A Special Meeting of the Monroe County Board of County Commissioners
convened at 5:01 P.M., at Harvey Government Center. Present and answering to roll call
were Commissioner Charles "Sonny" McCoy, Commissioner Sylvia Murphy,
Commissioner George R. Neugent, Commissioner Dixie M. Spehar and Mayor Mario
DiGennaro. Also present at the meeting were Thomas Willi, County Administrator;
Danny L. Kolhage, Clerk; Isabel C. DeSantis, Deputy Clerk; County Staff, members of
the press and radio; and the general public.
ADDITIONS, CORRECTIONS, DELETIONS
There were no Additions, Corrections, or Deletions made to the agenda.
PUBLIC HEARING - BUDGET
Cindy Lawson, CPA representing the Office of Management & Budget
announce,d the tentative millage rates for Fiscal Year 2008. Said document is
incorporated herein by reference.
Tom Willi, County Administrator made a presentation of the proposed Monroe
County budget for Fiscal Year 2008. The Board discussed the status of the general fund.
The Board accepted public input and discussed the Tentative Fiscal Year 2008
Monroe County Budget. The following individuals addressed the Board: Irene G.
Brammerlz and Francisco Rodriguez, representing Literacy Volunteers of America;
Gwen Hawtof, Lori Thompson, representing Just 4 Kids; Virginia A. Panico,
representing the Key West Chamber of Commerce; and Peter BacIe.
The Board discussed directions for changes to the Tentative Fiscal Year 2008
Monroe County Budget. Peter Rosasco, representing the Office of Management &
Budget discussed the county's fund balance situation. Tom Willi, County Administrator
discussed the use of the county's fund balance process and level.
The Board discussed Human Services Advisory Board (HSAB) funding. Alexsa
Leto, Vice-Chair ofthe Human Services Advisory Board and Dave Owens, Monroe
County Grants Administrator discussed HSAB funding for Literacy Volunteers and
Easter Seals Society. Commissioner Neugent excused himself from the meeting. After
discussion, motion was made by Commissioner McCoy and seconded by Commissioner

Murphy to remand to the HSAB for reallocation ofthe $5000 within the HSAB's existing
budget. Motion carried unanimously, with Commissioner Neugent not present.
Commissioner Neugent returned to the meeting and took his seat.
A Public Hearing was held regarding the proposed Fiscal Year 2008 Residential
Solid Waste Collection, Disposal, and Recycling rates. There was no public input.
Motion was made by Commissioner Spehar and seconded by Commissioner Neugent to
adopt th(: following Resolution establishing the final residential solid waste collection,
disposal, and recycling rates for Fiscal Year 2007-2008. Motion carried unanimously.

A Public Hearing was held regarding the proposed Fiscal Year 2008 Commercial
Solid Waste Collection, Disposal, and Recycling rates. There was no public input.
Motion was made by Commissioner Spehar and seconded by Commissioner Murphy to
adopt the following Resolution establishing the final per month solid waste collection,
disposal, and recycling service rates for commercial property in the various solid waste
collection franchise areas for Fiscal Year 2008. Motion carried unanimously.

FIRE & AMBULANCE DISTRICT 1
BOARD OF GOVERNORS
The Board of Governors for the Fire and Ambulance District I convened. Present
and answering to roll call were Commissioner George Neugent, Commissioner Sylvia
Murphy, and Mayor Mario DiGennaro. Absent were Mayor Norman Anderson and Vice
Mayor William Dilley.
There were no changes made to the tentative Fiscal Year 2008 budget for the Fire
& Ambulance District I Board of Governors.
Cindy Lawson, CPA representing the Office of Management & Budget
announced the tentative roll-back millage rates and percentage increase over roll-back
rate for Fiscal Year 2008. Said document is incorporated herein by reference.
Motion was made by Mayor DiGennaro and seconded by Commissioner Murphy
to adopt the following Resolution adopting the tentative millage rate for Fiscal Year
2008. Motion carried unanimously.

to adopt the following Resolution adopting the tentative budget for Fiscal Year 2008.

There being no further business, the meeting of Board of Governors for the Fire

Highway, Marathon, Florida, (3rd and final).
There being no further business, the meeting of the Board of County
