BOARD OF COUNTY COMMISSIONERS

Marathon, Florida
A Regular Meeting of the Monroe County Board of County
Commissioners convened at 9:00 a.m., on the above date, at the
Marathon Government Center. Present and answering to roll call
were Commissioner Keith Douglass, Commissioner Shirley Freeman,
Commissioner Wilhelmina Harvey, Commissioner Mary Kay Reich and
Mayor Jack London. Also present were Danny L. Kolhage, Clerk;
Isabel C. DeSantis, Deputy Clerk; James T. Hendrick, County
Attorney; James Roberts, County Administrator; County Staff,
members of the Press and Radio; and the general public.
All stood for the Invocation and Pledge of Allegiance.

ADDITIONS, CORRECTIONS, DELETIONS
Motion was made by Commissioner Douglass and seconded
by Commissioner Harvey to approve all additions, corrections and
deletions. Motion carried unanimously.

Growth Management Director Bob Herman addressed the
Board concerning authorization to participate in a joint
agreement between the Federal Emergency Management Agency (FEMA),
Region IV, and Monroe County government to eliminate all
unpermitted habitable structures below base flood elevation. Mr.
Herman introduced members of the Federal Emergency Management
Agency (FEMA) Region IV - Todd Davidson, Division Director of
Hazard Mitigation; Bob Susan Wilson, Senior Mitigation
Specialist; Bob McBeth, Community Mitigation Programs Branch
Chief; and Mary Hudak Office of Public Affairs.
The Board accepted public input with the fOllowing
individuals addressing the Board: Linda Yorde, Ralph Tallent,
Tom Brown, David Vaupel, Joe Rosenblatt, P.E., H. T. pontin, John
Dolan-Heitlinger, representing the Greater Key West Chamber of
Commerce; Capt. Mills, representing the Key West civic
Association; William Wilkinson, Ken Carter, representing WAVK,
(Press); Dan McCrea, representing McCrea Construction
Consultants; Bob Schneider, representing the Big pine Key civic
Association; R. L. Blazevic, Margaret Greulich, Eugene
Shinkevich, Stephen Miller, representing Keep Our Downstairs
Enclosures (K.O.D.E.) Bettye Chaplin, and Robert Regan,

representing the Monroe County FEMA Task Force.
FOllowing public input, members of FEMA answered
questions raised by the public. After Board discussion, motion
was made by Commissioner Freeman and seconded by Commissioner
Harvey to adopt the following Resolution concerning participation
by Monroe County and the Federal Emergency Management Agency in
an inspection procedure as recommended by the Monroe County
citizens Task Force. Roll call vote was taken with the following
results:

Commissioner Freeman reported to the Board on her
recent trip to New York city.
Mr. Roberts addressed the Board concerning the Monroe
County Sheriff's Office (MCSO) application to the Center for
Substance Abuse Treatment (CSAT) for the expansion of substance
abuse service in Monroe County. The Guidance Clinic of the
Middle Keys, Inc. is working with MCSO and will operate the
program in Key West at the excessed Navy property known as
Poinciana housing. Motion was made by Commissioner Reich and
seconded by Mayor London granting approval to issue a letter of
support/commitment for the program today. Motion carried
unanimously.
There being no further business to come before the
Board, the meeting was adjourned.
