AGENDA ITEM WORDING: Approval of Resolution to create the Criminal Justice Mental

Council from the agencies designated for partieipation in the guiding legislation, HB 1477.
ITEM BACKGROUND: HB 1477 provides for grant funding for planning and implementation
of "reinvestment programs" to reduce populations of mentally ill and substance addicted persons
in detention facilities. The legislation stipulated the creation of the above referenced policy
council as a requirement for the grant application process, and specifically designated various
agencies to be represented on the policy council, and those agencies have submitted the names
and contact information of their staff persons who will participate on the council.
PREVIOUS RELEVANT BOCC ACTION: At the August 18, 2t1U7 BOCC meeting, the BOCC
approved entering into the grant application process to request an initial planning grant of
$100,000, with County in -kind match. The item was a late add -on and this month's item will
address the remaining issues to officially create the policy council and approve the specified
membership.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF MONROE COUNTY ESTABLISHING A CRIMINAL JUSTICE
MENTAL HEALTH & SUBSTANCE ABUSE POLICY COUNCIL.
WHEREAS, On August 15, 2007, the Board of County Commissioners approved a planning grant
application for the Criminal Justice Mental Health and Substance Abuse Reinvestment Program (the
"Program") allowing the county to plan, implement or expand initiatives that will increase public safety,
avert increased spending on criminal justice, and improve accessibility and effectiveness of mental health
and substance abuse treatment services for adults and juveniles who are in or at risk of entering the criminal
justice or juvenile justice systems; and
WHEREAS, Session Law 2007-200, which established the Program, requires the establishment
of a Mental Health and Substance Abuse Policy Council (the "Council") with a defined membership;
and
WHEREAS, the Council will make recommendations to the Board of County Commissioners
regarding the County's grant submission and planning process; now therefore
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF MONROE
COUNTY, FLORIDA:
Section 1: There is hereby established a Monroe County Mental Health and Substance Abuse
Policy Council (the "Council").
Suction 2: The Council shall work with the County budget and detention center offices to make
recommendations to the Board of County Commissioners regarding how the Criminal Justice Mental Health
and Substance Abuse Reinvestment Program may best be implemented within the County.
ion 3: The County Office of Management and Budget and Grant Administration Office will
provide administrative support regarding the application for grants and processing of contracts resulting
from the application process.
Section 4: The Monroe County Detention Center Administrative Offices will administer the grant
funds and provide administrative support to the meetings and functions of the Council.
Section 5: There shall be the following members of the Council, with each specified Officer
notifying the County Administrator's Office of a designee should one be appointed to sit in the place of the
specified Officer, where allowed;
A. The Slate Attorney, or an assistant State Attorney designated by the State Attorney.
B. The Public Defender, or an Assistant Public Defender designated by the Public Defender.
C. A Circuit Judge designated by the Chief Judge of the Circuit.
D. County Court Judge designated by the Chief Judge of the Circuit.
E. Chief Correctional Officer
F. County Sheriff

H. Probation Circuit Administrator, or a person designated by the state Probation Circuit

Dear Policy Council Members,
On August 15, 2007, the Board of County Commissioners approved a planning grant application process for the Criminal
Justice Mental Health and Substance Abuse Reinvestment Program and creation of a planning council to guide this effort. The
resolution allows for the county to plan, implement or expand initiatives that will increase public safety, avert increased spending
on criminal justice, and improve accessibility and effectiveness of mental health and substance abuse treatment services for adults
and juveniles, and who are in or at risk of entering the criminal justice or juvenile justice systems.'
The Bill requires the establishment of a Mental Health and Substance Abuse Policy Council with a defined membership
listed below. The Council will make recommendations to the Board of County Commissioners regarding the county's grant
submission and planning process. The Council will consist of members as assigned from the various agencies listed, each
appointed to a term beginning August 1, 2007. and ending at the pleasure of the Board of County Commissioners.
The county Office of Management and Budget m►d Grant Administration Office will provide administrative grant support; the
Monroe County Detention Center Administrative Offices will administer the grant funds and provide administrative support to the
council?

The State Attorney, or an assistant State Attorney designated by the State Attorney.
The Public Defender, or an Assistant Public Defender designated by the Public Defender.

COUNTY COMINUSSIONERS IN SUPPORT OF
DEDICATING THAT PORTION OF U.S. HIGHWAY 27 IN
THE STATE OF FLORIDA AS "THE PURPLE HEART
HIGHWAY'.
WHEREAS, General George Washington established the Purple Heart Medal on August
7, 1782 to honor military personnel wounded in combat; and
WHEREAS, since then approximately 1,635,000 Purple Heart medals have been
awarded to our military personnel; and it is believed that there are an estimated 500,000 living
veterans who are Purple Heart recipients; and
WHEREAS, the Monroe County Board of County Commissioners appreciates the
members of the Armed Forces who have been awarded the Purple Heart, and further recognizes
that many have made the ultimate sacrifice to keep our country free; and
WHEREAS, the Military Order of the Purple Heart of the USA is coordinating a state
and national effort to establish "The National Purple Hean Trail" consisting of major interstate
highways and roadways leading to patriotic sites; and
WHEREAS, our local community, our state, and our nation owe a deep debt of gratitude
to those members of our Armed Forces who have been wounded in combat and honored with the
Purple Heart medal;
NOW, THEREFORE, BE IT RESOLVED by the Monroe County Board of County
Commissioners, Monroe County, Florida, that the Board:
Recommends and supports the dedication of that portion of U.S. Highway 27 in the State
of Florida as "The Purple Heart Highway"; and
2. Requests the Florida Department of Transportation place and maintain appropriate
markers so designating said highway.
3. Directs the Clerk of the Court to forward a copy of this Resolution to Secretary Stephanie
Kopelousos, Florida Department of Transportation; the Military Order of the Purple
Heart, Highlands County Chapter 601 and Florida Chapter Commander James G.

I am writing to you specifically because this matter needs the attention of your office. The
Military Order of the Purple Heart is working on a state level to have U.S. Highway 1..7 dedicated as the
Purple Heart Highway honoring all Men and Women who have served our Country. Now is the time to
show our support and gratitude.
WHY THE PURPLE HEART: General George Washington instituted the Purple Heart as a badge of
merit during the Revolutionary War. The original badge was a purple cloth sewn on the uniform. After
World War One, The Purple Heart was created as a medal for the soldiers who were wounded or died in
combat. In 1958 Congress authorized the Charter for the now Military Order of the Purple Heart. Our
goal as an organization is to recognize and remember the Americans who laid down their life for the
Freedom we have today. The Purple Heart is awarded in every branch of our Military Service.
Our Mission: We believe our fellow Service Men and Women today are making a great sacrifice
to protect our way of life. We must honor them and hold their sacrifice for all to see. Our children must
understand the history of our country and our way of life, "FREEDOM IS NOT FREE"
My name is Fred Arbelo; I am the Commander of Post #601, Military Order of the Purple Heart,
Highlands County, Florida. Attached is a copy of the Resolution and Proclamation we started. There
are seventeen Counties in which U.S. Highway 27 pass through. It is our goal to present this
proclamation in the Florida House of Representatives. Working with Representative Denise Grimsley in
2006, our portion of U.S. 27 in Hi ands Coun was rededicated. We are also aware that portions of
U.S. 27 share other Dedications. Our goal is to first, have all o .S. 27 in Florida recognized as the

The purpose of this letter is to lend my whole hearted support to the Patriots of Highlands
Chapter 641, Military Order of the Purple Heart in their efforts to have Highway 27
designated as a Purple Heart Highway. Seventy-five years ago the Military Order of the
Purple Heart was chartered by Congress to protect the integrity of the medal and to look after
the interest of those awarded the medal and their families.
The Purple Heart is the oldest medal in current use in the world. It was originated by
General George Washington 225 years ago as the Badge of Military Merit. In 1932 the
award was reinstituted as the Purple Heart Medal and was to be awarded to soldiers who
distinguished themselves by particularly meritorious action or who were wounded in battle.
On December 7, 1942 the reason for the award of the medal was changed to include only
those wounded in action or the next of kin of those killed in action. Since 1932 over 1.6
million Americans have been awarded the Purple Heart. As you know our young men and
women and their next of kin are being awarded this medal as the result of conflicts this great
nation is involved in today.
It is fitting that this nation remember its citizens who have died or been wounded in service
to their country. To have Highway 27 designated and marked as a "Purple Heart Highway"
is a great way of honoring these men and women. Please give your support to the
designation of the portions of Highway 27 within your jurisdiction as a Purple Heart
Highway in honor of those who have given so much for this country.

Addendum to Working Waterfront Comp. Plan Amendment
Proposed by Safe Harbor Property Owners
1. WHEREAS, Florida Statute 380.0552 (7) establishes that a principle for guiding
development is "(k) To provide adequate alternatives for the protection of public safety
and welfare in the event of a natural or manmade disaster and for a post -disaster
reconstruction plan"; and
2. WHEREAS, a shelter is necessary to house those emergency personnel that are
necessary to conduct the successful evacuation of the general public up to the last
possible minute and therefore the emergency personnel may not be able to evacuate the
Florida Keys themselves; and
3. WHEREAS, Monroe County Plan Policy 502.1.6 specifies an intent to use existing
marinas on inhabited keys with full access to the road network as emergency ports; and
4. WHEREAS, such emergency ports will require lodging for the operators and users of
such emergency ports; and
5. WHEREAS, it is important to have a recovery force and materials pre -positioned at a
location accessible by land and sea before a hurricane as an alternative to driving down
the Overseas Highway; and
6. WHEREAS, a deep water basin provides an alternative to the Overseas Highway as an
evacuation route; and
7. WHEREAS, a deep water basin provides an alternative to the Overseas Highway for
delivering supplies during the reconstruction after a disaster; and
8. Policy 101.4.7(e) Public lodging facilities that serve as storm shelters and recovery
centers for emergency personnel capable of withstanding Category 5 storm force winds
and which exceed minimum base flood elevation by at least 1 foot, shall be deemed
"Development not impacting hurricane evacuation times", pursuant to Sec.9.5-120.4(d)
of the Monroe County Code.
9. Policy 101.4.7(f) Commercial and industrial non-residential floor area for water -
dependent support facilities and/or maritime uses, designed so as to be capable of
accommodating post -disaster relief and recovery, shall be deemed "Development not
affected", under the provisions of Sec. 9.5-124.3 of the Monroe County Code.

As you know, the Safe Harbor Property owners have been working cooperatively with Monroe
County GMD staff for several months, and have actively participated in meetings of the Monroe
County Planning Commission, in drafting the Working Waterfront Amendments to the
Comprehensive Plan. Jerry Coleman represents Robbie's Safe Harbor Marina; David Horan and I
represent the other Safe Harbor owners.
The proposed amendments will be presented at a public hearing on September 19. The Safe
Harbor Property owners strongly support the proposed Amendments. They also have additional
suggestions (attached) intended to strengthen the Amendments. Since the Planning
Commission's unanimous approval of the draft Amendments, we have been meeting with Lower
Keys post -emergency first -responders (Sheriff, Key West Police, Keys Energy Service, Lower
Florida Keys Hospital, FKAA) to determine how we can accommodate their facilities'
requirements. The attached addenda contains the Safe Harbor Property Owners' suggestions of
how the Comprehensive Plan can accommodate planning and design of facilities that will house
first responders and provide staging for sea -based recovery efforts, consistent with the
hurricane evacuation and recovery policies that underlie ROGO and NROGO.
So that the BOCC and public may be informed of these proposals in advance of the Public
Hearing, we respectfully request that the attached Addendum sheet be included in the Agenda
package for the September 19 hearing.

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF MONROE COUNTY, FLORIDA IN
SUPPORT OF A PROCLAMATION RECOGNIZING
SEPTEMBER 21, 2007 AS THE INTERNATIONAL DAY OF
PEACE.
WHEREAS, the issue of peace embraces the deepest hopes of all peoples and remains
humanities guiding inspiration; and
WHEREAS, the United Nations proclaimed the International Day of Peace be devoted to
commemorating and strengthening the ideals of peace both within and among all nations and
;peoples, and
WHEREAS, the United Nations expanded the observance of the International Day of
Peace in 2001 to include the call for a day of global ceasefire and non -violence, and invited all
nations and people to honor a cessation of hostilities for the duration of the Day; and
WHEREAS, there is growing support within our County for the observance of the
International Day of Peace which affirms a vision of our world at peace and fosters cooperation
between individuals, organizations and nations; and
WHEREAS, global crises impels all citizens to work toward converting humanities
noblest aspirations for world peace into a practical reality for future generations;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Monroe County, Florida, that:
September 21, 2007 be proclaimed as The International Day of Peace throughout Monroe County

Dear Mr. Neugent and Fellow County Commissioners:
I would like to thank the County Commission for providing me the opportunity to
serve on the Monroe County Planning Commission for the past two years. It is with a
heavy heart that I must resign from my position effective immediately.
As you are aware, my husband David died on August 6, 2007 after a year long
battle with lung cancer. I am now trying to focus all of my energy on moving forward in
my life without him. Accordingly, I would be unable to provide the commission the time
and attention it deserves.
It has been an honor and a privilege to serve the people of Monroe County for the
last two years and I thank you again for giving me the opportunity to do so.
