Highway, Key Largo, Florida. Chairman Sonny McCoy called the meeting to order at 10:01 AM.
Present and answering roll call, in addition to Chairman McCoy, were Mayor Mario Di Gennaro,
Commissioner Sylvia Murphy, Commissioner George Neugent, and Commissioner Dixie
Spehar. Also in attendance were Executive Director Mark Rosch, Office Manager Kimberly
Nystrom, Counsel Larry Erskine, and members of the press and public.
The first item on the agenda was approval of minutes for the meetings held on July 18, 2007
and July 19, 2007. A motion was made by Commissioner Spehar and seconded by
Commissioner Murphy to approve the minutes as submitted. There being no objections, the
motion carried (5/0).
The next item was approval of a contract to purchase the Sea Grape Apartments Phase I site in
Marathon (part of RE #103560-000200) as an affordable housing site. Mr. Rosch, Lloyd Boggio
of the Carlisle Group, and Steve Shriver of Jorge La Madrid Construction and Development
addressed the Board. A motion was made by Commissioner Spehar and seconded by Mayor
Di Gennaro to 1) approve the contract and authorize waiving the simultaneous closing
requirement in paragraph 15c; and 2) approve closing the transaction once the easement
agreements requiring the provision of road improvements and wastewater facilities are
terminated. Roll call on the motion was as follows: Mayor Di Gennaro, yes; Commissioner
Murphy, yes; Commissioner Neugent, yes; Commissioner Spehar, yes; Chairman McCoy, yes.
The motion carried (5/0).
The next item was approval of a resolution authorizing the conveyance of the Sea Grape
Apartments Phase I site (part of RE #103560-000200) to the Monroe County Board of County
Commissioners for affordable housing. A motion was made by Commissioner Spehar and
seconded by Mayor Di Gennaro to approve the item as submitted. There being no objections,
the motion carried (5/0).
The next item was approval to add 1411 Albury Street, 904 Terry Lane, and 612 Mickens Lane
in Key West to the Acquisition List for affordable housing in partnership with Bahama Conch
Community Land Trust of Key West, Inc. A motion was made by Commissioner Murphy and
seconded by Commissioner Neugent to approve the item as submitted. There being no
objections, the motion carried (5/0).

The next item was approval of a contract and contract amendment to purchase 29 lots in Silas
Knowles subdivision on Big Pine Key for conservation. The specific properties were Lots 6, 11-
14, 17-20, and 23-24 in Block 9 and Lots 1-7 and 14-24 in Block 10 at a total cost of
$31,810.25. A motion was made by Commissioner Neugent and seconded by Commissioner
Spehar to approve the item as submitted. There being no objections, the motion carried (5/0).
There being no further business, the meeting was adjourned at 10:21 AM.

Item Background:
The Key West City Commission nominated the subject property and volunteered to
contribute $25,000 toward its purchase. The subject property is Fogarty Gardens, a four-unit
condominium built in 2005 on a 6,000 square foot parcel. The units are 2 bedroom, 1.5 bathroom
apartments consisting of 850 square feet. The City Commission requests that the Land Authority
acquire the property for the Key West Housing Authority.
The addition of property to the Acquisition List is a preliminary, non-binding step indicating the Board’s
desire to pursue acquisition. Further Board action is required before entering into a purchase contract.

Item Background:
The Airport Director proposes to conduct restoration activities on Land Authority
property adjoining the Key West International Airport. The proposed restoration activities would serve
as mitigation for the filling of wetlands to improve the airport’s runway safety area. The restoration
activities are described under Mitigation Area #2 in the project Environmental Assessment (excerpt
attached). The Airport staff has committed to assuming responsibility for all aspects of the restoration
project. Funding for the project will be provided by a 95% grant from the Federal Aviation
Administration. Passenger fair charges will fund the remaining 5% of project costs.

RESTORATION OF A PARCEL OF LAND AUTHORITY
PROPERTY IN THE KEY WEST SALT PONDS (RE #65120-
000000) AS MITIGATION FOR WETLAND IMPACTS AT THE
KEY WEST INTERNATIONAL AIRPORT.

WHEREAS, in 1991 the Monroe County Comprehensive Plan Land Authority (hereinafter “Land
Authority”) purchased a parcel identified by tax folio #65120-000000 in the area known as the
Key West Salt Ponds (hereinafter “subject property”) for conservation and recreation purposes;
and
WHEREAS, prior to Land Authority ownership, the natural condition of the subject property was
disturbed by the introduction of fill and exotic vegetation; and
WHEREAS, on April 2, 1992, the Land Authority leased the subject property to the City of Key
West; and
WHEREAS, pursuant to the Land Authority’s lease agreement with the City of Key West,
improvements and alterations to the subject property require the written consent of the Land
Authority; and
WHEREAS, in a letter dated August 1, 2007, the Airport Director requests authorization for
Monroe County to conduct restoration activities on the subject property as mitigation for wetland
impacts that will result from the expansion of the runway safety area on the adjoining property at
Key West International Airport; and
WHEREAS, on July 25, 2007, the Land Authority Advisory Committee reviewed the proposed
mitigation plan in the URS Environmental Assessment for Proposed Runway Safety Area
Improvements dated July 23, 2007 and voted 3/0 to approve the restoration component of the
plan; and
WHEREAS, the Land Authority Advisory Committee’s action specifically excluded approval of
the recreation component of said plan, due to unresolved planning and coordination issues
related to the proposed boardwalk; NOW, THEREFORE,
BE IT RESOLVED BY THE MONROE COUNTY COMPREHENSIVE PLAN LAND AUTHORITY:
Section 1. The Land Authority hereby authorizes Monroe County to conduct restoration
activities on the subject property in accordance with the URS Environmental Assessment for
Proposed Runway Safety Area Improvements dated July 23, 2007. The recreation component
of said plan is not authorized at this time, due to unresolved planning and coordination issues
related to the proposed boardwalk.

Section 2. In accordance with the letter dated August 1, 2007 from the Airport Director, this
authorization is based on the Airport staff’s commitment to assume responsibility for all aspects
of the mitigation project, including but not limited to funding, permitting, implementation,

SECTION 6.0
MITIGATION
This section presents mitigation measures to reduce environmental impacts associated with the proposed
Runway Safety Area (RSA) improvements at Key West International Airport (KWIA). The Proposed
Project considered in this Environmental Assessment (EA) would result in impacts to wetlands and biotic
systems that had potential to exceed thresholds indicating significant impact. Mitigation has been
proposed as part of the two wetland permit applications developed in conjunction with this EA - a U.S.
Army Corps of Engineers (USACE) Section 404 permit and a South Florida Water Management District
(SFWMD) Environmental Resource Permit (ERP). The proposed mitigation measures would lessen
environmental impacts in the following categories: wetlands, biotic communities (habitats) and wildlife,
and water quality. The following sections provide information regarding the proposed mitigation plan.
Final mitigation plans, requirements, and conditions will be determined during the permit application
review process.
6.1 WETLAND MITIGATION PLAN
6.1.1 MO
ITIGATION VERVIEW
The proposed mitigation plan for wetland, habitat, and surface water impacts takes an approach of
replacing the impacted wetlands in-kind and in as close proximity to the impact as possible, including
relocating of a salt pond (SW-7) on-site. Wetland and habitat impacts resulting from the construction of
the Proposed Project is proposed to be mitigated on-site at two wetland creation/restoration/enhancement
locations. The two sites are Mitigation Area #1 located at the west end of the airport between the west
end of the RSA and the East Martello Battery Bunker, and Mitigation Area #2 located just north of the

airport property at the east end of the runway. shows the location of the two mitigation
areas. In total, the proposed mitigation will provide 10.77 acres of mangrove swamp and tidal flat
creation (Florida Land Use, Cover, and Forms Classification System (FLUCFCS) codes 612 and 731),
3.64 acres of bay and estuaries (FLUCFCS code 540) creation, 5.04 acres of wetland enhancement, and
0.96 acres of upland hammock enhancement. All mitigation areas will be placed under a conservation
easement to ensure their continued existence and protection.
The proposed mitigation plan was developed for this EA and for the USACE and SFWMD applications for
work in the wetland areas adjoining Runway 9/27 at KWIA. The final mitigation plan is anticipated to be
approved after agency and public review and comment, and will be subject to the conditions specified in
each permit.

6.1.2 CLP
ONSISTENCY WITH OCAL LANS
The proposed mitigation plan addresses several topics identified in A Strategic Plan for the Key West Salt
Ponds (Braun, 2000). The strategic plan describes a “scientifically-based process that will protect and
enhance the natural resources of this urban wilderness”. The plan recommends actions that would
enhance the ecological value of the salt ponds which have been degraded by human activities. Several
of the ecological enhancements identified in the plan include enhancing tidal circulation with appropriate
culverts; removing fill and discarded debris west of the airport runway and at the abandoned Meacham
Field; restoring native plant communities; providing enhancements for wildlife; and preventing further
degradation.
In addition (and independent from the EA mitigation planning), the City of Key West Salt Ponds Park
Advisory Committee recommended the creation of wetlands (fill removal), upland hammock habitat, and a
tidal creek on property within the salt ponds that the City leases from Monroe County for recreation
purposes (Key West, 2005). Through discussions and coordination with the City of Key West, it has been
determined that the proposed mitigation is compatible with, and supports, the City’s goal to develop the
property for passive recreational use. As a conditional use imposed by the City, and as part of the
mitigation plan proposed in state and federal wetland permit applications, the proposed mitigation plan
includes the construction of an educational boardwalk in the restored habitat areas. The Salt Ponds Park
Advisory Committee submitted its final report and recommendations to the City of Key West and they
have been approved by the City through Resolution #07-042 (see Appendix B).
6.1.3 PMP
ROPOSED ITIGATION LAN
6.1.3.1 Proposed Mitigation Area #1
Mitigation Area #1 is a 4.44 acre area located between the west end of the Proposed Project and the East
Martello Battery Bunker. The area consists of fill material and open land with an access road between
the airport and the East Martello Battery Bunker. The primary goal of Mitigation Area #1 is to compensate
for impacts to a salt pond (SW-7) located at the west end of the runway. Mitigation Area #1 will replace
the impacted portion of the salt pond and increase tidal flushing through the salt pond system. Mitigation
Area #1 will connect to the remaining portion of the pond (SW-7). In addition, a blocked culvert beneath
Government Road will be opened and a culvert will be added beneath the airport access road to enhance
the tidal flushing of the relocated pond system. With the construction of Mitigation Area #1 and the
adding/opening of culverts, SW-7 will be connected to the larger salt pond system to the south (WL-8)
and the overall system will be enhanced by greater tidal flushing. In addition, the blocked culvert beneath
the airport access road that connects the southern portion of WL-7b to WL-8 will be opened to allow
better connectivity.
In total, Mitigation Area #1 will provide 2.71 acres of mangrove swamp and tidal flat creation (FLUCFCS

6.1.3.2 Proposed Mitigation Area #2
Mitigation Area #2 is a 17.27 acre triangular-shaped area of land north of the airport at the east end of the
KWIA runway. It is bordered by the airport in the south, condominium developments to the east, and a
salt pond (WL-6) to the west. The land is a remnant of Meacham Field. During World War II, the federal
government established Meacham Field for supporting area military training activities. Meacham Field
included four intersecting runways and four “blimp mooring mast” pads. After the war concluded,
Meacham Field was decommissioned. In 1955, the main runway, currently part of KWIA, was realigned
to a 9/27 orientation and extended to its current length of 4,801 feet. Over the past 50 years, Meacham
Field’s blimp pads and other runways have been altered or destroyed. One blimp pad was completely
removed in 1999 and replanted with seagrass as mitigation for a beach renourishment project at
Smathers Beach. Half of the northeastern blimp pad and associated runway were replaced by residential
condominium development. The southeastern blimp pad has been heavily modified and is periodically
used by Monroe County for material storage and other miscellaneous purposes. A small portion of the
blimp pad is within the current airport boundary.
The remaining portions of abandoned runways and blimp pads that are not within the airport boundary, or
developed, are located in the area of Mitigation Site #2. This land is owned by Monroe County and
leased to the City of Key West for recreation use. The proposed mitigation plan would allow for the use of
this land for wetland mitigation with the condition that park related activities are incorporated into the
design. Therefore, approximately 1.30 acres are being set aside for park facilities (i.e., trail head and
boardwalk system) and is proposed to allow the citizens of Key West an opportunity to view the unique
salt pond system. The boardwalk could include educational signage to enhance the experience.
The proposed mitigation plan includes the removal of the upland fill to create mangrove wetlands, an
open water channel, and small ponds. The open water channel will connect to the large salt pond system
to the west (WL-6) and create a loop around the site to facilitate tidal flushing and provide adequate
hydrology for the created systems. The open water channel and ponds will also provide habitat for fish
and wildlife within the mangrove communities.
Four existing wetland systems (WL-2, WL-3, WL-9, and WL-10) will also be enhanced. The existing
wetlands have been negatively impacted by various activities at this location since the construction of the
Meacham Field facilities. The existing wetlands have berms and spoil mounds in and around them which is
impairing water flow and creating opportunity for nuisance and exotic vegetation establishment. The
proposed enhancements include removing surrounding and internal berms and fill material piles, and
restoring natural hydrology within and around the wetland. Specifically, the open water channel will connect
to WL-9 and WL-2 to provide enhanced tidal flushing for these existing wetland systems. In addition,
proposed hydrologic improvements and proposed exotic eradications will eliminate re-establishment of
exotic species.
A portion of upland hammock will also be enhanced as part of the mitigation plan. Upland hammock
habitat is minimal on the airport and Key West, with most areas having been developed or over-grown
with nuisance and exotic vegetation. This upland hammock area will be enhanced by exotic vegetation
removal and supplemental planting as needed.

As a result of the conditioned use of Mitigation Area #2 land, 1.30 acres of the site was set aside for park
facilities and construction of a boardwalk system with educational signage. This mitigation/park
development allows for the education of citizens on the uniqueness of the salt pond system. Based on
the configuration of the existing wetlands, constraints due to regulatory buffers, the location of the existing
public access point to the site, and maximizing the mitigation potential of the site, the small wetland,
WL-11, will be impacted. This impact was unavoidable and all efforts were undertaken to minimize
impacts by limiting them to this relatively lower quality wetland. A total of 0.17 acres of WL-11 will be
impacted. Including the WL-11 impact, the total proposed wetland impact for the project is 8.55 acres and
5.63 wetland functional units (based on Uniform Mitigation Assessment Method (UMAM) analysis).
Mitigation is provided for this impact.
The proposed boardwalk will provide an elevated walking path through the mitigation site, allowing a
unique look at the various natural habitats within the mitigation site and adjacent areas. Observation of
the existing salt pond (mangroves, and open water), the previously constructed mitigation site with sea
grasses, the created mangroves and open water channels, the enhanced existing wetlands (mangrove
and tidal flat), and the enhanced upland hammock will be possible.
In total, Mitigation Area #2 will provide 8.06 acres of mangrove swamp and tidal flat creation (FLUCFCS
codes 612 and 731), 1.91 acres of bay and estuaries (FLUCFCS code 540) creation, 5.04 acres of
wetland enhancement, and 0.96 acres of upland hammock enhancement to help off-set the functional

losses of the wetland habitats impacted by the project. depicts the mitigation plan for

6.1.4 MD
ITIGATION ESIGN
The typical mitigation design is similar for both mitigation sites. Mangrove and tidal flat areas will be
graded to an elevation ranging from 0.0’ to 2.0’ National Geodetic Vertical Datum (NGVD). Red
mangroves will be planted between elevations 0.0’ and 0.5’; black mangroves will be planted between
elevations 0.5’ and 1.5’; and white mangroves will be planted between elevations 1.5’ and 2.0’. Tidal
flats, between elevations 1.8’ and 2.0’, will be planted with a mixture of herbaceous species including
saltgrass (Distichlis spicata), seashore dropseed (Sporobolus virginicus), perennial glasswort (Salicornia
virginica), saltwort (Batis maritima), seaside oxeye (Borrichia frutescens), and seapurslane (Sesuvium
maritimum). Tidal channels will be graded to an elevation of (-)1.0’ and will have a minimum 5’ wide
bottom. Open water ponds will have a bottom elevation of (-)2.0’ to provide open water pools during
extreme low tides and allow for possible sea grass recruitment.
6.1.5 UMAMA
NALYSIS
Utilizing the UMAM procedure, the proposed mitigation areas will generate 6.55 wetland functional units,
